  • ‘Young women are a vital part of shaping the future’ – Rio+20 interview

    A Rio+20 interview with Nyaradzayi Gumbonzvanda, World YWCA

    Nyaradzayi Gumbonzvanda is the General Secretary of the World YWCA, a global federation in 125 countries, and a human rights lawyer with extensive experience in CSO governance and transition management. She is also the Vice Chair of CIVICUS. She is active in trying to ensure that young women are able to help shape the future sustainable development agenda, and that the women's human rights impacts of climate change and sustainability challenges are taken into account. She talks to CIVICUS about her hopes for Rio+20 and the work of the World YWCA.

    How is the World YWCA planning to advance women's issues, and participation at Rio+20?

    The World YWCA will have a small delegation of YWCA representatives at Rio+20 with two clear goals – to ensure young people, and particularly young women, play a role in shaping the sustainable development agenda, and to ensure the agenda coming out of Rio+20 is inextricably linked with advancing gender equality and women's human rights. It is also essential that commitments are adequately resourced and that we continue to strengthen accountability mechanisms.

  • 5 amazing funds that are making a difference for women

    Did you know that only 4% of the total Official Development Assistance (ODA) supports programmes that integrate gender equality and women’s empowerment as the main objective? And only 3% of that fraction goes to women’s rights organisations.

    Fortunately, a growing number of groups, organisations, and funds are mobilising and allocating resources for women, their specific needs and agendas. Even better, many of them are led by women! Today, we want to share five funds that are making a big difference for rural women, adolescent girls, women and transgender activists and human right defenders, and sex workers.

               1. Tewa – Nepal’s women fund

    Tewa was founded 25 years ago and since then has been breaking new grounds in fundraising locally to promote self-reliant development and the empowerment of emerging groups of rural women in Nepal. This women-led fund has awarded almost 700 grants to 500 organizations strengthening women’s leadership, voice, visibility, and collective organizing power throughout the country. These organisations work in a wide variety of areas like income-generating activities, skill development training, women’s rights, environmental rights and justice, legal and health rights, and advocacy to stop violence and discrimination against women.

               2. With and for Girls

    This is the world’s only participatory fund by, and for, adolescent girls! It joins a collective of 11 donors who contribute with funding, expertise and time to co-resource and execute the annual ‘With and For Girls Awards’. Under this programme, up to 25 exceptional, local and adolescent girl-led and centred organisations worldwide are chosen every year, by regional judging panels of adolescent girls, to be awarded flexible funding, opportunities for collaboration, mentorship, accompaniment, and profile-raising. Since 2014, With and For Girls has supported 60 organisations in 41 countries, reaching more than 1.5 million people.

               3. FCAM - Central American Women's Fund

    FCAM is the first and only feminist fund in Central America to raise funds in support of the financial, political, fiscal, and emotional sustainability of groups, organizations, human rights defenders, networks, and movements that work for the human rights of women and their communities. These women are exposed to high rates of violence because of their activism and generally can’t access traditional sources of funding. FCAM’s partners receive flexible, multi-year general financial support, and are the ones who define their agendas, priorities, and methods. Since 2003, FCAM has supported and strengthened almost 400 women’s groups, organisations, networks, and activists in Central America.

               4. Red Umbrella Fund

    This is the first global fund guided by and for sex workers. The Red Umbrella Fund mobilises resources, provides grants, and offers capacity building, technical assistance, and communications and donor advocacy to help strengthen and sustain the movement in achieving human rights for sex workers. While it brings together a diversity of funders and sex workers, the fund’s grant decisions and overall governance are led by sex workers themselves. Since its creation in 2012, the Red Umbrella Fund gave out 157 grants to 104 sex worker-led groups and networks in over 60 countries to organize themselves and speak out against the human rights violations they face.

               5. Urgent Action Fund for Women’s Human Rights

    This feminist fund can be a lifeline for women and transgender human rights defenders at critical moments. It provides rapid response grants and advocacy and alliance-building support when activists are poised to make great gains or face serious threats to their lives and work. They use online, text and mobile funding applications to respond to requests from activists within 72 hours and have funds on the ground within 1-7 days. They work in partnership with three sister funds, Urgent Action Fund-Africa, Urgent Action Fund-Latin America, and Urgent Action Fund-Asia & Pacific. Collectively, they support women’s leadership and activism in over 110 countries.

  • Afghanistan: International community must expedite discussions towards a robust accountability mechanism

    CIVICUS andSRMOwelcomes this new reporton the situation of human rights in Afghanistan andexpress our grave concernthat morethantwo years after the Taliban takeover, there has been a failure by the international community to ensure serious and sustained attention tostem the systematic assault on civic space in the country. 

    In March,Afghanistan’s civic space rating was downgraded by the CIVICUS Monitor from ‘repressed’ to ‘closed’. Over the last year, activists, especially women human rights defenders and journalistshavecontinued toface arbitrary arrests,detention and ill-treatment by the Taliban. Education rights activist Matiullah Wesa and reporter MortazaBehboudi remain in detention. NGOs have also faced asset seizure and licence suspensions because they were led by women orhadwomen employees.

