BURUNDI: ‘Our right to be recognised and represented as an Indigenous community is being violated’

What is the situation of Indigenous people in Burundi?
The Batwa Indigenous people represent approximately two per cent of Burundi’s population. The context is disheartening because most of our rights are not recognised. Most Batwa people live in extreme poverty and are marginalised and discriminated against. They are often excluded from access to basic resources such as public services, education, land and healthcare. One common issue affecting Indigenous people across the globe is lack of access to land and decision-making bodies.
The Batwa people are not exempt from this, as our land rights are not recognised in Burundi. We need land to survive – to build our houses, grow our crops, graze our animals and preserve our culture.
Batwa people are not well represented in decision-making processes, which explains why development strategies rarely cater to us and our needs. We have been excluded from the economic, social, political and cultural development of our country. It is quite unfair to have people make decisions on our behalf without consulting with our community. When projects are implemented, we are often sidelined. It would seem the government is trying to make people think it is helping Indigenous people while we are not really receiving the help we need.
The SDGs aim to eradicate many problems affecting societies globally, but their implementation in Burundi has not been inclusive of Indigenous people. The government must understand that our place in society is already under threat, so it needs to approach the SDGs in an intersectional manner to serve all people of Burundi equally.
The international community has also shown a lack of a solid plan to address the rights of Indigenous peoples during implementation of the SDGs. We want to know how international organisations aim to promote Indigenous peoples’ development through the SDGs. I had the privilege of attending the Forum on Financing for Development (FfD) in New York, but was disappointed I was the only member representing Indigenous peoples.
What are the main rights violations experienced by Batwa people in Burundi?
Batwa people in Burundi do not have access to education, healthcare and proper legal services. Many people have suffered and died due to being denied access to healthcare facilities in their communities. When we try to get legal help to hold accountable those responsible for negligence in healthcare centres, we do not qualify to receive it. We hope this will change one day and the Batwa people of Burundi will be inclusively integrated in their communities.
But Batwa people currently face serious discrimination. We are often called names such as witches and made feel unwanted by the wider society. Our dignity is looked down upon and we are forced to take a lesser place in society. Without access to good jobs, Batwa people have a high prevalence of poverty.
Batwa people are disproportionately affected by arbitrary arrests and rights violations, as well as by land grabbing from the government and international stakeholders. People take advantage of us because they know that the majority of us do not have identity cards, making it difficult for us to access justice. Whatever laws have been put in place to protect us are not really working.
Our right to be recognised and represented as a community is being violated. We need members of our community to advocate for our rights independently, without being associated with any political party. The history of this country should inform policymakers about the importance of cultural recognition. No one should be left behind because of their identity. We have a right to participate fully in public life without facing rights violations.
Has any progress been made in terms of representation in policymaking processes?
The Burundian government has launched an initiative to include Indigenous people in some governmental positions. There are now a few Batwa people in parliament. However, the fact that participation in public affairs requires association with a political party makes us uncomfortable. This restricts many Indigenous people from speaking out about their rights because they are controlled by their political parties.
Political representation is an opportunity for our needs to be heard but our people who are actively participating in public affairs do not necessarily speak on our behalf. Participation of ethnic minorities in Burundi still has a long way to go despite the efforts of the government. Batwa women are inadequately represented in political positions.
Our government focuses on development but fails to promote it in an inclusive manner. It recently setup a national strategy for Indigenous people, highlighting issues we are dealing with and stating its plan to advance Indigenous people’s rights. We hope that they will consult with members of our community and Indigenous leaders about our needs so the strategy actually benefits us.
How can Indigenous groups across the world work together to promote Indigenous people’s rights?
Indigenous groups must have regional and international forums to collaborate towards the achievement of our human rights, economic and social development, as well as civil and political rights. We must partner with international organisations that have experience with working on Indigenous people’s rights so that they can help us with our advocacy work and share strategies to make our work more effective.
Our organisation, IPGFforSD, works for Indigenous rights through international advocacy and innovative initiatives. We work in collaboration with Indigenous groups an encourage them to create and enhance their platforms in their respective countries from across the globe who face similar issues. We focus on monitoring SDG implementation because the rights and needs of Indigenous people are currently not well represented when SDGs are implemented. We have worked with the United Nations (UN) mechanisms, including the UN Economic and Social Council (ECOSOC), to raise awareness of the plight of Indigenous people and the need to recognise them in both national and international policies. We advocate for national governments and international organisations to implement the UN Declaration on the Rights of Indigenous Peoples.
We also work to sensitise our leaders about Indigenous rights through workshops and seminars. Our aim is for them to be well informed so they can, we hope, help us in the battle of getting our rights recognised in Burundi.

CAMBODIA: ‘No free and fair election can take place in the current political environment’
CIVICUS speaks about Cambodia’s communal elections of June 2022 with Lee Chung Lun, Campaign and Advocacy Programme Officer of the Asian Network for Free Elections (ANFREL).Established in 1997, ANFREL is a regional civil society organisation (CSO) that promotes democratic, free and fair elections by conducting election monitoring, capacity building and civic engagement in member countries.
How free and fair were the recent local elections in Cambodia, and what were their results?
The official results of the elections for the commune and sangkat – an administrative subdivision – council held on 5 June 2022 gave the ruling Cambodian People’s Party (CPP) 9,376 (80.7 per cent) of the 11,622 council seats and 1,648 (99.8 per cent) of the 1,652 positions of commune chief. The recently reactivated Candlelight Party gained 2,198 (18.9 per cent) of council seats and four commune chief positions. The remaining 48 council seats went to other small parties.
The CPP’s victory is no surprise given its tight control of politics and the pressures on the opposition, including the dissolution of the main opposition party, the Cambodia National Rescue Party. In such context, the CPP won over 3,000 more seats than it did in the 2017 elections, and its popular vote surged from 3.5 million to 5.3 million.
However, it was unexpected that the Candlelight Party only managed to secure four commune chief positions despite winning one-fifth of the popular vote. The disproportionate vote-to-seat translation warrants further investigation.
Overall, Cambodia still falls short of the benchmark for free, fair and inclusive elections, as assessed in ANFREL’s pre-election assessment mission. ANFREL’s member, the Committee for Free and Fair Elections in Cambodia (COMFREL), also noted various irregularities in the process.
The undemocratic elements of the existing legal framework continue to allow room for abuse. In recent years, especially during the COVID-19 pandemic, crackdowns on the media, CSOs and the political opposition have increased. Numerous opposition candidates and members of opposition parties, most notably from the Candlelight Party, became the target of harassment and intimidation throughout the election period. As long as threats against the opposition and civil society continue to be prevalent, there can’t be a genuine and legitimate election.
What role did civil society play in the election process?
In July 2021, a coalition of 64 Cambodian CSOs launched a list of recommendations that they named ‘minimum conditions for legitimate commune and sangkat council elections’. These included enabling a free political environment and active participation in political activities and allowing the main opposition to review and select members of the National Election Committee (NEC). They also called for greater political neutrality of military forces and independence of the courts, as well as freedom for the media and CSOs to function. Regrettably, no significant changes have been made since then.
CSOs such as COMFREL recruited, trained and deployed citizen observers to monitor the election process. The NEC’s accreditation standards, however, are questionable, given that 93 per cent of the 74,885 accredited election observers came from organisations closely linked to the CPP. More than half of them came from the Union of Youth Federations of Cambodia and Cambodian Women for Peace and Development, led by Cambodian prime minister’s son Hun Manet and deputy prime minister Men Sam An, respectively.
Cambodia is virtually a one-party state and now has a mostly closed civic space as a result of ongoing attacks on CSOs, independent media and the political opposition. Since 2017, the government has arrested, imprisoned, and harassed hundreds of activists, opposition figures and journalists. Some flee the country out of fear of retaliation.
The draconian provisions outlined in the Law on Associations and Non-Governmental Organisations continue to be in effect. The law forbids unregistered organisations from carrying out any activity and grants sole authority over the registration process to the Ministry of the Interior, while registered organisations must adhere to a broadly defined ‘political neutrality’ requirement. CSOs are frequently required to go through informal approval processes with local authorities to carry out their work on the ground, even though the law does not require them to do so.
Do you think the results of the communal elections will be replicated in the upcoming national elections?
The results of the commune and sangkat council elections can be regarded as a predictor of the results of the next National Assembly elections, scheduled to take place in July 2023. They confirm once again that no free and fair election can take place in Cambodia’s current political environment. If attacks on the opposition and civil society continue, the CPP will retain its power in the next election.
What support does Cambodian civil society need from international organisations?
Cambodian civil society needs more attention from the international community on critical human rights violations and the dwindling state of democracy. International organisations should keep up their efforts to monitor developments in Cambodia closely and extend solidarity with Cambodian civil society, which frequently faces threats and harassment while carrying out their work. Local CSOs also need funding to continue their advocacy and campaigning on the ground.

CAMEROON: ‘Indigenous people should be at the forefront of our own movement and speak for ourselves’

What is the current situation of Indigenous people in Cameroon?
The situation of Indigenous people in Cameroon is not particularly good at the moment. There are people trying to get self-determination, and this has caused conflict in some parts of Cameroon. Unfortunately, the bulk of Indigenous people I work with, pastoralists, are in the English-speaking part of Cameroon, where calls for independence have led to conflict, and they have been caught in the middle of the violence.
They are being abused. There is no respect for their territories and their basic human rights, and the government has failed to protect them. Civil Society organisations have collected data that indicate gruesome acts are being committed against Indigenous peoples during the ongoing armed conflict in the Northwest and Southwest of Cameroon. Indigenous people are being killed and they cannot defend themselves.
Indigenous people in Cameroon still live below the poverty line. Most people in the community struggle to get employed because of limited opportunities in the labour market. Some of them end up engaging in small income-generating activities such as livestock farming and the sale of hunting products. But this is not enough to sustain their lives.
The reason it is sometimes difficult for Indigenous people to get employed is because they struggle to get access to education. There are not enough schools, teachers and educational resources in Indigenous communities. The government has tried to implement projects to address this problem, but these have not really been effective.
Much work still needs to be done for Indigenous peoples to gain full recognition in Cameroon. It is saddening that health services and other social facilities are not adequately provided to Indigenous people. The government needs to do a lot more to ensure that Indigenous people have access to healthcare in their communities.
The government has tried to give visibility to Indigenous peoples in Cameroon through the International Day of the World’s Indigenous Peoples, held annually on 9 August, but if their right to life is threatened then the visibility given to them is not having much of an impact. There is a need for structural changes to guarantee sustainable development for all people in Cameroon.
What human rights violations do Indigenous people experience in Cameroon?
One of the biggest human rights violations that Indigenous people face in Cameroon is the lack of legal recognition of their right to their territories and their right to life, especially in the conflict-ridden English-speaking regions of the country. Land legislation in Cameroon does not recognise Indigenous peoples’ land holdings and therefore does not protect their land and resources. It is challenging for Indigenous people to register their land because the activities they tend to carry out do not fall under the requirements set out by the government when it comes to effective occupation and exploitation, which is a condition sine qua non for land registration in Cameroon. Activities such as hunting and livestock grazing do not fall under the category of productive land use required for land registration. Commercial developments in Indigenous peoples’ territories affect their livelihoods, and their land is grabbed by people who are not part of the Indigenous community.
The implementation of the United Nations Declaration on the Rights of Indigenous peoples (UNDRIP) is supposed to provide Indigenous people with better living conditions and protection against losing their territories. However, I do not think the declaration has been well implemented in Cameroon.
UNDRIP urges governments to recognise and protect Indigenous peoples and their rights. Their land and territories should be protected by the government, but the government violates their rights on a daily basis. We understand that the declaration does not carry any legal obligations, but it should be used as guidance on how to respect Indigenous people and value their participation in the development of the country.
Cameroon still has land laws that were colonially inspired and do not recognise the rights of Indigenous peoples as far as territories are concerned. This might be the reason the government does not take UNDRIP into account.
Are Indigenous people well represented in policies?
Unfortunately, there is no binding legal framework that recognises Indigenous peoples in Cameroon. We have policies in place that serve as guidance for the recognition of Indigenous peoples but there has not been that much progress yet. The government has recently started doing things such as the appointing Indigenous people to decision-making positions. Forest dwellers are represented in decision-making. But these positions are often limited, and their people are not in high positions.
Pastoral people have a secretary general in the Ministry of Livestock, Fisheries and Animal Industries, which is something positive, but it is very limited. It is safe to say that Indigenous people still lack political representation.
What should the Cameroon government do to help advance the rights of Indigenous people?
It would be good if the government met the requirements set by international legal instruments aimed at advancing and protecting the rights of Indigenous peoples. It should also revise the laws that discriminate against Indigenous people, along with its land tenure policies.
Indigenous peoples should be considered in decision-making. Enabling Indigenous people to participate in national politics would ensure inclusive development, taking into consideration the needs of everyone in Cameroonian society. Often the government puts development strategies in place without conducting proper research and consulting Indigenous peoples, and as a result development strategies do not benefit Indigenous peoples and their way of life.
In addition, administrative recognition of Indigenous communities would help preserve their cultural and historical heritage. When Indigenous peoples are mixed with neighbouring communities their culture becomes diluted and their history is easily neglected. Ensuring that they are not forcefully integrated with other communities would secure a future for the coming generation. The government should also promote land rights reform.
Hopefully, with time Indigenous peoples will get economic support and their participation in the development of the country will become noticeable. I believe all of the above can be achieved if the government ratifies the International Labour Organization’s Indigenous and Tribal Peoples Convention, ILO Convention 169.
How is your organisation working to advance Indigenous rights?
MBOSCUDA is a community and membership-based organisation present in almost all regions of Cameroon. It was established in 1992 to promote proper living conditions for Mbororo pastoralists. We work to have the socio-cultural, political and economic rights of the Mbororo people recognised. We have consultative status with United Nations Economic and Social Council and had an observer status with the African Commission on Human and Peoples’ Rights.
We collaborate with various ministries of the Cameroonian government. Our hope is that we can secure some of the services Indigenous people need to have a dignified life. These include, but are not limited to, civil status registration so they can get married, educational resources and healthcare facilities. We also undertake lobbying and advocacy work. To raise awareness of Indigenous peoples’ rights we participate in seminars on Indigenous peoples in Africa.
Unfortunately, the ongoing crisis in the Anglophone regions has reduced our activities in some parts of the country. There are places we cannot currently work in because of the conflict. If we decide to go regardless, the chances are high that we will not come back. In addition, some communities that act as if they own Indigenous peoples feel threatened by our work because they know they will not be able to continue exploiting them once Indigenous people have access to information and education.
How can Indigenous groups work together to promote their rights globally?
Indigenous people should collaborate and form a strong global alliance. Their voices will be stronger and the possibility of them getting recognised will be higher. We should offer each other a helping hand because we are all fighting the same battle, just in different territories.
The platforms that international organisations provide us should be used as a tool to hold our governments accountable. It is very important that we share our narratives and do not let people speak on our behalf. We know our struggles and nobody but us can elaborate on what our needs are, so we should be at the forefront of our own movement and speak for ourselves.

