Our priorities
AGNA’s new five-year strategic plan (2023 – 2027) aims to meet the emerging challenges that the network faces, and to continue playing an important role for the CIVICUS alliance in realising its mission and objectives. The plan also aims to provide a focused approach to develop and strengthen AGNA, and build a more effective and sustainable network.

Raúl Maza Hernández is the founder and current Executive Director of Red de Cooperación Internacional Mexicana (REDECIM). He plays a pivotal role in enhancing the capabilities of over 90 civil society organizations, focusing on sustainability, and facilitating access to resources from international cooperation. Raúl is a member of the global Reimagine Peacebuilding community since 2022. He has over 10 years of experience with the public, private, academia and the social sectors.

Arjun Bhattarai serves as the Secretary General of the NGO Federation of Nepal, an umbrella organization representing over 6.700 NGOs across the country. With over two decades of experience in the development sector, he is a prominent leader in Nepal's civil society, renowned for his global advocacy for human rights, democracy, civic space, and climate justice.

Parkoo is a founding member of CNSC Togo and National President of OBGEA Togo, Parkoo has been actively involved in electoral observation and training for two decades. Parkoo’s provides training and capacity-building for Civil Society Organizations (CSOs).

He holds a Bachelor's degree in Educational Sciences with a specialization in Administration and School Inspection since 1976. He has held several positions: Teacher at a high school teaching psychopedagogy courses, then Principal of Pungu High School or Institute in the city of Kikwit in the DRC for ten years. He later underwent training in administration and inspection of savings and credit cooperatives at Desjardins (DID) in Lévis, Quebec. After this training, he served as Managing Director of the Central Savings and Credit Cooperative in the Bandundu province (DRC) for nine years. Subsequently, he was elected Secretary General of Development NGOs in the DRC for eight years and, finally, since 2012, he has been the Regional Coordinator of the National NGO Platforms of Central Africa.


Zia founded AwazCDS-Pakistan in 1995. As a development advocate and lobbyist, he led the Pakistan Development Alliance and promoted better governance and accountability towards the achievement of the SDGs. He is Asia Development Alliance- ADA first Director and Secretary General. ADA is a regional network that empowers civil society as a catalyst for social change. It is formed by 33 national CSO platforms representing over 10000 organisations from South, Southeast, Northeast, Southwest and Central Asia.

Akmal is the Networking and Capacity Innovation Officer at PIANGO. Since 2015, he works on networking and maintaining partnerships with stakeholders locally, nationally, regionally, and globally. He also works on strengthening the capacities of PIANGO’s members on the Sustainable Development Goals and VNR processes.

Simao Francisco Tila is the Executive Director of Joint – League of NGOs in Mozambique and holds a degree in Sociology. He has extensive experience in organizational management, research, and institutional strengthening, with a strong focus on democracy and governance, human rights, advocacy, movement building, and capacity development for civil society organizations.
Simao contributes a strong perspective from the Mozambican and broader African civil society landscape. He is committed to enhancing the visibility of national civil society platforms, expanding access to tools and services, and fostering meaningful connections and exchange across global networks.
Within AGNA, he aims to support strategic priorities such as resource mobilization, network sustainability, and institutional capacity-building, while promoting collaboration, peer learning, and a more connected and resilient global civil society ecosystem.

Javiera Rubio is the Director of Development and Partnerships at Comunidad de Organizaciones Solidarias in Chile. With over 15 years of experience in public-interest initiatives, project and program management, and multi-stakeholder collaboration, she has focused her work on strengthening civil society organizations and fostering collaboration among actors with shared missions.
In recent years, she has led internationally funded programs and supported dozens of organizations through institutional strengthening processes, with a focus on transparency, accountability, and financial sustainability. She holds a Master of Public Administration in International Development from New York University, along with academic training in Geography and public project management.
Javiera brings a strategic perspective on the critical role of national associations in strengthening the civil society ecosystem. Her experience in institutional development, cross-sector collaboration, and strategic partnerships enables her to promote knowledge exchange among networks, foster South–South cooperation and develop practical tools for mutual support.
Through her engagement with AGNA, she hopes to strengthen international connections, expand peer-learning opportunities, and advance initiatives such as FECU Social as a recognized standard in Chile. She also aims to further promote practical knowledge-sharing for international advocacy, support emerging networks in lower-resource contexts, and help create structured spaces to address shared challenges across the global civil society ecosystem.

Coordination team

Daniella Hiche is a strategic civil society leader with over 20 years of experience driving international advocacy, network stewardship, and organizational development across the Majority World and beyond. Currently serving as Global Network Engagement Coordinator for CIVICUS AGNA and RACI, she leads a 2023–2027 strategy spanning 85+ national CSO associations in 75+ countries, overseeing network governance, partnerships, resource mobilization and programs along with a distributed multicultural team. Her career spans roles at World Animal Protection, Conectas Human Rights, and the Bahá'í Community, where she represented organizations at the UN, MERCOSUR, BRICS, and major international fora. Grounded in a deep understanding of Brazilian and Majority World contexts, Daniella specializes in connecting local realities to global agendas — bridging sustainable development, human and animal rights and welfare, democracy, climate justice, and global solidarity through trust-based, participatory approaches. She holds an M.Sc. in Community & Regional Planning from the University of Texas at Austin, and is currently completing an MBA in Sustainability, ESG & Innovation.

Lucía Aruanno is Membership Coordinator at RACI (Argentine Network for International Cooperation) and part of the AGNA Coordination Team. She holds a Bachelor’s degree in Political Science from the University of Buenos Aires (UBA) and a Master’s degree in Public Policy from Austral University. With over 10 years of experience in civil society and government, she has experience in planning, managing, and implementing projects, with a strong focus on social impact and the development of innovative and inclusive public policies.

Jose Luis Barrios is membership assistant at RACI (Red Argentina para la Cooperación Internacional) and part of the AGNA Coordination Team. He holds a Bachelor’s degree in International Relations from the Universidad Nacional de San Martín (UNSAM). He has experience in multiple volunteer roles within civil society organizations, where he has contributed to initiatives focused on collaboration, development, and social impact.