    It has become increasing difficult to hold protests in Afghanistan due to harassment,arrests and ill-treatment. Despite this, scores ofbravewomendemonstrated in July, their bravery was met with gunfire, water cannons and beatings.

    The international community must speak up and urge the de facto authorities to respect fundamental freedoms and to reverse their ban on women working andfromeducation

    Proactive steps must be taken toprovide support and protection to human rights defenders at risk, including those in exile

    We also urge the Council todo more to hold the Taliban accountable fortheir abuses and discriminatory policies, gender apartheid andexpedite discussions towards a more robust international accountability mechanism.

  • Afghanistan: International community must urge Taliban to lift ban on women’s access to employment

    CIVICUS, a global civil society alliance, is appalled by the decision of the Taliban to ban women from employment in local and international non-governmental organisations (NGOs). The move is discriminatory and regressive and will have a detrimental impact on women’s rights and the crucial work of civil society in the country. The international community must condemn this and urge the Taliban to lift the ban immediately.

  • CIVIL SOCIETY: ‘Music can be an entry point because it’s the last thing someone could take away from you’

    Darcy AtamanCIVICUS speaks with Darcy Ataman,founder and CEO of Make Music Matter, a civil society organisation based in Canada that uses the creative process as a therapeutic tool to help empower excluded groups and people.

    Music isn’t necessarily the first thing people associate with civil society work. How do you use music as part of your work?

    We use music for two main purposes. One is the healing of trauma, and particularly of post-traumatic stress disorder, anxiety and depression. The second is to create opportunities or vectors for advocacy. We do all this through our Healing in Harmony music therapy programme.

    We work with groups, usually of 10 to 25 people. Working as a group brings safety, especially when you’re in the creative process of singing and writing. But we don’t work with groups so large that participation gets diluted and ceases to be effective.

    We always recruit participants through local partnerships. All operational staff are local and Indigenous, wherever we work. And programmes are set up to fit into a larger care model. For example, our flagship site is at Panzi Hospital in Bukavu in the Democratic Republic of the Congo (DRC). Patients come to us from the hospital: women who come in for surgery get their physical healing and then get referred to us for mental, psychological and spiritual healing before going back to their villages.

    In eastern DRC there are lots of survivors of sexual violence, due to way sexual violence has been used as a weapon of war there. But trauma can come in a multitude of ways and our results are always the same.

    What we do is build little recording studios wherever we operate and insert our programme into a larger holistic care model. People come in twice a week. They work for about an hour with a local music producer in tandem with a local therapist.

    It’s a four-month cycle: for the first three months they go through the creative process of writing and recording an album, just like any other artist. While that is happening, we interject cognitive behavioural therapy in a way that’s not particularly noticeable.

    So people don’t come in thinking they are coming for a therapy appointment, which has a lot of stigma; they come in to do art in a fun setting.

    That is why our attrition rates are almost nil. We’ve had at least 11,000 people go through the programme globally and you could count with one hand the amount of people who didn’t finish – and that was typically because they got a good economic opportunity.

    We analyse the music that comes out of this process. A lot of experiences people have gone through are so overwhelming that talking about them directly would retraumatise and retrigger the brain. But through lyric writing and metaphor and music, it gets out of people’s heads in a way that doesn’t cause retraumatisation. And once it’s out of their head and articulated in one form or another, we can set a treatment pathway.

    How did you get started?

    Our origins were organic. While I have a psychology degree, professionally I started as a music producer. In 2009 I was in Rwanda for five weeks filming a documentary and recording an album. We had one day off and decided to give local kids a fun day of recording, so we took some equipment to this little school in a village three hours away in the hillsides. When we got there, we learned the entire village had been waiting for us for hours. The schoolroom was packed. There were kids literally crawling through the windows trying to get in. These were kids 12 to 15 or 16 years old, dressed in homemade hip-hop outfits. They knew the lyrics of all the latest rap songs, even though they didn’t have electricity at home.

    They handed us the lyrics of the songs they had written for us to record, and it was all very heavy subject matter: about HIV/AIDS and what it does to communities, about they not wanting to sell their bodies to live another day, about their desire to go to school. There was not one frivolous song in there. We had given them no direction. We didn’t tell them what to write. This was simply what was on their minds, and we realised that for them music was an acceptable way to talk about taboo issues they couldn’t normally talk about.

    I had the realisation that something special was happening and thought this was what I, as a professional producer, could do to help. And it was something that nobody else was doing.

    How effective is the programme, and what do you think explains this?

    We monitor and evaluate our programme very closely. We quantify everything. We analyse our impact on variables from school enrolment and permanence to adherence to drug recovery programmes. A year or two ago our first peer-reviewed study was published. It was terrifying, because we couldn’t ethically keep going if we found we were not achieving results. But the results showed that this was very much like a magic pill: it really worked better than anything else.

    I think effectiveness lies in the programme’s insertion into a larger model. We want to be the last missing psychosocial piece. We don’t want to set people up for failure. For instance, we have another site in rural DRC that started in 2016 and even though we had the funding – we even constructed our own buildings for the studio – we paused and waited until our partners’ microfinancing programme was operational because we didn’t want to heal people psychologically, pump them up and then have them fail due to lack of opportunity to be financially independent. So we have these checklists we do before we start operating.