CAMEROON: ‘The Anglophone discontent must be addressed through meaningful discussion with all parties’

What have been the humanitarian consequences of the escalating conflict in Cameroon?
The main humanitarian issue is the displacement of hundreds of thousands of people fleeing the conflict. According to the United Nations (UN) Refugee Agency, by August 2021 there were 712,800 internally displaced persons (IDPs). Although some have since returned, there are still over half a million IDPs spread across Cameroon.
The priority needs of IDPs and returnees today are housing and access to healthcare, food, water and education. However, help has not been readily available, which explains why this conflict has repeatedly been classified as one of the most neglected displacement crises since 2019.
Let’s not forget that the UN Refugee Agency has an additional 82,000 Cameroonian refugees registered in Nigeria. Add the millions of people trapped in conflict zones and caught in the crossfire, and you have the recipe for a humanitarian crisis of epic proportions.
What will it take to de-escalate the situation?
It’s quite simple. First, the parties involved in the conflict must be willing to look beyond the military option, which so far has not resolved anything, and seek a peaceful resolution instead. There can be no real de-escalation until they give meaning to the now derided calls for an ‘all-inclusive dialogue’ that have become a platitude and an excuse for inaction. That said, I think the onus lies primarily with the government of Cameroon, which is the party with the resources to at least initiate real dialogue.
Second, the international community needs to revise its approach to the conflict. All attempts thus far at international mediation – for example, the ‘Swiss Process’ in which the government of Switzerland convened talks – have either dragged on for years or simply failed. The international community must step up the pressure on all factions, including the threat of individual and collective sanctions for their continued obdurateness. Without this two-pronged approach, there will not be a de-escalation anytime soon.
What kind of challenges does civil society face when advocating for peace?
Civil society faces numerous challenges. For starters, civil society organisations (CSOs) have limited access to conflict zones. They must also walk a fine line between government and Ambazonian groups – those fighting for the independence of Ambazonia, a self-declared state in the Anglophone regions – who both routinely accuse them of supporting the other side. Even when civil society gains access to conflict zones, it operates with very limited financial and other resources.
That said, the most serious challenge to their operations is government hostility. Local CSOs have routinely complained about intimidation and harassment by Cameroonian authorities as they try to work in conflict zones. In 2020, for example, the Minister of Territorial Administration accused local CSOs of colluding with international CSOs to fuel terrorism in Cameroon. He claimed that these ‘teleguided NGOs’ had received 5 billion CFA francs (approx. US$7.4 million) to whitewash the atrocities of separatist groups while publishing fake reports about alleged abuses by the Cameroonian military.
International humanitarian groups such as Doctors Without Borders (MSF) have also faced the wrath of the government. In 2020, Cameroon suspended MSF from carrying out activities in the Northwest region after accusing it of having close relations with separatists. And in March 2022, MSF suspended its activities in the Southwest region after four of its workers were arrested for allegedly collaborating with separatists. MSF complained that the government confused neutral, independent and impartial humanitarian aid with collusion with separatist forces.
What were the expectations of English-speaking Cameroonians for 1 October, proclaimed as ‘Independence Day’ in the Anglophone regions?
English-speaking Cameroonians come in different shades of political ideology, so they had different expectations. For independentists, the goal is simple: independence for the former British Trust Territory of Southern Cameroons. As far as they are concerned, any negotiation with the government must be about how to end the union and not about whether the union should continue.
But other segments of the population still believe in a bilingual Cameroon republic, albeit under new political arrangements. Federalists believe that Anglophone expectations will be met if the country returns to the federal system that existed between 1961 and 1972. This system gave the former British Southern Cameroons constitutional protections within a federal republic, including the right to its own state government, an elected legislature, an independent judiciary, a vibrant local government system and state control over the education system.
The government of Cameroon has accommodated neither the radical demands of independentists nor the comparatively moderate demands of the federalists. Instead, it is forging ahead with a ‘decentralisation’ policy that gives nominal power to the regions but does not even begin to address the fundamentals of the so-called ‘Anglophone problem’.
What should Cameroon’s government do to ensure the recognition of the rights of English-speaking Cameroonians?
For starters, the government should abandon its stopgap and largely cosmetic approach to resolving the conflict, because it only adds to the existing resentment. This is the case, for example, with the much-maligned ‘special status’ accorded to the Northwest and Southwest regions, supposedly to recognise their ‘linguistic particularity and historic heritage’, but which does not give them the power to influence or determine policies in key areas such as education, justice and local government, where this ‘particularity’ needs the most protection.
The historical and constitutional origins of the Anglophone discontent within the bilingual Cameroon republic are well documented. This discontent must be addressed with a holistic approach that includes meaningful discussions with all parties, from the federalists to the independentists. Dialogue is a journey, not a destination. And the time to start that journey is now, no matter how tortuous, frustrating and challenging, and despite the deep-seated distrust, resentment and animosity among the parties.
How can the international community support Cameroonian civil society and help find a solution?
Cameroonian civil society needs financial, material and other resources to adequately provide humanitarian and other assistance to displaced people and people living in conflict zones. This is where the international community comes in. However, international aid is a double-edged sword, given the Cameroon government’s suspicion and hostility towards local CSOs that have international partners, especially those that are critical of how the government has handled the conflict so far. Civil society also needs resources to accurately and adequately document what exactly is happening on the ground, including war crimes and violations of international human rights laws.
To be able to play a pivotal role in the search for a solution to the conflict, CSOs will have to figure out a way to convince the government – and Ambazonian groups that are equally suspicious of their activities – that they are honest brokers rather than partisan actors or trojan horses working for one side or the other. This is a Herculean, if not virtually impossible, task at this juncture. So, for now, civil society will continue to walk a fine line between the government and the independentists, all the while promising more than it can deliver to the people affected by the conflict.
As for international support to finding a solution, there has been a lot more international handwringing, from the African Union to the UN, than real action. The international community has so far adopted a largely reactive stance towards the conflict. It issues statements of distress after every atrocity, followed by hollow calls for inclusive dialogue. And then it goes silent until the next tragedy. Hence, the parties have little incentive for dialogue, especially when each believes, rightly or wrongly, that it is gaining the upper hand militarily.

CAMEROON: ‘The international community hasn’t helped address the root causes of the Anglophone conflict’
CIVICUS speaks with Cameroonian feminist researcher and writer Monique Kwachou about the ongoing crisis in Cameroon’s Anglophone regions. The conflict emerged in 2016 out of a series of legal and education grievances expressed by the country’s Anglophone population, which is a minority at the national level but a majority in the Cameroon’s Northwest and Southwest regions.Monique is the founder of Better Breed Cameroon, a civil society organisation (CSO) working on youth development and empowerment, and the national coordinator of the Cameroonian chapter of the Forum for African Women Educationalists.
What have been the humanitarian consequences of the escalation of the conflict in Cameroon’s Anglophone regions?
The crisis in the Anglophone regions of Cameroon has internally displaced close to 800,000 English-speaking people, according to monitoring by humanitarian organisations. Many people are also emigrating to other countries in search of safety. Unfortunately, civilians have been used as a weapon so the only way they are able to protect themselves is by fleeing to safer regions within the country or fleeing the country altogether.
People are also becoming increasingly hopeless and are no longer investing in the Anglophone regions as they used to. As a clear indication of how unsafe it is right now in the Anglophone regions, before stepping out of my house I have to do a risk assessment and decide whether what I have to do is worth taking the risk.
Unlawful killings and kidnappings are now rampant and somewhat normalised: they no longer shock us as they once did and there is a general trauma fatigue that breeds apathy, which is dangerous.
As we speak, some are trying to get a hashtag trending for Catholic clergy and worshippers who were recently kidnapped in the Northwest region. The kidnappers are demanding a ransom of 30 million CFA francs (approx. US$45,000) but the church is hesitant to pay because they know if they do it once, more people will be kidnapped and they will have to continue paying. Yet most social media comments on the news encourage payment based on the idea that there is nothing else that can be done. Apathy is the result of having heard too many such stories.
Given that the security forces have a reputation for violence and contributed to the development of the crisis with their burning down of whole villages earlier on, people don’t have faith in them either.
As a teacher I think one of the saddest impacts of this crisis has been on education. I don’t think anyone is receiving quality education. Many people have migrated to other regions, particularly to Douala, Cameroon’s largest city, and Yaoundé, the capital. As a result, schools there have become overpopulated. The teacher-to-student ratio has gone up and the quality of education has dropped. In the crisis regions, the future of students is put on hold with each and every strike and lockdown and their psychological wellbeing could be affected.
What will it take to de-escalate the situation?
I think the government already knows what needs to be done for the situation to de-escalate. Edith Kahbang Walla, of the opposition Cameroon People’s Party, has outlined a step-by-step process of de-escalation and peaceful political transition. But the problem is that the ruling party does not want a transition. However, as it looks like their plan is to stay in power forever, it would be better for them if they made changes to benefit all regions of Cameroon.
Extreme measures have been adopted to bring attention to the problems faced by English-speaking Cameroonians. The Anglophone regions continue to observe a ghost town ritual every Monday, taking the day off to protest against the authorities. On those days schools don’t operate and businesses remain closed. The original purpose was to show support for teachers and lawyers who were on strike but it is now having a negative impact on the lives of residents of the Anglophone regions.
If the government could consider a better strategy to negotiate with secessionists, the situation could be dealt with effectively. Unfortunately, the government has made negotiation impossible since the crisis began, as it arrested those who took part in the protests. Who is the government going to have a dialogue with now? They claim they won’t negotiate with terrorists while forgetting that they created the monster. They should acknowledge the root causes of the problem or otherwise they won’t be able to fix it.
What challenges does civil society face while advocating for peace?
Civil society is a victim of both sides of the ongoing conflict. CSO activities geared towards development have been greatly affected by the crisis, as CSO work is now geared mostly toward humanitarian action.
On one hand, the government is undermining Anglophone activism through arrests and restrictions on online and offline freedom of speech. Anyone who speaks up against the government and what the military are doing in the Anglophone regions may be in danger. For example, journalist Mimi Mefo was arrested for reporting on military activity and had to leave Cameroon because her life was threatened.
On the other hand, peace activists advocating for children to go back to school are also being attacked by secessionist groups who think their activities are being instrumentalised by the government. Hospitals have been attacked by both the military and secessionist armed groups because they helped one or the other.
Aside from the challenge of danger that CSO members face in the course of their work, there is also the challenge of articulating messages for peace and the resolution of the crisis without being branded as pro-government nor pro-secessionists, particularly as the media tries to paint the conflict as a simply black-or-white issue. This has not been an easy task. Limited resources also make it difficult to carry out peacebuilding work.
How can the international community support Cameroonian civil society?
Humanitarian organisations started becoming visible in the Anglophone regions during the crisis. They are giving humanitarian aid, but it is like a plaster on a still-festering wound, because it happens after the damage has been done: it is in no way addressing the crisis.
I have not seen the international community help Cameroon address the root causes of the conflict. It could help, for instance, by tracing the sale of arms to both sides of the conflict. Our main international partners could also use their influence to pressure the government to move towards actual inclusive dialogue and ensure the adoption of effective solutions to the crisis.