    Our outcome is the healing, and our output is the music. We lead with music: it’s fun, it’s exciting, it’s our passion. But behind the scenes is a very serious therapeutic intervention. We use music almost as a trick that attracts people and retains them. And in the meantime, we do other things, so at the end of each four-month cycle there’s an album done by this group.

    The music they help create with the local producer comes back to us for mixing and mastering. We have a team of about 100 engineers from all over the world who do this as volunteers. And the music gets sent back to the community and disseminated in whatever ways the local community consumes music, be it AM radio, MP3 players or CDs. We also release the music globally on digital platforms.

    People own the rights to all their music so they can get royalties. And it helps in terms of advocacy because this is how they tell their stories directly to the world. This gives power back to people on the ground and also helps rebuild their sense of self-worth. The final piece of that four-month cycle is a community concert where they perform the songs they have written.

    For participants, it is a sort of symbolic graduation, and it also brings communities back together. Survivors of sexual violence who’ve been stigmatised or kicked out of their homes or villages now go on stage in front of a lot of people – we easily get over 1,000 people per show. They sing a song they wrote about their story. Shame is gone, agency is back. Owning your story changes the way the community sees you. I’ve seen husbands who kicked their wives out ask them back and wives say no and laugh at them. I’ve seen mothers of children born of rape start to take care of them for their first time, breaking the cycle.

    Do you work exclusively in places where there’s collective trauma from war? Is your focus on violence against women, or do you also work with other target groups?

    Our data demonstrates that our results are equal across the board, no matter what culture or context or reasons for trauma. We have six sites in the DRC, but we also work in Guinea, Peru, Rwanda, South Africa, Turkey and Uganda, and we’re just starting to work in Canada.

    The idea started in Rwanda, where we worked with the trauma caused by HIV/AIDS, orphaned children and obviously the genocide. Our work took off in the DRC, where participants were primarily survivors of sexual violence, but also with former child soldiers and former sex slaves. In Peru we work with Venezuelan refugees, mostly young kids. In Turkey we work with Syrian refugees who not only have mental trauma from the war but also have physical injuries and disabilities on top of the stigma of being refugees. And in Canada we will be working with Indigenous communities; this work involves a lot of generational trauma that gets passed down.

    The most decisive criterion is whether the community wants us there. We do not parachute in or force ourselves in. We start with community sensitisation aimed at the community taking ownership. We wait for them to ask us to come in, otherwise it just doesn’t work. There needs to be community ownership, because if it is just about the funding or the opportunities you are bringing to an impoverished community, on the first bad day you are going to lose them.

    One of our sites in rural DRC is literally triangulated by three rebel groups. Sadly, this village gets attacked regularly. But we’ve been there since 2016 and haven’t lost a single cable. No one has ever touched the studio. In fact, quite miraculously we haven’t lost anything from any of our sites. Community partnerships really work.

    Do you have any advice to give to other civil society groups about the value of incorporating art into their work?

    Music plays a bigger role than you can imagine, simply because it’s the last thing someone could take away from you. If you’re in an active conflict zone, or you live in extreme poverty, or your community has shunned you, or you are in the hospital after being raped, you may have nothing, but you still have your ability to express yourself through art and music. It doesn’t require any equipment and it doesn’t cost anything: you only need to write some lyrics and a melody in your head to express what you feel.

    I’ve spent a lot of time in some awful places, and it may sound silly but it’s true: music is the last thing people hold on to get up in the morning. It’s the one thing people hold on to no matter what. That makes it an entry point to so much work that civil society can do.

    When I first started with this idea, I was ignored, I was laughed at, I was told point-blank that this was never going to work. But third-party, peer-reviewed research has proved that this works for healing trauma. It works better than literally anything else on offer. It is always hard when you come up with an original idea, but you should persevere.

  • CLIMATE CHANGE: Feminists have pushed for marginalised voices to be heard

    maria nailevuAs calls grow for climate action to be more responsive to frontline communities, CIVICUS spoke to Maria Nailevu, a feminist climate activist from Fiji, about how feminists have been fighting for more inclusive climate policies from the local to the global levels. Nailevu says that United Nations (UN) climate negotiations often claim technical expertise as a reason to exclude diverse voices, but fail to recognise the specific expertise of women, LGBTQI people, people with disabilities, sex workers, rural and remote communities and young people in responding to the climate crisis in inclusive ways.

    As a Fijian climate activist and a feminist, how inclusive of the needs of women, LGBTQI people and other excluded people have you found regional and national climate responses?

    There is still a lot of work needed in terms of inclusiveness within our national and regional climate responses. There are still many key consultation processes that continue to exclude diverse voices that matter – those of women, LGBTQI people, people with disabilities, sex workers, people from rural and remote communities and young people, among others. Also, disaster responses still need to be more inclusive to ensure that all people, regardless of their race, sexuality, or background, have fair access to disaster assistance. After Cyclone Winston in 2016, one of the gaps identified within our disaster risk reduction work was that many marginalised communities were left out from accessing government assistance because it was designed only for traditional family structures. Only men as heads of households received the assistance on behalf of their families, which excluded many people who were already living on or below the poverty line and left them on their own to recover at their own cost.

    Additionally, evacuation centres are not safe for women, girls and LGBTQI people. There have been reports of many human rights violations that arose during the evacuation period. We have also documented cases of LGBTQI people who were willing to risk their lives in temporary shelters because of fear of violence and discrimination at evacuation centres.

    The 2017 climate change Conference of Parties (COP 23) hosted by Fiji emphasised the need for dialogue through the distinct Fijian process oftalanoa – a form of inclusive, participatory and transparent dialogue. What do you think decision-makers can learn from talanoa in terms of listening to diverse perspectives?

    I was fortunate to be part of the Talanoa Dialogue in 2017, when I was with DIVA for Equality representing the voices of lesbian, bisexual and transmasculine (LBT) women as well as women from rural, maritime and urban poor communities. As a grassroots feminist, climate activist and a woman holding diverse identities, I personally felt that it was a wonderfully designed platform because of the opportunity it provided for diverse voices to have a direct say in the process. I think decision-makers should create and support more inclusive and safe spaces that encourage the expression of diverse perspectives and shift away from tokenism and the focus on technical capacities.

    Do you think the voices of diverse groups, and particularly of young people, have been heard in climate decision-making in Fiji?

    Having the voice of young people heard has been a continuous challenge. However, in my feminist and climate justice work I feel that there are now spaces slowly opening up for young people and other marginalised voices. This has happened as a result of the continuous push by the feminist movement, and especially by DIVA for Equality, which has been doing great work in connecting direct voices that matter with key spaces.

    I also personally feel that if youth spaces are shrinking, young people have the potential to shift that around by being radical and starting to implement actions rather than staying frustrated at decision-makers and our failing system. Young people can easily organise and act through community activities – such as planting trees, doing clean-up campaigns and conducting awareness drives – so that true work and commitment become visible, which can capture the attention of our leaders and reflect on existing processes.

    Greta Thunberg is a great example of the younger generation having enough and speaking up to our failing system. Look at her now: she not only has the attention of our leaders, but also got international attention. The beauty behind this revolution is that it all started with Greta taking a day off school in 2018 to go sit and outside the Swedish parliament to call for stronger action on global warming. It was just her, on her own, holding up a sign that said, ‘School strike for climate’.

    From your experience, do regional and global climate talks offer meaningful opportunities for the participation of frontline communities? If not, how do you think these processes could be improved?

    I find UN climate-related spaces complicated, and I’m sure it’s the same for any feminist and climate activist from the global south. This happens for a few reasons.

    First, gender balance in government delegations has always been a challenge in COP spaces. There are times you need to speak to your national and regional government delegations and it’s difficult for women when almost the entire teams are male. Another related challenge is that delegation members themselves are not familiar with gender and human rights issues and their interlinking impacts on climate change. This becomes a barrier to our work and efforts to influence our national and regional positions.

    Second, there are almost no spaces and proper support systems for women from the global south to have a direct influence in the process. For COP 23, DIVA for Equality organised side events for the first time. We brought in women from the Pacific and elsewhere in the global south to speak about challenges and strategies. This was a breakthrough, as it created a stronger network of women working on similar issues. We also hosted a side caucus so that we could all find ways to support each other during the intense two-week process, which was helpful for women who were participating for the first time and feeling completely lost and consumed in the process.

    Third, technical aspects tend to be prioritised over the importance of diverse knowledge. There seems to be a prevailing narrative that when you are from the global south or from a marginalised community, you are nothing but a victim. This shifts the attention away from the creation of spaces for grassroots women and marginalised groups to have a direct voice, sharing their realities and their strategies in a way that decision-makers can hear and learn from. There are so many spaces for technical capacity-building but so few that recognise and focus on the types of expertise that diverse communities also bring. There are feminist and women-led initiatives and indigenous and traditional knowledge that should be prioritised and integrated within our key climate responses.

    Finally, there is a permanent tension between global north and global south politics. It is always a challenge for feminists from the global north and global south to convene and work together. I have been engaging in all COP events through the Women and Gender Constituency and it’s tough work when there are women from such different backgrounds. There still needs to be a recognition that our contexts are different and climate change impacts differently on us, and there needs to be more practice around power negotiations and a clear understanding of the different positions and politics in the room.

    How are people in Fiji mobilising for a more just and inclusive response to the climate crisis?

    I will speak on this based on my previous work with DIVA for Equality, which is a radical and feminist organisation in Fiji that works on an intersectional and interlinkage approach within a strong universal human rights framework.

    One of the ways in which DIVA addresses inclusive responses is by creating inclusive and safe spaces for all people. Every year, DIVA hosts national conventions for LBT women, feminist bootcamps and an event called the Fiji Women Defending Commons, which convenes rural, maritime and urban poor women who are already doing work on climate, gender and sustainable development.