CANADA: ‘Indigenous people who are most marginalised experience significant human rights violations.’
CIVICUS speaks about Indigenous people’s rights in Canada with Melanie Omeniho, president of Les Femmes Michif Otipemisiwak/Women of the Metis Nation (LFMO).Founded in 1999 and incorporated in 2010, LFMO is a national representative civil society organisation that advocates for the rights of Indigenous peoples in Canada, and specifically for the right to equal treatment, health and wellbeing of women and gender diverse people and sexual minorities of the Metis Nation.
What is the current situation of Indigenous people in Canada?
In our experience at LFMO, Indigenous people who are most marginalised experience significant human rights violations. Indigenous people are trying to survive traumas and do not have the time or resources required to deal with the systemic racism that continues to violate their rights.
For instance, we have heard numerous concerning experiences regarding difficulties to access Canada’s victim services scheme. In some provinces, policy dictates that if a person has had any prior engagement with the criminal justice system, even if decades earlier, and this remains on their record, they might not be eligible to receive victim services. This policy severely impacts on and violates the rights of Indigenous victims of crimes, including sexual assault.
At LFMO we are keenly aware of the experience of anti-Indigenous racism. Some of us are attacked based on how we look or talk when we are going about our lives in mainstream society. We are particularly concerned about the lack of willingness to identify physical attacks on Indigenous women as hate crimes.
We encourage change in policy and practice in all facets of the criminal justice system to identify hate crimes against Indigenous people instead of classifying them as regular assaults. To create change and hold offenders properly accountable, we need to ensure that anti-Indigenous racism is recognised as a hate crime.
How is LMFO working to advance the rights of Indigenous peoples in Canada?
LMFO is the national representative body for Métis women across the Métis Nation Motherland. Métis are one of the three recognised Indigenous peoples of Canada, along with First Nations and Inuit. According to the 2016 census, there are nearly 600,000 Canadians who self-identify as Métis.
LMFO advocates for the equality of Métis women, Two-Spirit and gender diverse Métis people across the Métis Nation Homeland – our Métis Motherland. The term ‘Two-Spirit’ was coined in the 1990s to refer to Indigenous LGBTQI+ people, corresponding to an age-old concept in Indigenous communities that means someone who embodies both a masculine and feminine spirit.
LFMO plays a significant role in enhancing the social, cultural, economic, environmental and leadership space occupied by Métis women and gender minorities. Our overarching mission is to ensure the equal treatment, health and wellbeing of all Métis people, with a focus on Métis women, young people and those who are Two-Spirit and gender diverse.
As part of our strategic plan, we have 10 objectives: advocating for the priorities and needs of women in the Métis Nation, Canada and the world; taking care of the land and waters; guarding the traditional knowledge of Métis women; promoting social justice and equality; creating opportunities for Métis women to develop leadership skills; helping Métis people lead healthier lives and supporting healthy and vibrant communities; ensuring that the perspectives and priorities of Métis women are included in economic development initiatives, and that support is provided for their entrepreneurship; fostering culturally appropriate early learning environments and lifelong learning to improve educational outcomes for Métis children, women and all Métis learners; developing a Métis-specific research strategy to build disaggregated data; and building a strong, successful, inclusive, responsible and transparent organisation.
We are part of a global movement of Indigenous groups around the world who are all collectively fighting and advocating to be seen, heard and recognised. The more we speak up and share our stories and fight to preserve our traditions and cultures, the more likely it is that we will achieve the recognition of our rights and the creation of policies that serve us and protect us.
What should the government do to help advance the rights of Canadian Indigenous peoples?
We hope that in domesticating the United Nations Declaration on the Rights of Indigenous Peoples, the government will implement policies to realise Indigenous rights and Indigenous women will be a part of those conversations. To that effect, LFMO advocates for a gender-based approach and an intersectional lens on policy development and the co-design of legislation.

CANADA: ‘The Pope didn’t deliver a clear apology to Indigenous people on behalf of the Catholic Church’
CIVICUS speaks with Virginie Ladisch of the International Center for Transitional Justice (ICTJ) about the recent apology of Pope Francis to Canadian Indigenous peoples and the legacy of the Truth and Reconciliation Commission of Canada.ICTJ is a civil society organisation (CSO) working in partnership with victims and survivors to obtain acknowledgment and redress for massive human rights violations, hold those responsible to account, reform and build democratic institutions and prevent the recurrence of violence and repression.
What human rights violations committed against Indigenous people did the Truth and Reconciliation Commission reveal?
The final report of the Truth and Reconciliation Commission of Canada very clearly details the human rights violations and cultural genocide that resulted from the ‘Indian residential school’ system, which was the focus of the recent apology by Pope Francis.
The Indian residential schools and the abuses that occurred at them are among many other human rights violations suffered by Indigenous people in Canada, which include sexual and gender-based violations against Indigenous women and girls, land dispossession, violation of the right to safe drinking water, disproportionate rates of incarceration, excessive use of force against land rights protesters, discriminatory practices and lack of access to basic services, including healthcare.
How significant is the Pope's apology?
The Pope’s apology is a significant first step in the journey to acknowledge and repair past wrongs. In his apology, the Pope acknowledged the assimilationist intent of the residential school system and the harm it caused by systematically marginalising Indigenous people, denigrating and suppressing their languages and cultures, taking young children away from their homes, indelibly affecting their relationship with their parents and grandparents and subjecting them to physical, verbal, psychological and spiritual abuse.
The last residential schools closed in the 1990s, so it was important for him to acknowledge the intergenerational harm caused, which persists to this day. However, several survivors noted with disappointment his omission of sexual abuse – rampant in Indian residential schools – which continues to have detrimental impacts on survivors and their families.
While the Pope highlighted the systematic nature of harm perpetrated against Canadian Indigenous people, his apology stopped short of naming the Catholic Church’s role as part of a system intended to ‘kill the Indian in the child’. He said: ‘I am sorry. I ask forgiveness, in particular, for the ways in which many members of the church and of religious communities co-operated, not least through their indifference, in projects of cultural destruction and forced assimilation promoted by the governments of that time, which culminated in the system of residential schools’.
The Pope’s words reflect a personal apology and an apology on behalf of individual Catholics, but not a clear apology on behalf of the Catholic Church as an institution. Since the Pope represents the Catholic Church, it is possible to interpret this personal apology as an apology on behalf of the Church. However, given the deeply embedded systemic nature of the violations committed by the Catholic Church against Indigenous people, it is necessary to clearly acknowledge that the system was at fault and that there was a concerted institutional effort to forcibly assimilate Indigenous children. This was not the work of a few misguided individuals.
There needs to be a concerted effort to unravel the colonialist ideas that underpinned the residential school system and are at the root of persistent racism today.
What next steps should the Catholic Church and the Canadian government take?
ICTJ recognises apologies as an important part of a transitional justice process because of their significant moral and symbolic value. But to be meaningful, they need to be followed by real action and material reparations. The Pope acknowledged this in his apology and noted that ‘a serious investigation into the facts’ and efforts ‘to assist the survivors of the residential schools to experience healing from the traumas they suffered’ would be key to prevent such situations happening again. Ultimately, the significance of the Pope’s apology will depend on how he leads the Catholic Church in turning those words into action.
In terms of next steps, the Catholic Church and the Government of Canada should follow the Truth and Reconciliation Commission’s 94 Calls to Action, which address the lasting harms of residential schools and call on all sectors of society to invest in new and respectful ways of moving forward together. Where more information is needed, for example around missing children and unmarked graves, the Catholic Church should open its archives and undertake a rigorous investigation.
How is ICTJ working to advance the rights of Indigenous people?
ICTJ works side by side with victims and survivors in their quest for justice and helps ensure they have a say in the policies that affect them. We raise awareness about their rights and support efforts to hold perpetrators accountable, uncover the truth about the violations they and their communities suffered and obtain acknowledgment and redress.
We also partner with civil society groups, including women’s, youth and minority groups, that have a stake in building a more just, peaceful and democratic society. Together, we press forward the institutional reforms and guarantees necessary to prevent the violations from happening again.
Over the past three decades, transitional justice processes have been recognised as an opportunity to address longstanding historical injustices against Indigenous peoples around the world. Specific processes and institutions associated with transitional justice – such as truth commissions, special prosecutorial bodies, memorialisation and reparations – may be the catalyst for political, social, institutional and cultural changes that contribute to the recognition and materialisation of Indigenous peoples’ rights, as we point out in a report we published in 2012.
ICTJ has worked to advance the rights of Indigenous peoples in various countries, including Australia, Canada, Colombia, Guatemala, Peru and the USA. In Canada, it accompanied the Truth and Reconciliation process from before its inception in 2008 to the end of its mandate in 2015.
Recognising the importance of involving young people in Canada’s truth and reconciliation process, ICTJ partnered with the Commission to spearhead youth engagement activities. Initiatives included a series of youth retreats in which participants developed the technical and communication skills needed to better engage their peers on Indigenous issues, and a youth-led video project that covered the history of the residential schools and young people’s knowledge – or lack of knowledge – of this history and the contemporary situation of Indigenous people in Canada.
As expressed by a high school student from Edmonton who participated in one of ICTJ’s events, ‘We are the next generation. After 10 years, we are going to be the adults – the lawyers, the prime ministers. We have to know when we are young, and when we are older, we can make sure this doesn’t happen’.

Originally set up by Jewish people to assist fellow Jews, it has evolved into a global humanitarian and advocacy group that helps hundreds of thousands of forcibly displaced people in more than 20 countries around the world. Monim, himself a Darfur refugee, is currently deployed in Eastern Chad.

COP28: ‘We are worried that the host country, the United Arab Emirates, restricts civil society’
CIVICUS discusses the hopes and roles of civil society at the forthcoming COP28 climate summit with Gideon Abraham Sanago, Climate Coordinator with the Pastoralists Indigenous Non-Governmental Organizations’ Forum (PINGOs Forum).Established in 1994, PINGOs Forum is an advocacy coalition of 53 Indigenous peoples’ organisations working for the rights of marginalised Indigenous pastoralists and hunter-gatherer communities in Tanzania. It was founded by six pastoralists and hunter-gatherers’ organisations promoting a land rights and development agenda.
What environmental issues do you work on?
PINGOs Forum works with Indigenous peoples’ communities across Tanzania to address the impacts the environmental and climate crisis is having on them.
Although it is a global phenomenon, climate change affects communities in different ways and presents a variety of challenges. These include prolonged and severe droughts, floods, biodiversity loss, land conflicts and displacement, and the loss of livestock that communities depend on for their livelihoods. This also leads to the loss of culture and identity as young men migrate towards towns looking for an income-producing job, leaving women, children and older people abandoned at home.
To respond to these challenges, PINGOs Forum supports community initiatives for land conflict resolution, the development of land use plans and the recognition of land rights for Indigenous peoples, as well as for water provision and restocking of agricultural supplies for destitute families. We also build capacity to tackle climate issues and support Indigenous peoples’ participation in national, regional and global climate forums to ensure their voices are heard and the resulting policies respond to their needs.
PINGOs Forum is a member of the Climate Action Network (Tanzania Chapter), the CIVICUS alliance, the International Indigenous Peoples Forum on Climate Change and other bodies engaging with the United Nations (UN) Framework Convention on Climate Change. We use these platforms for advocacy and campaigning. They have been instrumental for us in being able to voice our concerns and engage in productive dialogue and exchanges.
Have you faced any restrictions or reprisals for the work you do?
Human rights defenders face threats and intimidation when advocating for the rights of Indigenous peoples to land and resources and organising to respond to their violations.
The state of Tanzania does not recognise the existence of Indigenous peoples in the country. Instead, it always refers to them as marginalised groups, forest-dependent communities, forest dwellers and other such terms. This limits the ability of Indigenous peoples to exercise their rights as enshrined in the UN Declaration on the Rights of Indigenous Peoples, of which Tanzania is a signatory but clearly does not respect.
The UN declaration includes the key right of Indigenous peoples to give free prior and informed consent, which of course the Indigenous peoples of Tanzania have never exercised. Their rights to ownership of land and resources have been repeatedly violated through forceful evictions from their ancestral lands. We have seen examples of this in Loliondo/Ngorongoro and Kimotorok in Simanjiro District.
Another major challenge is access to the media. We believe in the power of media and recognise the pivotal role it plays in addressing the challenges faced by Tanzanian Indigenous peoples. But the media is restricted when it comes to publishing any information coming from Indigenous people’s organisations regarding issues such as land crises, as happened in the case of Loliondo. All media outlets were warned not to publish any information about it.
What priority issues do you expect to see addressed at COP28?
There are several key priorities for Tanzanian Indigenous peoples on the frontline of climate challenges, the first one being funding of loss and damage. One of the key decisions from COP27 was to establish a loss and damage funding mechanism. We would like to see this funding mechanism operationalised with sufficient resources to urgently respond to the challenges faced by Indigenous peoples. We are eager to understand how this mechanism will address economic and non-economic losses and provide compensation for what we have already lost.
More broadly, Indigenous peoples are in dire need of direct access to reliable and flexible funding, including for adaptation measures and to build resilience in the face of the impacts of climate change.
Regarding the carbon market, Indigenous peoples would need to be engaged and the technicalities and political issues around these investment approaches should be clarified. Indigenous peoples should be able to exercise their right to free, prior and informed consent when it comes to carbon credits in their ancestral lands and forests to avoid any rights violations resulting from climate interventions.
All this would require a recognition of the rights and knowledge of Indigenous peoples and their full and effective participation in climate forums at all levels to inform better policy formulation and decision-making processes.
Do you think COP28 will provide enough space for civil society?
We are particularly worried about the fact that COP28’s host country, the United Arab Emirates, restricts civil society movements and campaigns. It is key for civil society and Indigenous peoples’ organisations to be able to exercise their rights to express their views and peacefully demonstrate at any time during the negotiations. Otherwise their perspectives will not be reflected in the outcomes and their concerns will not be addressed.
Civil society and Indigenous peoples’ organisations play a pivotal role as observers at COPs. They hold negotiating parties accountable and make a difference when they are reluctant to take important decisions during the negotiations. During COPs, civil society campaigns, mobilises, develops position papers and issues joint statements to push parties to take urgent actions on agreed points.
What are your expectations concerning its outcomes?
Our main expectation is to have an ambitious COP28 addressing key points of climate change action. We expect the loss and damage financial mechanism to be operationalised in ways that take into consideration the rights of Indigenous peoples and address both the economic and non-economic losses they are experiencing. We expect direct and flexible funding to become accessible to Indigenous peoples, as well as capacity building and the transfer of the required technologies.
We also would like to see a clear definition of adaptation actions and serious emission reduction commitments by developed countries. But above all, we want this to be a COP of actions and not of empty promises – we want to see developed states live up to their commitments, giving vulnerable communities reasons for hope that they will be able to face and survive the impacts of climate change.