    These key spaces that DIVA creates bring in excluded communities to come together to learn, share, strategise and work towards building a stronger social movement that connects communities that are doing great work with little support, contributing towards the resilience of their communities. These convenings produce useful outcomes, including outcome documents and demands that are co-produced by participants and shared with all relevant stakeholders, including the government, so they hear directly from people and can act on it.

    DIVA is modeling a great set of work which I hope others, and especially our national and regional bodies, can follow to ensure that all people are included in climate responses if they truly believe in the 'leave no one behind' statement.

    What do you think about the recent climate strikes around the world and the UN response to them?

    There is a unique and powerful aspect of this climate strike, perhaps because it evolved from Greta Thunberg, who I find special because of her diverse identities: she is young girl with autism and she is from an global north country but stood up and spoke out not only for herself but for millions of people, including us in Fiji and the Pacific, who are angry at our failing system and structures and scared of our uncertain future because of leaders who are prioritising thriving economies at the expense of community livelihoods and our environment.

    I find this year's climate strike really impactful and strong. I think it's a sign that people are now aware of the realities of climate impacts; they now understand the facts and the science that are shared by climate scientists on the status of the planet and our entire ecosystems. People cannot stand by and watch our planet be destroyed and our entire human race wiped out.

    I hope the UN sees the seriousness in the key messages shared through the climate strikes and also strongly recognises that we are now in a time of climate crisis, as we can see in the various disasters striking across the globe. This requires a radical shift if we truly want to save humankind, our planet and all living species.

    What are your hopes for COP 25, to be held in Chile in December 2019?

    I hope there will be more support for diverse representation, including within government delegations. I hope global north countries and corporations will commit to their responsibilities through climate finance to address loss and damage for the global south, stop coal production and markets and invest more in renewable energy and gender-just solutions. I hope the objectives within the Gender Action Plan are implemented, monitored and achieved. And I hope the priority of protecting the ocean and marine life will be scaled up, especially around the global issue of plastic reliance and pollution. This will have a direct impact on food security for us and future generations.

  • COLOMBIA: ‘People are tired of the long hegemony of political elites who are also economic elites’

    Gina RomeroCIVICUS speaks about the recent presidential election in Colombia with Gina Romero, executive director of the Latin American and Caribbean Network for Democracy (RedLad).

    Founded in 2008, RedLad promotes the full exercise of democracy as a way of life for the common good in the Americas. It undertakes advocacy in the inter-American human rights system; research through the Citizen Observatory on Corruption, Observatory on Freedom of Religion and Belief, reporting on 11 countries for the CIVICUS Monitor; work to open democratic dialogue within civil society and among civil society and international bodies, governments, the private sector and others; action to strengthen the capacities of Latin American civil society through leadership training; and advocacy in defence of the rights of vulnerable populations.

    How would you assess the choice available between the two candidates in the second round of Colombia’s presidential election?

    It was very revealing that both candidates called themselves ‘anti-system’, positioned themselves against traditional politics and ran outside traditional political parties. Colombian citizens are tired of the long hegemony of traditional parties and of political elites who are also economic elites.

    The defeated candidate, Rodolfo Hernández, represents a right-wing political sector, although his campaign sought to emphasise his closeness to the people by championing the fight against corruption, despite the fact that he is under investigation for corruption. The winning candidate, Gustavo Petro, represents a left-wing position. The fact that a leftist option was elected for the first time in history says a lot about citizens’ social demands, the same ones that have been expressed publicly on the streets since 2019.

    I believe that the second round was not a polarised confrontation between an extreme right and an extreme left, but rather a confrontation between innovative – one could say populist – proposals outside traditional politics, and particularly against the legacy of former president Álvaro Uribe, which is also embodied by the outgoing incumbent, Iván Duque.

    A citizenry fed up with politics and social inequality, which has intensified as a result of the pandemic, made for a ticking bomb that manifested itself in the elections. It is great that this found expression through democratic channels, rather than through political violence, as used to be the case in the past.

    How do you interpret the fact that Hernández made it into the second round?

    Hernández’s presence in the runoff was quite surprising, since the candidates that were thought to have a chance were Federico Gutiérrez and Gustavo Petro. His discourse was one of closeness to citizens. He campaigned hard on social media, especially TikTok, and focused on the problems people systematically prioritise in the polls, such as corruption.

    Hernández was seen as a simple person, who speaks very simply to ordinary citizens, while other candidates’ discourse sounded too lofty. He convinced many people with the argument that, as a millionaire, he would not steal like the others, and would even refuse the president’s salary. He also mobilised many people who do not understand what it means for Colombia to be going through a peace process, who voted ‘no’ in the 2016 referendum on the peace deal, and who had previously elected right-wing presidents such as Duque and Uribe.

    Added to Hernández’s attractiveness were the big mistakes of centre parties and the fear elicited by Petro, both for being from the left and for being accompanied by a Black vice-presidential candidate, Francia Márquez, who had been a domestic worker and graduated from college at the age of 39. All this contributed to Hernández’s success in the first round, despite the fact that he is completely unfamiliar with politics and is neither fit to govern nor to do a good job as an opposition leader.