DRC: ‘Civil society action is needed more than ever, but the space in which it can undertake it is getting smaller’
CIVICUS speaks with Bahati Rubango, country coordinator at the Women’s International Peace Centre (WIPC), about conflict in the eastern part of the Democratic Republic of the Congo (DRC).WIPC is a feminist organisation seeking to catalyse women’s leadership, amplify their voices and deepen their role in peacebuilding. It started out in 1974 as Isis-Women’s International Cross-Cultural Exchange, and in 1994 it moved from Geneva to Uganda and deepened its focus on the women, peace and security agenda.
What’s the security situation in the DRC, and how is civil society working to address it?
In the DRC, and particularly in Kivu and other parts of eastern DRC, including Beni, Bunagana, Masisi and Rutshuru territories and Ituri and South Kivu provinces, the situation is dire due to ongoing conflict. The prominence of the M23 rebel group exacerbates the crisis. The DRC’s government has accused Rwanda of supporting M23, with these claims substantiated by United Nations (UN) reports. The region is also plagued by the presence of over 120 other armed factions, foreign and local, some of which receive backing from Uganda, further complicating the situation.
This has precipitated a humanitarian catastrophe, characterised by widespread displacement, killings, rape, plundering of natural resources, instances of sexual violence and severe limitations on access to education and healthcare, worsening the suffering and vulnerability of millions of civilians.
Despite the deployment of various regional and international peacekeeping missions, the violence persists. The peacekeeping efforts of MONUSCO, the UN Stabilization Mission in the DRC, have fallen short. The conflict has regional and global dimensions beyond the DRC’s borders, impacting on peace and security across multiple countries.
There is a complex interplay of local and international dynamics, including economic interests that perpetuate the conflict. The conflict’s economic dimension has been illustrated by the fact that rebel groups are mainly located where there are strategic natural resources.
Efforts to quell the insurgency by national militia groups such as the Wazalendo movement find obstacles in the challenging terrain and the firm grip of rebel groups on strategic areas. As a result, access to Goma and other conflict-affected regions is primarily limited to air travel and boats across Lake Kivu, which impedes humanitarian aid and peacekeeping efforts.
Civil society organisations play a crucial role in peacebuilding, monitoring human rights violations and advocating for justice and security sector reforms. Civil society highlights the need for justice for victims and the involvement of women and young people in peace processes. Despite challenges, including threats to human rights defenders, civil society strives to raise awareness, combat hate speech and protect vulnerable populations.
How much space is there for civil society action in the DRC?
The situation has been tumultuous since May 2021, with the declaration of a state of siege in conflict areas that has subsequently been renewed. Under the ongoing state of siege, the military displaced civilian authorities and assumed control. This shift resulted in a significant curtailment of civic freedoms, particularly for public demonstrations and speech. Military justice has taken precedence over civilian law, raising ethical concerns and contributing to lack of accountability.
Problems have been compounded by the questionable level of training and education in the army. There have been reports of inadequately trained people being integrated, including former rebel fighters with no regard for human rights principles, approaches or values. This has led to a rise in criminal activities and violations committed by security forces, further restricting civic space.
Human rights defenders and journalists critical of the government have faced persecution. Arrests and criminalisation under baseless charges have become commonplace. Despite legislative efforts to protect activists, implementation has been lacking, exacerbating the erosion of civic space. An example is Lucha (Lutte pour le changement – Fight for Change), an organisation of young activists, several of whom spent four days under arrest simply for signing a declaration urging the state to stop war.
Advocacy at national, regional and global levels is needed to address the challenges of conflict. However, entrenched power dynamics in the DRC, including the dominance of the ruling party, pose significant obstacles to meaningful reform. Urgent action is needed to reverse the trend of declining civic space, because civil society action is needed more than ever, but the space in which it can undertake it is getting smaller.
What’s the likelihood of tensions between the DRC and Rwanda escalating into a regional conflict?
Rwanda’s involvement in destabilising the DRC is concerning, especially considering its history of aggression in the region, but it won’t necessarily lead to a regional conflict. Despite Rwanda’s attempts to exert influence, the DRC has demonstrated significant military strength in defending its territory against its aggression in the past.
Rwanda’s diplomatic prowess and hidden support from foreign countries – often driven by economic interests around mineral resources – contribute to its ability to manipulate regional dynamics. Rebel groups such as the M23 and the Allied Democratic Forces exploit the porous borders between Rwanda and the DRC, seeking refuge in and support from Rwanda to evade accountability for their actions. This exacerbates tensions between the two countries.
But the likelihood of the conflict escalating into a full-blown regional war is mitigated by mutual interests and dependencies. Both countries rely on resources derived from the DRC, which acts as a deterrent to all-out warfare. Regional initiatives like the Nairobi Process, brokered by the East African Community in November 2022, seek to address underlying tensions and promote peacebuilding efforts. However, the effectiveness of such initiatives is undermined by external influences dictating the terms of engagement and providing support to conflicting parties.
Civil society plays a crucial role in advocating for peace and stability, but its efforts are hindered by external interference and power dynamics that dictate the trajectory of the conflict. While regional organisations, notably the African Union, are theoretically focused on addressing conflict in the continent, external influences and interests often compromise their effectiveness.
Ultimately, it will require a concerted effort from regional and global players committed to peace and stability in the Great Lakes region to prevent the escalation of the conflict and resolve it for good.
How can the international community support peacebuilding efforts in the DRC?
There is a pressing need for support from the international community to assist internally displaced people in desperate need of essentials such as food and shelter. Efforts are also needed to document atrocities to ensure accountability further along the road. This includes highlighting the responsibilities of perpetrators and using this information to ensure justice is served, even if it takes years. Support for civil society groups involved in peacebuilding processes is crucial, particularly since the state lacks adequate resources.
Although it may not generate enthusiasm in all quarters of the international community, security sector reform requires attention. Fortunately, there are promising initiatives funded by international donors.
Another critical need is justice reform, which should include mechanisms for transitional justice. This will be vital to address the immediate effects of conflict and the long-standing grievances and cycles of violence that have plagued the region for decades. Access to justice for victims is paramount to break the cycle of impunity and prevent further atrocities. There’s a need for collective and individual reparations for victims, as well as guarantees that such violence will not be repeated. This includes addressing psychological trauma and providing survivors the support they need to rebuild their lives.
Both local and international engagement will be needed to ensure that peacebuilding agreements are fully respected and implemented, including by holding all parties responsible and accountable. Civil society activists, academics and journalists will have a crucial role in monitoring and advocating for these agreements to be fulfilled.
Finally, it’s essential to recognise that the conflict in the DRC is not isolated but has regional and global implications. Efforts to address the crisis must consider its broader context and involve stakeholders at all levels, from local communities to international organisations. Only through a holistic and inclusive approach can lasting peace and stability be achieved in the region.

ERITREA: ‘When the government reacts to our work, we know what we do is making an impact’
CIVICUS speaks with about civil society work in Eritrea’s context of closed civic space with Helen Kidan, chairperson of the Eritrean Movement for Democracy and Human Rights (EMDHR).Founded in 2003 and based in South Africa, EMDHR is a civil society organisation (CSO) that raises awareness about the lack of civil and democratic freedoms and promotes the rule of law, human rights and democracy in Eritrea.
What’s the situation for civil society in Eritrea?
Eritrea has never truly implemented its 1997 Constitution and until Eritrea it is run by the rule of law, human rights abuses will continue with no recourse to justice. This includes completely closed civil society space, with no semblance of rights of association, assembly and expression.
Since Proclamation No. 145 of 2005 went into effect nearly two decades ago, there has been no independent civil society in Eritrea. According to this law, the only way CSOs can implement programmes is in partnership with government agencies, which restrict the areas, themes and focus of the projects that can be implemented. There are obviously very few CSOs present and active in Eritrea.
The only way to start creating any space for independent CSOs in Eritrea would be to have Proclamation 145/2005 revoked.
What is EMDHR doing to try to improve the situation?
EMDHR advocates against the ongoing human rights abuses in Eritrea as well as for the rights of Eritrean refugees in the diaspora. Our mission is to promote and defend human right values as established in international legal instruments and advance democratic change, rule of law and constitutionalism in Eritrea, with the ultimate aim of building a society in which people exercise their basic rights and live in peace, dignity and prosperity.
We provide training, sustain networks and produce and disseminate information to create awareness of the situation of Eritreans. We have made several presentations at the United Nations (UN) Human Rights Council in Geneva, and in July 2022 we made a presentation at the UN in New York.
We are currently working with African CSOs to bring the ongoing crisis in Eritrea to the African level and get support for Eritrean refugees. We have also commissioned a report on the state of Eritrean CSOs that makes recommendations to the international community.
In early September 2023 we co-organised the Africa Civil Society Organisations Summit held in Arusha, Tanzania. Through a joint project with Africa Monitors, Eritrean Satellite Television and Eritrean Diaspora for East Africa, a CSO based in Kenya, we have provided training to Eritrean human rights activists, including on digital activism, and created a space for Eritrean CSOs and activists to be able to work together.
In 2019 we provided in-person training in a workshop held in Uganda. In 2017 we co-organised a conference in Brussels on the ongoing Eritrean refugee crisis, with which we tried to elicit a reaction from members of the European Parliament, commissioners and CSOs from across Europe. And in 2015 we campaigned and got asylum for Eritrean footballers in Botswana.
What’s it like to be a diaspora activist? How do you connect with activists within Eritrea?
It’s extremely frustrating because it makes our work less effective. Connecting with people inside Eritrea is very hard as internet penetration in Eritrea is only two per cent. The government basically controls all media: all independent media ceased to exist in 2001. This is why most information is brought to us by people who have recently left the country. But while the work is challenging, it is still possible to get information. And when the government reacts to our work, we know what we do is making an impact.
A lot of funders provide funds to African organisations only when they operate in their home country. The fact that we are not able to operate inside Eritrea means we also suffer financially and hence a lot of Eritrean CSOs are forced to sustain themselves on the basis of voluntary work.
Additionally, the work remains emotionally and psychologically draining, as many Eritrean activists in the diaspora are threatened with harm to family members still living in Eritrea for speaking out against the regime back home.
As Eritrean human rights defenders, even if you are operating outside the country, the government will always discredit your work. All those that don’t agree with them are seen as traitors. The government uses social media as a means of trolling and tries to attack websites and other social media channels.
What sparked recent protests by Eritrean refugees in Israel, and how has the Israeli government responded?
Those protests appeared to have been organised by a new group called Brigade N’Hamedu, which is trying to overthrow the regime. Their members hold demonstrations across the world, and they particularly attack the festivals that the regime holds abroad, which they view as a means of raising funds for the regime and spreading its propaganda. They are tired of government interference and intimidate Eritreans who have left their country but still support the Eritrean government. They want all Eritreans who claim asylum but express support for the Eritrean government to have their asylum revoked.
This is a movement of young Eritreans but a lot of veterans and older members of the community support them, as they see them as the most plausible means of removing the regime. Although they have succeeded in mobilising Eritreans, however, there seems to be no clear strategy and this could be a stumbling block. They are very unlikely to succeed.
In response to these protests, and using their unprecedented violence as an excuse, Israeli Prime Minister Benjamin Netanyahu said that he wants all Eritreans removed from Israel. The predicament of Eritreans in Israel was already dire, but this has now opened the doors for the far-right government in Israel to deport all Eritreans. However, the UN, Israeli human rights groups and other human rights groups outside Israel are asking that genuine refugees whose lives are at risk not be deported to Eritrea.

ESTONIA: ‘Legal changes deepen the cultural shift favourable to LGBTQI+ rights’
CIVICUS speaks about civil society’s role in the recentlegalisation of same-sex marriage in Estonia with Kelly Grossthal, head of strategic litigation at the Estonian Human Rights Centre (EHRC).Established in 2009, the EHRC is a human rights civil society organisation (CSO) working to create anopen society where human rights are guaranteed by the state, and where everyone knows that their rights, as well as the rights of others, deserve equal protection.
How significant is the recent legalisation of same-sex marriage?
Marriage equality has always been the ultimate goal of LGBTQI+ and human rights advocates. The previous arrangement, that of civil unions, was only a temporary compromise. In 2014, the Estonian parliament passed the gender-neutral Registered Partnership Act, which came into force in 2016. Under this law, couples entering a partnership agreement are entitled to joint property rights, succession rights, shared financial obligations, access to each other’s private information and resolution of issues related to the end of life. However, due to the law’s lack of implementation provisions, many couples had to resort to the courts to be able to actually exercise these rights.
In 2018, the Supreme Court ruled that, regardless of the lack of implementing provisions, the Registered Partnership Act was in force and was part of the Estonian legal order. It stated that failure to issue implementing provisions did not automatically render the legislation unconstitutional, as some argued. This highlights that even with the Registered Partnership Act in place, the struggle for marriage equality persisted.
How did the EHRC advocate for legal change?
Since its establishment in 2009, the EHRC has monitored legislation that impacts on LGBTQI+ people and put forward suggestions to improve it. Our main advocacy goal has always been legal equality. However, we have encountered numerous obstacles, primarily stemming from the political climate and societal attitudes. For many years LGBTQI+ rights lacked support from public opinion, and therefore it was not advantageous for politicians to actively champion the cause.
We have conducted public campaigns advocating for LGBTQI+ rights as human rights, engaged in research, contributed to public discussions and pursued legal cases through our strategic litigation programme. Strategic litigation aims to have a societal impact through specific cases and narratives. When selecting cases related to the LGBTQI+ community, our primary criterion is their potential to maximise a positive outcome for LGBTQI+ people’s human rights.
We handled several cases that have improved access to social benefits and adoption rights for LGBTQI+ people and filed petitions for constitutional review of regressive laws. For instance, in 2019 the Supreme Court ruled that a provision in the Aliens Act that prevented the granting of temporary residence permits to same-sex registered partners of Estonian citizens for leading a family life in Estonia was unconstitutional and therefore invalid.
Many of our advocacy efforts have been planned and executed in cooperation with the Estonian LGBT Association and the Equal Treatment Network, which unites 10 Estonian CSOs dedicated to protecting the equal rights of different target groups.
How have public attitudes towards LGBTQI+ people evolved over time?
Just a couple of years ago, the majority of Estonians opposed marriage equality. Resistance could have been influenced by personal values, religious beliefs, or a fear of change. Over the past few years, however, there has been intense societal debate over LGBTQI+ issues. Various video campaigns and petitions have been launched both in support of and against the Registered Partnership Act, marriage equality and LGBTQI+ rights more generally. Unfortunately, this has led to an increase in hate speech towards LGBTQI+ people, fuelled by conservative politicians. But it had the positive effect of making rainbow families more visible, as they shared their stories in response to anti-rights attacks.
The ongoing debate and increased visibility have played a crucial role in driving cultural change and garnering support for LGBTQI+ rights. The adoption of the Registered Partnership Act and the legalisation of same-sex marriage were two big milestones. Legal changes seem to have further deepened the positive cultural shift.
For over a decade the EHRC has commissioned public opinion surveys on LGBTQI+ issues from an independent research company, Turu-uuringute AS. According to the most recent one, conducted earlier this year, support for marriage equality has increased by six points in the past two years, with 53 per cent of Estonians currently in favour. Progress has been significant: a decade ago only 34 per cent were in favour and 60 per cent opposed it.
Civil society has been instrumental in shifting public opinion about LGBTQI+ people, with numerous LGBTQI+ groups and networks organising events for both LGBTQI+ people and the public as a whole.
The Estonian LGBT Association has been the main organiser of Baltic Pride, the most recent of which took place in the capital, Tallinn, in June, just before the parliamentary vote on marriage equality. It attracted over 7,000 participants from three Baltic states and there were no major incidents. It was a truly joyous march followed by an open-air concert with community artists and a picnic.
Since 2017, Estonia has also hosted an LGBTQI+ film festival, Festheart, organised by a small CSO. Initially held in the town of Rakvere, by 2020 it had expanded to Tartu, Estonia’s second-largest city.
Has the legalisation of same-sex marriage elicited any anti-rights backlash?
As anticipated, there has been a conservative backlash in response to the new legislation. Two parties, the Conservative People’s Party of Estonia and Isamaa (Fatherland), have been vocal opponents of LGBTQI+ rights in general and marriage equality in particular. Their leaders and prominent members have expressed great dissatisfaction with the new law, and some politicians have pledged to reverse it should conservative parties regain power.
The anti-LGBTQI+ civil society movement in Estonia is closely linked to conservative parties. A few weeks before the final parliamentary vote, conservative CSOs and parties organised a demonstration in front of parliament. Surprisingly, it attracted only a few thousand protesters and was not as visible and large as some previous demonstrations. Nonetheless, protests of this nature will likely continue in some form, although their scale and impact are difficult to predict.
Do you think progress in Estonia can pave the way for similar developments in other post-Communist countries?
We certainly hope so! At the same time, it is crucial to acknowledge that each country in our region is distinct, with its own language, culture and political landscape. In the case of Estonia, there’s currently a ruling coalition with all three members prioritising individual liberties, which has provided civil society with a historic opportunity to advance marriage equality. Hopefully, favourable conditions will also arise for our Baltic friends and beyond.
Meanwhile, we are delighted to share our experiences, both failures and successes, with our regional allies. Although we are a traditional human rights advocacy organisation, we maintain strong connections with LGBTQI+ CSOs in Latvia and Lithuania. We have collaborated on several international projects related to combating hate speech, working with victims of hate crimes and promoting equal treatment.
What forms of international support does Estonian civil society need to keep supporting LGBTQI+ people and advancing their rights?
International cooperation and support are incredibly important. Human rights work can be frustrating at times, and it is comforting to connect with others working in other countries and facing similar societal and personal struggles. While it may sound like a cliché, it is vital to establish connections, share experiences and learn from each other. This process is empowering and fosters development.
It is crucial to recognise that marriage equality alone will not solve all the problems. Issues such as bullying of LGBTQI+ children, harassment of LGBTQI+ people, anti-LGBTQI+ hate speech, disinformation, intolerance and the denial of transgender rights continue to be pressing concerns. We have seen in other countries that progressive laws and legal precedents can be reversed. Therefore, it is essential for like-minded individuals and CSOs to cooperate across borders. Just as we are currently endeavouring to support the human rights of Hungarian LGBTQI+ people through various actions and means, we hope to receive support ourselves in times of urgent need.

GABON: ‘Civic space and the conditions for the exercise of human rights were difficult under the former regime’
CIVICUS discusses the military coup in Gabon with Georges Mpaga, National Executive President of the Network of Free Civil Society Organisations of Gabon (ROLBG).Over the past decade, ROLBG has focused on enforced disappearances, extrajudicial executions, torture and arbitrary detention. It advocates to improve civic space in Gabon and Central Africa and campaigns on inhumane detention conditions.
What’s your opinion on Gabon’s recent elections and subsequent military coup?
The 26 August elections were undoubtedly fraudulent, as were the previous ones. The regime led by predatory dictator Ali Bongo had banned international and domestic observer missions and international media. ROLBG was the only organisation that carried out citizen observation through the parallel vote tabulation system. Because of Bongo’s despotic will, the election was held under totally irregular conditions, in flagrant violation of international norms and standards. The vote count was held behind closed doors, in an opaque context that allowed for large-scale electoral fraud and falsified results.
On 30 August 2023, the salutary intervention of the defence and security forces put an end to this aberration. For me, as someone from civil society, what has just happened in Gabon is by no means a military coup; it is quite simply a military intervention led by patriots within the army, under the leadership of General Brice Clotaire Oligui Nguema, that put an end to a 56-year imposture, a predatory system and an infernal cycle of rigged elections often punctuated by massive human rights violations. This is our reading of the situation, and it is the general opinion of the Gabonese people, who have just been freed from a criminal dictatorship and oligarchy.
Why has military intervention taken place now, after so many years of Bongo family rule?
The military intervention on 30 August was justified as a response to the desire shown by the Bongo clan and its Gabonese Democratic Party to remain in power by will or by force, through fraudulent elections and police repression orchestrated by the defence and security forces, which were instrumentalised and took orders from the former president.
The Gabonese armed forces intervened to avert a bloodbath and replace the Bongo regime: an unrelenting regime that was ruthless towards the Gabonese people, tainted by clientelist relationships, shady business deals, predatory corruption and widespread violations of human rights and fundamental freedoms, all sanctioned by fraudulent elections.
In this sense, the coup in Gabon is not part of a regional trend, but the result of a purely internal process resulting from 56 years of dictatorship and its corollary of human rights violations and the destruction of the country’s economic and social fabric. However, the events underway in Gabon obviously have repercussions in the Central African region, home to some of the worst of Africa’s dictatorships.
What’s your perspective on international criticism of the coup?
Civil society welcomed the military intervention because it sounded the death knell for more than half a century of deceit and predation at the top of the state. Without this intervention, we would have witnessed an unprecedented tragedy.
The Gabonese army, under the leadership of the Committee for the Transition and Restoration of Institutions (CTRI), the military junta in power, allowed the country to escape a tragedy with incalculable consequences. Seen in this light, the military should be celebrated as heroes. As soon as he took power, General Oligui set about uniting a country that had been deeply divided and traumatised by such a long time of calamitous management by the Bongo family and the mafia interests around them.
The attitude of the international community is unacceptable to civil society, human rights defenders and the people of Gabon, who have long paid a heavy price. In 2016, when Bongo planned and carried out an electoral coup followed by atrocities against civilians who opposed the electoral masquerade, the international community remained silent, leaving Gabon’s civilians to face their executioner. In view of this, we categorically reject the declarations of the international community, in particular the Economic Community of Central African States and the African Union, two institutions that have encouraged the manipulation of constitutions and presidencies for life in Central Africa.
What were conditions like for civil society under Bongo family rule? Do you think there is any chance that the situation will now improve?
Civic space and the conditions for exercising democratic freedoms and human rights were difficult under the former regime. The rights of association, peaceful assembly and expression were flouted. Many civil society activists and human rights defenders, including myself, spent time in prison or were deprived of their fundamental rights.
With the establishment of the transitional regime, we are now seeing fundamental change towards an approach that is generally favourable to civil society. The new authorities are working in concert with all the nation’s driving forces, including civil society, which was received on 1 September by General Oligui and his CTRI peers, and I was the facilitator of that meeting. The transitional president, who was sworn in on 4 September, took to work to restore state institutions, human rights and democratic freedoms, and to respect Gabon’s national and international commitments. A strong signal was given on 5 September, with the gradual release of prisoners of conscience, including the leader of Gabon’s largest civil service union confederation, Jean Remi Yama, after 18 months of arbitrary detention.