    What was the campaign for the runoffs like?

    It was a campaign of strong emotions, more than any other in the past. Political emotions are what ultimately determine the course of an election.

    Fear played a big role. Many people in Colombia are afraid of any left-wing project. Moreover, Colombia is a racist, classist and misogynist country, so a candidate like Márquez also caused fear. I met few people who would vote for Hernández because they liked him rather than because they were afraid of Petro. These people described Hernández as ‘the cute old man who fights corruption and has a lot of money’. This is how right-wing populism gets close to the people.

    The anti-Petro campaign circulated disinformation with the sole objective of generating fear, much as had happened in the campaign for the peace referendum. Among these unfounded fears was that Colombia would become a new Venezuela, as Petro would want to stay in power forever, as Venezuela’s Hugo Chávez once did. People repeated this uncritically without realising that, in Colombia, the one who wanted to do this was Uribe, through a constitutional change in 2004 that allowed him to renew his mandate and stay in office for eight years, after which he tried to do it again.

    Another idea associated with Venezuela’s fate was that of impoverishment, currency devaluation and hyperinflation. There was also much talk of the possible business reaction sector to a left-wing government and the supposed large outflow of companies from the Colombian market that would follow. It is true that the dollar rose the week after the election – as it did in Chile when Gabriel Boric won – but the dollar has been rising in recent years and the initial increase has not been catastrophic.

    Fear was also instilled among the public with the irresponsible use of the term ‘guerrilla’ in reference to Petro, who had in the past been a militant in the M19, a now-deactivated guerrilla group. Petro has had a long civilian political career since, and for decades has had nothing to do with any group outside the law. But the stigma remains, which shows how far Colombia still has to go in its reconciliation process.

    Disinformation and digital violence also targeted the two female candidates who ran in this election, Ingrid Betancourt – who stood in the first round of the presidential election – and Márquez. Much research on digital violence argues that when women are in politics, personal information about them is used and facts are misrepresented. But in the case of Márquez, there was real racialised hate speech. Horrible things were said about her, both because of her personal history and her past as a very poor woman, and because she is a Black woman. The worst racist and misogynist jokes were told.

    Colombia needs a profound reflection on how we construct the identity of the other and how we recognise ourselves as a multicultural country. Cali is the city with the second largest Afro-descendant population on the continent, and the entire Colombian Pacific is full of Afro and Indigenous people. But there is a systemic racism that was very apparent in the campaign.

    For the most part, mainstream media have done much wrong by echoing hate speech. A week before the second round, for example, Semana magazine ran a sensationalist cover story wondering who would get elected, the engineer or the former guerrilla fighter. The ex-guerrilla fighter is also an economist, but this was not about the candidates’ professions, but rather about giving a frightening message. In the last months of the campaign, Petro was forced to deny many things, while Hernández hid and refused to participate in any debate.

    Thus, we were sold the idea that we were ‘between a rock and a hard place’ and had to choose the ‘least worst’ candidate. A public narrative was mounted that since the political elite was not represented in this election, all that was on offer was simply bad.

    What kind of voter backed the candidates?

    There was a fairly close overlap between the Colombia that voted ‘no’ in the referendum on the peace accords, the Colombia that in the past elected Duque and the Colombia that now voted for Hernández. It is made up of culturally conservative citizens who fear change, have identified with traditional political elites and have not been drawn to the peace process or felt the appeal of political progressivism. Hernández’s voters in the cities and other parts of the country fear processes of inclusion of vulnerable populations and hardly include Indigenous or Afro-descendant parts of the population. In places with the largest Indigenous populations Petro won with unprecedented numbers.

    The Colombia that voted ‘yes’ in the referendum coincides with the Colombia that voted for Petro. This is the Colombia of the margins, which brings together the least developed regions of the country. Big cities, with the exception of Medellín, also voted for Petro. This is an urban bloc, which Márquez defines as a citizenry made up of ‘nobodies’. The people who voted for Petro are largely a frustrated citizenry that has been affected by corruption like no other, who are not part of the political elite and who have been historically relegated by development processes. These are people who have little, who see in Petro a promise of improvement. Previous candidates have offered no real solutions to their problems – not even a chance of feeling involved.

    The country is divided, but this is not a new division. Past governments have failed to reconcile these differences. We have two Colombias, with immense polarisation: in the elections with the highest participation in the past 20 years, Petro won by just 800,000 votes. That means there are 10 million people who oppose Petro and 11 million who support him. Petro will have to learn how to speak to these two facets of Colombia and ensure that the Colombia that did not vote for him does not feel left behind.

    What are civil society’s expectations or fears following the result?

    Whoever wins, our work as civil society will always remain the same. But personally, seeing what happened when Petro was mayor of Bogotá, I fear that revanchism could hinder the government’s progress. Polarisation, hate speech and the manipulation of institutions can have very serious effects. The potential reaction of the markets to a left-wing government is also a source of fear.

    There is also the fact that Petro is a very passionate person, and often does not communicate in the best possible way; both his and Hernández’s campaigns attacked the press when media criticised them. The press has a fundamental role, and this can be very annoying for any government, but it is essential that it has sufficient guarantees to do its job. There are fears that Petro could be very hostile to the press that is critical of his government.