GABON: ‘Under the old regime civil society was not taken into account’
CIVICUS discusses the military coup in Gabon with Pepecy Ogouliguende, expert in human rights, governance, gender and peace mediation and founder and president of Malachie.Malachie is a Gabonese civil society organisation that combats poverty and promotes sustainable development and gender equality. It is active in a areas that include biodiversity protection, aid in the event of natural disasters, medical support, particularly for people living with HIV/AIDS, and human rights education, especially for the most vulnerable groups in society.
What’s your opinion on Gabon’s recent general election and subsequent military coup?
At around 3am on 30 August 2023, the Gabonese Electoral Commission announced the results of the presidential election, with incumbent Ali Bongo as the winner. A few minutes later, the military announced they had seized power. It is important to stress that this was not a coup d’état, but a seizure of power by the military. This distinction is justified by the fact that it took place without bloodshed.
The election was marred by irregularities and the announcement of the results would have led to protests, albeit legitimate, but which would have ended in violence. I would therefore like to salute the bravery of the defence and security forces.
The military then dissolved all governing institutions and set up a Transition Committee for the Restoration of Institutions (CTRI).
Was your organisation able to observe the election?
No, my organisation was unable to observe the election for the simple reason that no international or national observers were admitted. The election was conducted in total secrecy. Like all Gabonese people, I saw that the announced results did not correspond with the results at the ballot box.
The seizure of power by the defence and security forces in this particular context of public distrust of the authorities and deep suspicion of the election results is rather akin to a patriotic act.
Why has military intervention taken place now, after so many years of Bongo family rule?
Our defence and security forces, along with the public, have observed numerous irregularities and dysfunctions in the state apparatus in recent years. They therefore decided to put an end to this regime, which no longer corresponded to the aspirations of the Gabonese people.
The military saw an opportunity in the 26 August election to end the current system by assuming their responsibilities to save the nation and the rule of law. The aim of this seizure of power is to ‘restore the dignity of the Gabonese people’. As the CTRI spokesperson put it, ‘we are finally on the road to happiness’.
What’s your perspective on international criticism of the coup?
The international community simply acted by the book without first analysing the context. Gabon’s is a very special case.
Celebrations on the streets of Gabon’s main cities showed the extent to which the old regime was no longer wanted, just tolerated. These scenes of popular jubilation, which contrast with the international community’s condemnation, should be a wake-up call to the international community, inviting it to review its approach, which is more focused on safeguarding stability at all costs, often to the detriment of real social progress, development or economic growth – in short, at the expense of the wellbeing of the majority.
All those in the international community who spoke up condemned the ‘coup d’état’ and assured us that they were following developments in Gabon with interest, while reiterating their attachment to respect for institutions. Reactions from international organisations were very strong: the United Nations condemned the coup and the African Union (AU) and the Economic Community of Central African States (ECCAS) suspended Gabon because they directly associated this ‘coup d’état’ with those that had previously taken place elsewhere in the region.
The USA has distanced itself somewhat by stating that it will work with its partners and the people to support the democratic process underway. This is where we look to the rest of the international community to help us work towards building strong institutions.
We salute those states that have clearly understood the need for this change. We condemn AU and ECCAS sanctions. The international community should support states in respecting their laws and constitutions and ensuring that democracy and human rights are respected.
Do you think this coup is part of a regional trend?
First and foremost, it should be reminded that in the case of Gabon, this was a military takeover and not a coup d’état in the strict sense of the term. It was in fact the result of bad governance and failure to take account of the needs of the population, particularly social needs, but also of the thirst for change. It can have regional impacts in the sense that most African populations are experiencing the same difficulties – youth unemployment, poverty, lack of access to healthcare – and aspire to major change. When people don’t feel taken into account by policymakers, they become frustrated.
We don’t rule out the possibility that this will have an impact on our neighbours. It is not too late for the regimes in power in Central Africa to seize this opportunity to rethink the way they serve their people.
What were conditions like for civil society under Bongo family rule? Do you think there is any chance the situation will now improve?
In Gabon, the operation of organisations and associations is governed by law 35/62, which guarantees freedom of association. That said, under the old regime civil society was not taken into account. It was only partly involved in the management of public affairs.
Some leaders, particularly trade union leaders, could be arrested or intimidated if the regime felt they were being overzealous. Several Gabonese civil society leaders denounced arbitrary arrests linked to their opinions and positions.
Like the Gabonese people, civil society is delighted at the change. Civil society as a whole is committed to taking an active part in the actions and reforms carried out by the authorities during the transition, to promote respect for human rights, equity and social justice, the preservation of peace and good governance.
The CTRI has just authorised the release of some of Gabon’s leading trade unionists and prisoners of conscience. In view of the first decisions taken by the CTRI, the best is yet to come. I can safely say that the Gabon of tomorrow will be better. Today there is a glimmer of hope.

GEORGIA: ‘Civil society must be ready for any further regressive move the government attempts’
CIVICUS speaks about Georgian civil society’s successful campaign against the draft Agents of Foreign Influence Law with Nino Ugrekhelidze, co-founder of the CEECCNA (Central Eastern Europe, Caucasus, and Central and North Asia) Collaborative Fund, and Guram Imnadze, Director of the Democracy and Justice Programme of theSocial Justice Center.Founded in 2022, the CEECCNA Collaborative Fund is a feminist fund that moves sustainable resources for social justice movements across the CEECCNA region.
The Social Justice Center is a progressive civil society organisation (CSO) working on human rights and social justice in Georgia. It seeks to identify the structural reasons for economic, social and political inequality, and share critical knowledge while contributing to change through democratic means.
What was the draft Foreign Agents Law that was proposed in Georgia?
On 20 February 2023, the ruling party presented a draft law on ‘Agents of Foreign Influence’. The initiative would affect any Georgian-language media and any CSO registered in Georgia that receive more than 20 per cent of their annual income from a ‘foreign power’, meaning a foundation or organisation registered outside Georgia. They would be forced to register on a ‘Foreign Influence Agents Registry’ and disclose foreign funding. If they failed to do so, they would risk very high fines.
But the need for more transparency is an excuse, because there are already numerous laws regulating the financial transactions and transparency of legal entities, CSOs included, such as the Law on Grants and the Law on Budgeting and Accounting. There have not been cases of CSOs not complying with the existing legal requirements. In fact, most large CSOs also use their media platforms to provide annual financial reports and list their donors.
The draft law includes language that has negative connotations in Georgia due to our Soviet past. ‘Agent’ means ‘traitor’, especially if used together with the adjective ‘foreign’. It has the clear purpose of delegitimising independent CSOs and critical media by labelling us as enemies of the state, politically biased and aligned with the opposition.
The government is doing everything it can to delegitimise CSOs as local actors voicing real local needs. They don’t want the public to listen to us when we criticise the government and provide information that is true and in the interest of the country – they want them to believe that we are the ones lying to them.
This is part of a larger government stigmatising campaign against civil society and independent media, which gained momentum over the past few months.
Who would be most affected if this law was passed?
It is critical to highlight the role that CSOs have played in Georgia since we gained independence – civil society has played a key role in the democratic transition and in ensuring the provision of services the government could not provide, particularly to vulnerable groups. When the state could not fully perform its duties, it was civil society that stepped in and got the work done.
If the law was passed, people with HIV and disabilities, survivors of domestic violence, women, children and LGBTQI+ people would be among the first to be directly impacted. Programmes targeted at these groups have been created and operated by Georgian CSOs, because the government is either not interested and therefore does not prioritise this work or does not have the money for it.
Of course, as the government is not funding these programmes, Georgian CSOs operating them typically get their funding from outside the country. Domestically, there is very little interest in funding civil society; domestic funding is almost non-existent and CSOs are severely underfunded. Major civil society donors are various private and public foundations, and bilateral and multilateral institutions from the USA and the European Union, all of which maintain political neutrality. Many of them even fund the government agencies as well.
If the law were adopted, given the difficulties in fundraising domestically, CSOs would be exposed to financial starvation. Numerous CSOs would have to shut down. And this would be no accident: it is part of a very intentional attack on the financial resilience of CSOs.
How has civil society organised against the bill?
Over 380 CSOs signed a statement explaining their strong opposition to the bill. Civil society and independent media worked hard to reach people with compelling messages, avoiding NGO jargon and explaining in simple terms why this bill is against the interests of the country and against democracy – why, in fact, this bill is a Russian import, part of a trend that is quickly gaining ground across the region.
It took some effort to mobilise against the bill because civil society had been demonised for so long already, and many people did not want to support ‘foreign agents’. But our key message was that our government may have pro-Russian course, but our people do not, and we don’t intend to be part of the Russian Federation ever again. This connected with a widespread sentiment of Georgian people.
This messaging dispelled the climate of resignation that things cannot change and helped mobilise people. On 7 March, parliament passed the draft law in the first reading, but just as the bill was being discussed, tens of thousands gathered outside parliament to protest in Tbilisi. There were protests day and night, for several days in a row. This was one of the largest demonstrations in Georgia’s modern history.
The protests were repressed by riot police using rubber bullets, teargas and water cannon. At least one person lost an eye because of police brutality. Over 150 people were detained for ‘disobedience’ but later released following further pressure from protesters.
As a result of the protests, the bill was recalled on 10 March. That day we realised that if we come together, things can change. There was a spirit of resistance, unity, dignity and solidarity in the protests. People who were not necessarily politicised became interested in politics. And it all started because civil society came together to stand up against a bill that posed an existential threat.
Protesters connected in a very well-articulated way the situation in Georgia with the plight of Ukraine, and understood this as a fight against Russian political interests trying to absorb us as a country. That’s why they also showed solidarity with Ukraine, singing their anthem and displaying pro-Ukraine messages.
The way young Georgians reacted gives us hope for the future. The way they came together, the way they protested, the messages they conveyed – it was so politically consistent and coherent. They protested, they resisted, and when the protest was over, they even cleaned the public space after themselves. They were truly amazing.
Would you say danger has passed?
Parliament is currently on its best behaviour because it had a moment of realisation that this might turn into a revolution. In pushing forward the bill, the government thought there was no limit to its power, but found such a limit in the protests. A sentiment started spreading among protesters that they could fire their representatives, send them home. But the government’s targeting of civil society is not over yet – it is only starting. Although the bill has been withdrawn, the prime minister has already said that they are going to continue pushing for it. He even doubled down as he mentioned that their step will be to tackle so-called ‘gay propaganda’, another Russian import that is part of the crackdown on progressive civil society.
The government continues its campaign against civil society. Even if the law does not pass, the official narrative keeps labelling civil society and independent media as ‘foreign agents’, and the consequences of this will continue to be felt for a long time. In Kutaisi, for instance, a social justice activist saw their home vandalised, and someone marked it with a sign alerting that ‘an agent lives here’. It is to be expected that anti-rights forces will use this language as a weapon against civil society activists.
And of course, the authorities continue to use other tools they have to obstruct civil society work. For instance, Georgia has a problematic administrative code that grants the police and the courts the right to use administrative sanctions such as fines and detentions without sufficient evidence and due process. Such measures are often used against civil society and human rights activists. Since 2016, administrative fines for most common administrative offences have quadrupled. This is a serious barrier for civil society work, as it is expensive for activists to pay the fines.
What kind of international support does Georgian civil society currently need?
Georgia is currently experiencing a rapidly shrinking civic space, and the government is sliding towards authoritarianism. International solidarity and conversations on the political situation in Georgia and the whole post-Soviet region are going to be critical.
In post-Soviet countries, the influence of Russian politics is very strong. There is an actual war going on in Ukraine, and what is happening in Georgia is in a way war by different means. These are two fronts of the same fight against Russian imperialism. Understanding this is essential.
Also, we need to talk more about where money comes from for anti-rights organisations. There are very clear mechanisms to track where money comes from when it comes to CSOs and independent media, but there are none to investigate where funding for anti-rights groups such as religious fundamentalist and far-right organisations comes from. One reason is that they often don’t register as CSOs – this means they wouldn’t even be under the jurisdiction of the Foreign Agents Law if it were passed. Lots of money for these organisations is coming from Russia without any conditionalities or reporting mechanisms in place.
This is a way bigger problem than Georgia having a Foreign Agents Law. We need to make the connection to what is happening elsewhere. In Ukraine and Moldova there were also attempts to adopt a similar law and people pushed back. The logic of this law is already working in Mongolia, and it is effectively in place in Belarus.
We need more complex conversations about what we are organising against, how this is impacting us, what tactics are being used and how human rights language and spaces are being co-opted. The obvious types of support needed are spaces for such conversations and funding, because ultimately, for us to resist, we need spaces to reflect, build strategies and develop our political imagination, and we need resources, given that we are already so underfunded across the region. We must be ready for any further regressive move the government attempts. We haven’t seen the last of it.

GEORGIA: ‘The foreign agents law poses a threat to the vibrancy and autonomy of civil society’
CIVICUS speaks with Nino Samkharadze, policy analyst at the Georgian Institute of Politics, about thecontroversial ‘foreign agents’ law just passed in Georgia.The Georgian Institute of Politics is a Tbilisi-based non-profit, non-partisan research and analysis organisation dedicated to fortifying the foundations of democratic institutions and effective governance in Georgia.
What’s the purpose of Georgia’s law on foreign agents?
According to the government, the Law on Transparency of Foreign Influence, which has just been passed by parliament, aims to increase the transparency of civil society’s operations by requiring civil society organisations (CSOs) to disclose their sources of funding and provide details about the nature of their activities.
In its transition from the post-Soviet era, Georgia faces economic and political challenges. Its evolving democracy is characterised by weak institutions and it’s heavily dependent on support from international sources, including financial grants from the European Union (EU), European states and the USA. The introduction of this law may have been a response to concerns about foreign influence, but it has sparked debate in Georgian society. It poses a threat to the independence and security of CSOs. Its vague language and broad room for interpretation provide the government with opportunities to influence and control civil society, potentially stifling dissenting voices and undermining the positive contributions of CSOs to democratic governance.
Why did the government reintroduce the bill after failing to pass it last year?
The process began with the introduction of a first version of the bill in February 2023. It wasn’t proposed directly by the ruling Georgian Dream party but by People’s Power, a splinter political group closely linked to Georgian Dream and espousing even more radical anti-western narratives. But it was met with considerable domestic and international opposition. Protests erupted in Tbilisi, Georgia’s capital, and criticism came from European institutions and the US government. In response, Georgian Dream announced it would vote against the bill, which ultimately led to its rejection by parliament. Following this failure, Georgian Dream underwent a period of reflection and intensified its propaganda. It softened the bill’s language and tone to make it appear less radical and reintroduced it in April 2024. Soon after, on 14 May, it was passed by parliament.
Georgian Dream came to power in 2012 and is now in an unprecedented third term in office. Since it began its third term in 2020, it has increasingly shown anti-democratic tendencies. With a general election scheduled for October 2024, it’s under increasing pressure as polls indicate a decline in public support. If it doesn’t maintain its majority, it will have to seek cooperation from opposition parties. In this context, the government may see the passage of this law as a way to defuse opposition and strengthen its grip on power.
How do you think the law would affect civil society?
The impacts of the law on civil society are expected to be significant and multifaceted, affecting various dimensions of its functioning and autonomy.
CSOs are likely to be negatively labelled as serving the interests of foreign powers, undermining public confidence in their activities and missions. This labelling could easily lead to stigmatisation and marginalisation, reducing the effectiveness of advocacy efforts and diminishing their influence in the public sphere.
The law’s provisions for extensive monitoring also pose a threat to the autonomy of CSOs and the privacy of their staff. The government’s ability to access and publish personal data, including correspondence and communications, could hamper CSOs’ ability to operate freely and investigate cases of corruption and human rights abuses.
Further, the ambiguity of the law leaves room for interpretation and potential abuse by the government. Similar to the situation in Russia, where laws targeting ‘foreign agents’ have been used to restrict civil society activities, the vague language of the law could allow for further restrictions on CSOs and their ability to operate independently.
The law may also lead to a withdrawal of funding from international foundations and donors. Given the increased risks and restrictions on civil society activities, donors may be reluctant to continue supporting organisations in Georgia, further limiting the resources available for democracy and state-building efforts.
Overall, the draft law poses a threat to the vibrancy and autonomy of Georgian civil society. It undermines the essential role CSOs play in promoting democratic values, defending human rights and holding the government to account. It could have far-reaching consequences for Georgia’s democratic development and its relationship with the international community.
How has civil society reacted?
Georgian civil society has vehemently opposed the bill, seeing it as a dangerous step towards authoritarianism. This law poses a threat to critical voices and raises fears of further concentration of power in the hands of the ruling elite, as has happened in Belarus and Russia.
No wonder the bill is also often referred to as the ‘Russian law’ – it’s seen as a precursor to outcomes similar to those seen in Russia. It’s feared that dissenting voices will be marginalised or silenced under this law, mirroring the situation in Russia where government critics often face persecution or exile. Given the consolidation of the ruling party and the erosion of democratic principles in Russia, there are concerns in Georgia that the ruling party is also seeking to consolidate power and stifle dissent. Despite some differences between both legal texts, the broader implications for democracy and civil liberties are deeply worrying.
Georgian society, known for its pro-European and pro-democracy stance, has taken to the streets to protest against this threat. International partners, including the EU and the USA, have also criticised the law and stressed the importance of upholding democratic values.
How has the government responded to the protests?
The government’s response to the mass protests has been one of dismissal, demonisation and repression.
The government has tried to discredit the protesters, particularly younger people, by suggesting they are uninformed about the law and are being manipulated. However, this is contradicted by the fact that many of the protesters, many of whom are students, are well educated and have a clear understanding of the issues at stake.
The government has also resorted to tactics of repression and intimidation, with reports of regular arrests, beatings and pressure on people associated with the protests. Civil servants, including teachers and academics, have been threatened with the loss of their jobs if they are found to be involved in the protests. This has a chilling effect and discourages dissent.
CSOs have been targeted with demonisation campaigns that portray them as enemies of the country. While there has been no immediate closure or direct pressure on these organisations, the hostile rhetoric and stigmatisation contribute to an environment of fear and intimidation.
This authoritarian approach reflects a concerted effort to stifle dissent and maintain control, even at the expense of democratic principles and human rights. It threatens to further undermine confidence in institutions and exacerbate social and political tensions.
How can the international community best support Georgian civil society?
The international community can play a crucial role in supporting Georgian civil society at this difficult time.
High-level visits and engagement by representatives of the EU and the USA are essential. We hope they’ll lead to tangible measures to hold accountable those members of Georgian Dream who supported this law. This could include the introduction of targeted sanctions against people responsible for undermining democratic principles. In addition, the EU should use Georgia’s official status as a candidate for EU membership to impose conditions of adherence to democratic norms and respect for human rights. Sanctions or other forms of pressure could be imposed if these principles are violated.
It’s also crucial that the EU and the USA continue to demonstrate their unwavering support for Georgia and its pro-European aspirations. Financial assistance and political support are essential to strengthen civil society and maintain momentum in the struggle for democracy. Without this support, civil society risks being further marginalised and weakened by the government.
A combination of diplomatic pressure, conditionality and unwavering support from the international community is needed to support Georgian civil society in its struggle for democracy and human rights.

GERMANY: ‘Our response to internationally networked far-right groups must also be globally interconnected’
CIVICUS speaks about the rise of the far right in Germany with Peter Anhalt, director of the right-wing extremism department, and Maximilian Ruf, director of the research department, at Violence Prevention Network.Founded in 2004, Violence Prevention Network is one of Europe’s largest civil society organisations (CSOs)working to prevent and counter violent extremism.
What are the main far-right groups in Germany, and what’s their agenda?
There are diverse far-right groups that converge on social media platforms such as Telegram and gaming platforms while also networking offline in various ways. For example, the pan-European, anti-Islam, far-right political movement Pegida – Patriotic Europeans Against the Islamisation of the West – and its offshoots regularly assemble for rallies and demonstrations.
Alongside Germany’s biggest far-right political party, Alternative for Germany (AfD), there are several small parties on the far-right and right-wing extremist spectrum at the national level, including III. Weg (The Third Way), Die Heimat (The Homeland) and Die Rechte (The Right), and at the regional level, such as Freie Sachsen (Free Saxons).
Additionally, there are right-wing extremist groups in organised crime milieus, often well-connected with local biker scenes and kickboxing or martial arts communities, as well as with conventional communal structures.
Representatives of the so-called New Right, such as Götz Kubitschek’s Institute for State Policy and the Identitarian Movement led by Martin Sellner, have provided right-wing extremism with a seemingly intellectual and modern facade, even though there is little novelty in their ideology. Terms like ‘ethnopluralism’, ‘New World Order’ and ‘remigration’ simply give a new look to racist, antisemitic and misanthropic ways of thinking.
Organisations such as the Hammerskins, the Brotherhood Thuringia (Turonen), NSU 2.0 and the Patriotic Union continue to pose a significant threat. The Patriotic Union, uncovered by the authorities in late 2022, is an eclectic personal and ideological mix of right-wing extremism, esotericism, conspiracy ideologies and sovereignist thinking tied to the so-called Reichsbürger scene (Citizens of the Empire). The suspected members of this organisation are currently on trial, accused of membership of a terrorist organisation and a violent plot to overthrow the German state, among other charges.
All these far-right groups hold an exclusionary, discriminatory and racist view of humanity combined with antisemitism and misogyny. Despite having diverging positions on some issues, they’re all united in their rejection of and opposition to the basic liberal order and democratic institutions.
Why has support for AfD grown so much in recent years?
AfD serves as a bridge for bringing into parliament ideas that delegitimise democracy. At a time of uncertainty and crisis, party members provide supposedly simple solutions, stir up resentment and appeal to people who might be open to authoritarian responses. What’s noteworthy about AfD is that, unlike most other far-right parties in Europe, it has grown in popularity while at the same time becoming increasingly and openly radicalised. Rather than this deterring voters, the party has grown in popularity.
As with any divisive political movement, AfD and other far-right groups exploit uncertainties around pressing issues. At the core of their agenda is restricting the rights of migrants and refugees, ignoring the fact that Germany needs more immigration to stabilise its economy and ensure future prosperity.
The COVID-19 pandemic and subsequent anti-pandemic measures also became a central rallying point for conspiratorial groups, many of which aligned with far-right authoritarian ideologies that, after a first moment of uncertainty, further fuelled AfD.
AfD, in line with other far-right groups, also deny the human-caused nature of climate change and the need to address it, often portraying environmental efforts as ‘attacks on regular people’ who prefer to drive petrol cars and cannot afford to live in ‘ivory towers’. They also resist other progressive causes such as gender equality and LGBTQI+ rights, smearing LGBTQI+ people as a threat to children while framing any steps towards further antidiscrimination and equality measures as attacks on traditional families and their way of life.
Recently, farmers’ protests against agricultural subsidy cuts have inadvertently attracted far-right support. In some regions, a combination of farmers and far-right protesters has resulted in threatening actions, such as gallows parades and symbolic executions of members of the governing coalition. Their narratives have blended farmers’ grievances with other issues aimed at channelling hate against the current government.
It is important to note that most of the farmers very credibly distanced themselves from such co-option attempts. However, this shows how AfD and related far-right groups continuously try to hijack existing grievances and concerns by a variety of societal groups that can be framed as ‘the regular people’ in an attempt to pit them against existing democratic institutions.
What triggered recent protests against AfD?
Recent mass protests were triggered by an investigative report by independent media organisation Correctiv about a meeting held in a hotel near Potsdam in November 2023, where high-ranking AfD members were present alongside neo-Nazis and businesspeople sympathetic to the cause of mass deportation of people viewed by them as non-ethnic Germans. Martin Sellner, among others, spoke about a proposal for so-called ‘remigration’, which would effectively mean the forced expulsion of millions of people with migratory backgrounds currently living in Germany, including German citizens.
The article, published in German on 10 January, was a wake-up call. It sparked relatively spontaneous mass protests against AfD and right-wing extremism across Germany. Even though there was nothing new about the ideas discussed there, including ‘remigration’, and AfD’s support for them, the way the report presented the meeting as a ‘secret plan against Germany’ prompted broader sections of German society to recognise the real threat posed by right-wing extremism to a pluralistic society and liberal democracy.
How has the government reacted to this?
Most democratic parties, including the governing coalition, have long sought to reduce support for the far right by attempting to address the concerns it raises. This has led to, for example, a more stringent stance on migration. However, the adoption of far-right narratives to diminish the appeal of the original proponents never works out. People usually stick with the original message-bearers, as evidenced by the rising poll numbers for AfD in Germany.
Although the German government has funded prevention and counter-extremism initiatives over the past two decades, only recently did it increase funding for measures explicitly targeted against right-wing extremism, following a period in which the focus was on Islamist extremism. Several new cabinet and ministerial action plans against right-wing extremism have now been initiated, but it will take time for progress to be made.
We hope for a continuous and comprehensive strategy for preventing and countering violent extremism of any type, avoiding fluctuations in funds based on attention waves. This would enable us to remain vigilant against all threats to democracy. A potential new law for the promotion of democracy may serve as the basis for this.
How is your organisation working to address extremist threats?
In Germany, many CSOs working to respond to extremist threats, including Violence Prevention Network, are substantially funded by the federal government and local authorities. This allows us to implement comprehensive measures to promote democracy, prevent extremism, deradicalise young people and provide support for people to disengage.
For instance, we hold intercultural and interreligious workshops in schools. These focus on strengthening young people’s self-esteem, fostering an appreciation of diversity and promoting respectful behaviour. We provide training for professionals who work with young people, equipping them to identify and counter extremist arguments early on. These courses also offer strategies for building a trusting relationship with young people at risk of radicalisation and preventing radicalisation. Further, we operate mobile counselling and intervention teams that help deradicalise young people, including within the prison system. We work to identify people at risk of extremism and facilitate disengagement processes with the involvement of their friends and families.
In addition, we carry out a lot of work online and focus on providing young people with information and opportunities for support in disengaging from the extremist scene. We aim to reintegrate those at risk into the democratic community to prevent incidents where they cause harm to themselves or others.
What additional support does German civil society need to sustain these efforts?
Over the past two decades, western states have invested billions in the global south to foster democracy, facilitate peacebuilding and deter violence that poses a threat to western interests. However, the largest current threat is posed by right-wing extremist movements operating within western countries. Security and development spending hasn’t adapted to this evolving trend and hasn’t been sufficiently allocated to countries like Germany, where the far-right movements are based, operate and are growing in popularity. This situation requires an urgent shift in approach. If conventional funding sources cannot be adjusted, it is essential to collaboratively explore alternative funding methods.
Given the internationally networked character of violent far-right groups, our response must also be globally interconnected. The strengthening of German civil society initiatives focused on advancing rights and pluralism through exchanging knowledge, building partnerships, promoting innovative approaches and channelling appropriate funding will contribute to a more robust global response to the shared challenge of right-wing extremism.