    Organisations that, like RedLad, engage in international advocacy, are concerned about how Petro will position himself in relation to other Latin American leftists. Currently Latin America has a left that is the source of a lot of hope, that proposes change and is different from the traditional left; this is the left represented by Boric in Chile. But there is also the left of Andrés Manuel López Obrador in Mexico, not to mention the lefts of Cuba, Nicaragua and Venezuela, which have caused serious civic space crises. I think Petro is somewhere in the middle and faces the dilemma of who to side with. I think he should go along a more proactive and development-friendly left.

    Although Petro’s party, Pacto Histórico, achieved good legislative representation in the March 2022 parliamentary election, the transformations he has put on the table are quite broad and deep, and their success they will require a wide political agreement, something that is complex to achieve in Colombia. If this is not achieved, the people who voted for Petro and believed his promises will be frustrated. It will be interesting to see how this government, elected under the banner of the 2019 mobilisations, will respond to people if they happen to mobilise again.

    For the great expectations it has created not to wane, Petro’s government will need to score some early victories, showing progress in advancing the peace process and decreasing the number of assassinations of social leaders. I hope that Petro makes progress on international commitments, that civic space is not further reduced but expanded, and that the freedoms of assembly and expression are guaranteed.

  • COP26: ‘In response to pressure from below, COP26 should develop interventions for just climate action’

    In the run-up to the 26th United Nations Climate Change Conference of the Parties (COP26), which will take place in Glasgow, UK between 31 October and 12 November 2021, CIVICUS is interviewing civil society activists, leaders and experts about the environmental challenges they face in their contexts, the actions they are undertaking to tackle them and their expectations for the upcoming summit.

    CIVICUS speaks with Caroline Owashaba, team leader at Action for Youth Development Uganda and volunteer coordinator of the Girls Not Brides Uganda Alliance.

    What is the key environmental issue in your country that you are working on?

    A key issue in Uganda is the use of large quantities of single-use plastic bags, which have extreme environmental effects. Plastic bags take many years to decompose; they release toxic substances into the soil and, if burned, into the air; they block drains and may cause flooding; and they kill animals that eat them confusing them for food or that get entangled in them.

    A measure to ban the manufacture, sale and use of plastic bags was passed back in 2018, but manufacturers lobbied hard to get more time before the ban went into effect, and as a result its enforcement has been slow and largely ineffective. So earlier in 2021, the government decided to enforce new measures to that effect, alongside a bigger package of environmental measures. 

    While the government works to enforce the ban on single-use plastic bags, we are working on an initiative to produce alternative, eco-friendly and biodegradable materials. This is quite urgent, because right now, if the ban on plastic bags was actually enforced, the supply of biodegradable packaging options would by no means be enough.

    Action for Youth Development Uganda (ACOYDE) is implementing a project named CHACHA (Children for Alternative Change), which uses banana fibre to produce a variety of useful items, such as door and table mats, pillows, interior decorative items and, of course, bags. The waste generated from the banana fibre extraction and the manufacture of these items is recycled to produce high-quality charcoal briquettes that are used as a heat source by young people and women involved in the project in both their homes and workplaces, reducing consumption of fuel while increasing their household income. 

    The whole community takes part in the production process, because they are the major suppliers of banana stems. And the project enables young people, and especially young women, to earn a living for their families. There are possibilities for its expansion, as the emergence of eco-hotels has created an increased demand for eco-friendly products 

    How do you engage with the broader international climate movement?

    We have engaged with the international movement through regional climate change exchanges such as Africa Climate Change Week and as part of the Climate Smart Agriculture Youth Network. We also follow the discussions of the Least Developed Countries (LDC) Group on adaptation, mitigation and financing.

    It has also worked the other way around: ACOYDE has supported efforts to domesticate the international climate framework and fed into the National Climate Change Bill, which was passed in April 2021. The new bill gave the force of law to the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, to which Uganda is a signatory. We then worked to localise the bill. It is key for it to be effectively implemented at a local level because it will help us overcome the climate change injustices in our communities.

    We also connect with the broader climate movement from a gender perspective. I am personally interested in the intersections between gender and climate change. In previous COPs, I was able to contribute to the Gender Action Plan (GAP) that has guided and influenced issues of women and youth in UNFCCC negotiation processes. I participated in GAP progress discussions on gender balance, coherence, gender-responsive implementation, monitoring, and reporting. I have also been active in the Uganda National Gender Working Group and other national climate change processes to ensure the domestication of global standards of gender and financing consistent with the Paris Agreement, including by reporting on the implementation of the GAP provisions in Uganda.

    What hopes, if any, do you have for COP26?

    COP26 should offer spaces to take gender issues to the global level and provide further opportunities for discussion. It should increase women’s participation, undertake gender mainstreaming and ensure GAPs are implemented. It should help amplify the voices of women in climate change negotiations. Women are doing much of the heavy lifting at the grassroots level, but they get too little in return, not just because too little goes to their pockets but also because they continue to be underrepresented and therefore their voices go unheard.