GERMANY: ‘Our street blockades hurt society the least and put no one’s life in danger’
CIVICUS speaks with Zoe Ruge of Last Generation about climate activism and its criminalisation in Germany.Last Generation is an international network of climate activists using civil disobedience to urge governments to address the climate emergency, enabling citizen participation and financially supporting the global south as a primary victim of climate change that it hasn’t caused.
What forms of protest has Last Generation deployed in Germany?
Last Generation has come to dominate the climate movement in Germany, so its tactics have become the prevailing tactics. The most common form of climate protest in Germany is currently street blockades, and blockades of public infrastructure more generally, because they are efficient at creating a certain level of disruption. A small number of people protesting peacefully is all it takes to generate a wide public reach. Additionally, street blockades are a platform to have talks with politicians and citizens about the climate crisis, do media work and underline our demands.
Alongside disrupting everyday traffic, we draw attention to the major responsibility of the richest one- to-10 per cent of the population. To target them specifically, we block airports, spray-paint private jets, disrupt big events and bring protests into museums and other public spaces.
Our street blockades hurt society the least and put no one’s life in danger. We take adequate security measures, for instance to make sure no emergency vehicle gets stuck in traffic. In case of an emergency, we are ready to open the blockade and clear the street.
We know the kind of civil disobedience tactics we use face criticism, and we constantly reflect on our practices and take all feedback into consideration. We have aimed to choose a protest form that effectively rises awareness and is the least disruptive for people, and we think the street blockade is one such form. It may cause people to get to work half an hour late one day, but it provides a much-needed opportunity to stop people’s everyday routine and encourage them reflect on what we’re doing and where it’s leading us.
What have been your biggest achievements?
More people are realising the seriousness of the crisis we’re facing. Street blockades allow us to talk to people who would normally not get involved but are forced to listen and ask questions about our reasons to be there and our demands. Through disruption, we’ve been able to bring a lot of climate-related topics into public discourse, not only through media coverage but also thanks to local, face-to-face conversations. We are seeing rising awareness, which is necessary to deal with the consequences of the climate crisis.
In terms of policies, one of our demands during the first protest wave was a law similar to the one France has, to save food from going to waste in supermarkets. One third of all food is lost in the production chain, which equates to a lot of preventable CO2 emissions. Such a law is currently being discussed in several federal states.
In terms of public awareness, when street blockades began about a year ago they attracted 25 to 30 people, and now they bring thousands to the streets in Berlin. Churches are standing behind us and civil society groups are also voicing demands for climate action.
Overall, we are receiving increasing support from the whole society. We get invitations to discuss the climate crisis with politicians, artists, at schools and with other parts of civil society. In response to the criminalisation we are facing, which has included the freezing of some of our assets, we have also seen a rise in donations from the public.
What are your demands to the German government?
What Last Generation demands are pretty simple things that must be done to tackle the consequences of the climate crisis and prevent it escalating. We demand a speed limit of 100 kilometres per hour in Germany, which would bring a reduction of more than 6.7 million tons of CO2 emissions a year, and a permanent €9 (US$9.90) monthly ticket to make public transportation affordable. This was tested last year and was a huge success, as many people shifted from using cars to using public transport – but now it’s quite expensive again.
Our third demand is the establishment of a citizen assembly as a long-term mechanism for us to deal with the climate crisis as a society and end the use of fossil fuels in a socially just manner by 2030. Since our politicians are not even able or willing to implement a speed limit, we need citizens to be able to help tackle the climate crisis through more direct democratic tools.
As part of a global movement, Last Generation works in close cooperation with Debt For Climate, a grassroots global south-driven initiative connecting social justice and climate justice struggles with the aim of freeing impoverished countries from a debt burden that is often used as a tool for further natural resource extraction. We support their demand for financial support because they are the primary victims of climate change that they haven’t caused. German politicians tend to argue that the climate catastrophe isn’t happening in Germany, although it is indeed taking place, maybe to a lesser extent. But in other parts of the world people are already dying because of it while more developed countries continue benefiting from their resources.
How have German authorities reacted to your demands?
Reactions have varied at different government levels. We’ve had very productive talks with local politicians who have shown openness and understanding. But at the federal level we’ve faced a harsh and criminalising public discourse. Last Generation is being called a criminal group and increasingly treated as such.
We face accusations that we are hurting the cause of climate protection because our tactics are scaring people away. But it’s not true. The government is just trying to shift the focus from the substance of our demands to the form of our actions and avoiding our questions of why we still don’t have a speed limit and why we still don’t have proper affordable public transportation even though we have the resources for it.
The fact that our government isn’t willing to act as the climate emergency demands and is instead turning against us is the main challenge that we as climate activists currently face.
How is the government criminalising climate activism?
There are between 3,000 and 4,000 cases coming to court soon, mainly connected to street blockades. In Germany, this kind of spontaneous demonstration is protected by law, but once the police intervene and tell you to leave, it’s not so clear whether the assembly continues to be legally protected. There are also accusations of vandalism on the basis that people have damaged walls by spray-painting them.
A serious accusation being used against climate activists is that of being part of a criminal group. Based on section 129A of the German Criminal Code, when the police start an investigation on these grounds they can listen to your phone calls, read your messages and search your homes. This is weird because Last Generation is so transparent that anything the government would like to know about us – our structures, our funding, our planned protests – is publicly accessible. We have nothing to hide.
This June, some of us experienced searches of our homes, our website was taken down, our bank accounts were frozen and we had work materials confiscated. Activists are struggling because it’s scary to feel that the police could force their way in, search your entire home and take away whatever they want.
A friend of mine, Simon Lachner, was recently taken from his home to the police station and kept there for the entire day, just because he had publicly announced a protest scheduled for that afternoon. In Bavaria, people have been repeatedly taken into preventive custody for long periods of time to keep them from protesting. This form of preventing protests is becoming more common.
What kind of support are you receiving, and what further support would you need to continue your work?
The criminalisation of peaceful protests organised by people who aren’t trying to hurt anyone but who want to protect lives elicits instant solidarity. Thousands of people have joined Last Generation’s protest marches. Frozen funds have been almost fully replaced by donations pouring in. People contact us to ask how they can play their part in climate activism.
We’re also part of the A22 international network of climate movements that use civil disobedience tactics, and this also supports us, especially in the face of criminalisation. Other organisations from all around the world are reaching out to us and offering help such as legal support.
What we need is for everybody to consider their potential role in building a more resilient society. One of the most efficient ways to fulfil our collective responsibility is by exercising our right to protest within a democratic system.

GERMANY: ‘The far right is instrumentalising protests triggered by completely legitimate concerns’
CIVICUS speaks about the rise of the far right in Germany with Jakob Guhl, Senior Manager, Policy and Research at the Institute for Strategic Dialogue (ISD).Founded in 2006, ISD is a civil society organisation (CSO) that works to safeguard human rights and reverse the rising tide of polarisation, extremism and disinformation worldwide.
What are the major far-right groups in Germany?
Currently, the major far-right political party is Alternative for Germany (AfD), which has just achieved its highest-ever results in national polls, standing at around 22 per cent. In some East German states with elections coming later this year, AfD leads polls with over 30 per cent.
There are also more traditional neo-Nazi parties such as The Homeland (NPD). Although it is still quite active, it isn’t very relevant anymore. It’s considered an anti-constitutional extremist party and for this reason, the Constitutional Court recently ruled that the government is allowed to withhold federal funding from it.
Additionally, there is a broad network of loose groups known as the ‘new right’ that includes the Identitarian Movement, which the German Federal Office for the Protection of the Constitution (BfV) has designated as a right-wing extremist threat. The ‘new right’ is essentially made up of ethno-nationalists who assert that the German identity is an ethnic identity. They extensively use social media to bring their ideas into the mainstream and shift public discourse on topics like immigration and integration.
In terms of narratives and policies, AfD is becoming increasingly indistinguishable from these ethno-nationalist groups, as evidenced by its recent secret meeting to discuss plans for mass deportation of people living in Germany, including German citizens, whom they view as ethnically non-German.
How do far-right groups spread their messages?
There are significant interactions among ethno-nationalist groups on a personal level. They engage with each other by attending conferences, participating in podcasts and writing prefaces for each other’s books. Some even work as assistants for AfD members of parliament.
Both the ‘new right’ and AfD have been aptly using social media for many years. According to a comparative analysis we did in 2019, AfD significantly outperformed major political parties for views, likes and engagement. This trend continues today, and they also leverage YouTube or newer platforms like TikTok, which attract many young people, so they are able to reach even larger audiences.
Their messages focus on highly emotive issues, such as ‘migrant crimes’ and ‘threats to German traditions’, which tap into cultural elements that provoke strong reactions and anger. For instance, they portray the Greens, an environmental political party, as detached elites comfortably situated in central Berlin, pushing their green policies without understanding the reality of ordinary people. This populist communication style has proved effective, and it’s further amplified by the dynamics of social media algorithms that reward outrage, sensationalism and emotional content.
What public concerns has AfD tapped into?
When AfD was established in 2013, its main focus was opposition to European Union (EU) and German policies in response to the financial crisis. It was born as an anti-EU and anti-Euro party that advocated against providing financial support to Greece and other countries particularly affected by the crisis, and against the EU collective debt mechanism.
Starting in 2015, with the beginning of the so-called migration crisis, AfD shifted towards an anti-refugee and anti-Muslim discourse, depicting Islam and Muslims as alien to Germany. AfD politicians openly cooperated with the pan-European, anti-Islam, far-right political movement Pegida – an acronym for ‘Patriotic Europeans Against the Islamisation of the West’. AfD members frequently appear as speakers at their events.
During the mass protests that took place against measures to curb the spread of COVID-19, AfD was part of a broad coalition promoting COVID-19 denial and anti-lockdown narratives. The coalition included ‘new right’ groups, Holocaust deniers and conspiracy theorists, among others.
Recently, AfD and other far-right groups have tried to hijack and instrumentalise farmers’ protests over subsidy cuts, seeing them as an opportunity to undermine the government. While far-right symbols and AfD speakers have been present in these protests, the official associations of farmers have clearly distanced themselves from the far right. It is important not to stigmatise the farmers’ movement as a whole as being infiltrated by the far right, as they have completely legitimate concerns about agricultural subsidy cuts, while at the same time being alert to far-right attempts to hijack these protests.
What accounts for AfD’s growing popularity?
The popularity of the AfD stagnated during the COVID-19 pandemic and the 2021 federal elections. However, starting in early 2023, it has gained momentum. The AfD often diverges from the positions of major established parties on critical issues. For instance, it has opposed German military support for Ukraine, questioned scientific consensus on climate change and rejected green policies. Their most recent surge in popularity can be in part be attributed to people’s heightened concerns about immigration, which is visible in surveys from mid-2023.
At the same time, AfD has radicalised, partially due to its relationship with ethno-nationalist groups, which has led to its monitoring by BfV as a potential threat to the constitution. Paradoxically, this has been accompanied by a trend of increasing normalisation and popularisation of AfD among the public. This tension is at the heart of today’s German politics.
Has AfD encountered any progressive resistance?
As it has grown in popularity, AfD has also encountered resistance, as attested by the ongoing protests against AfD’s mass deportation plans in numerous cities and towns. Protesters form a broad coalition comprising political parties, churches, unions, local initiatives supporting refugees, left-wing and anti-fascist groups and climate change activists like Fridays for Future.
This diverse protest movement also has internal contradictions. In a Munich rally, some speakers criticised the government for its migration policies, which they attributed to an attempt to win back voters from AfD by taking a hardline approach. Left-leaning activists argue that such policies will only pave the way for even more extreme anti-migrant measures. Despite these tensions, however, the coalition remains broad and maintains significant popular support.
How is ISD working to address extremist threats in Germany?
One of the things our Berlin office focuses on is digital literacy and media competencies initiatives. In the age of social media, it’s crucial for people to critically assess credible sources of information, be aware of manipulation tactics and understand how disinformation spreads and coordinated networks amplify specific narratives. Our goal is not to tell people what to think but to provide them with tools for critical evaluation of information sources, narratives, communication tactics and rhetorical styles.
For example, the Berlin office is actively involved in the Business Council for Democracy project, collaborating with digital literacy experts to educate adults. Many similar initiatives primarily target young people, who are often digital natives, but the spread of disinformation and conspiracy theories online can affect people of all ages. We engage employers, which many people still trust, unlike political parties and media.
What forms of support do you receive, and what further support do you need?
Our cooperation with the government encompasses a wide range of initiatives. Various German federal ministries have provided funding for our research on antisemitism and far-right extremism and funded projects related to political education.
One major recent issue is the budgetary crisis and disagreement within the governing coalition on how to address it. The same budget cuts that have affected subsidies for farmers also impact on agencies dedicated to political education and projects on democracy promotion and the prevention of radicalisation. Unfortunately, this funding reduction comes at an inopportune time, coinciding with the rise of the far right and the normalisation of extremist ideas.
Compared to other countries, the German state used to extensively support civil society initiatives. It’s a double-edged sword: while it’s positive that the government invests in civil society, it has also made German CSOs somewhat dependent on the state. The budgetary crisis has disrupted the financial sustainability of many organisations, which are now unsure whether they will be able to continue their work as effectively and on the same scale.
While German CSOs could benefit from international donor support, it’s also crucial to facilitate greater knowledge exchange among activists and networks from different parts of the world. Despite variations in intensity, many countries face similar challenges of the mainstreaming of far-right ideas through social media, harassment of activists and elected officials, and local-level political violence.