    International forums such as COP26 should provide spaces for grassroots participation and, in response to those pressures from below, COP26 should develop strong interventions for just climate action that are respectful of human rights, including Indigenous people’s rights and the promotion of gender equality.

    Many states are known for their strategy to exploit women’s rights for political purposes. But, the international community practices are not that different either–not to the same end for sure. If international NGOs (INGOs) keep using the strategies and approaches they are using now to fight against gender inequality, progress on gender parity will surely grind to a halt and we will need another 200 years to close the gap.

  • KENYA: ‘Protests against femicides encouraged survivors to seek justice’

    Wangechi_Wachira.pngCIVICUS speaks with Wangechi Wachira, Executive Director of the Centre for Rights, Education and Awareness (CREAW), about recent protests demanding justice for femicide victims and policy changes to combat gender-based violence (GBV) in Kenya.

    Founded in 1999, CREAW is a national feminist women’s rights civil society organisation (CSO) dedicated to protecting and promoting women’s and girls’ rights and addressing systemic gender inequalities, oppression, exploitation and discrimination.

    Why did protest recently erupt in Kenya?

    On 27 January, thousands of women and men took the streets to protest against femicides. The protests were triggered by 14 cases in January alone, and their primary objective was to demand accountability from state agencies, particularly law enforcement and the judiciary, in prosecuting perpetrators of femicide and ensuring justice for the victims. The case of John Matara, accused of killing Starlet Wahu, highlighted the failures of the legal and judicial systems, because he had been previously reported for GBV multiple times but had remained free.

    Femicide Count reported 48 cases in January and February 2024, compared to 152 cases during 2023, which itself was the highest number in the past five years. Data from Africa Data Hub indicates that over 500 women were killed in acts of femicide from January 2016 to December 2023. It also acknowledges the number is likely much higher, with many killings of women not properly categorised as femicide.

    The protest also aimed to raise awareness about the issue, as many people, including those in public office, do not fully understand the severity of femicide as the most extreme form of GBV. A 2021 report by the United Nations (UN) Office on Drugs and Crime revealed that 56 per cent of all female homicides globally are committed by intimate partners or family members.

    Protesters sought to educate the public on victim-blaming, which empowers perpetrators and deters survivors from reporting abuse. By addressing the victim-blaming and shaming associated with GBV, the protests challenged societal norms and encouraged survivors to seek support and justice.

    What were protesters’ demands to the government?

    We urged the president to issue a declaration recognising GBV and femicides as a national crisis requiring an emergency response. Such a declaration must be accompanied by annual reports provided during the State of the Nation address, outlining measures taken to combat the problem.

    We also urge the government to establish a national public inquiry and official review of events or actions ordered by a government body for all femicide cases to track and ensure accountability.

    Given the lack of integrated official data, we also demand the government improves data collection on femicides and GBV, aligning it with international frameworks. This data is crucial for evidence-based policymaking and effective criminal justice responses.

    Additionally, we call for increased funding for GBV prevention programmes and demand an inclusive appointment process for all public positions, ensuring representation from grassroots feminist organisations and youth groups.

    How big a problem is GBV in Kenya, and what are its root causes?

    GBV is pervasive in Kenya, mirroring global trends. It exists in several forms, including physical, sexual, verbal, emotional and economic abuse. According to the 2022 Kenya Demographic and Health Survey, over 40 per cent of women have experienced physical or sexual violence from an intimate partner at some point in their lives. GBV also manifests in harmful practices such as female genital mutilation and child marriages. Femicides are a frequent occurrence and appear to be on the rise.

    The roots of GBV are found in patriarchal underpinnings of our society, which promote harmful social and cultural practices often reinforced by religious beliefs. Power is concentrated in men’s hands and women have little to none. Such unequal dynamics cannot but foster violence.

    Economic factors such as poverty help perpetuate GBV by pushing women to stay in abusive relationships due to lack of financial independence. They also push families in famine-hit areas to marry off young girls for economic gain, and specifically to be able to acquire livestock in return.

    Conflict, crises and displacement leave women and girls especially vulnerable to violence. A recent example is the COVID-19 pandemic, which saw an 80 per cent increase in intimate partner violence in 2020.

    How does civil society work to address GBV in Kenya?

    Civil society plays key roles in addressing GBV. CREAW specifically has a workstream focused on ending violence against women and girls. Over the years, we have provided free legal aid and psychosocial support to over 20,857 GBV survivors. We are among the few CSOs that offer these services. We collaborate closely with state-sponsored legal aid programmes, such as the National Legal Aid Service, to ensure integrated, efficient and timely GBV service delivery. Our work is enhanced by strategic partnerships with various GBV working groups, Court User Committees, relevant health institutions, parts of criminal justice system and community dispute resolution mechanisms.

    CREAW actively engages with legislators and policymakers at both national and county levels to advocate for the development and implementation of regulatory frameworks on GBV. Our advocacy contributed to the passage of the 2006 Sexual Offences Act, 2013 Matrimonial Property Act, 2014 Marriage Act and the 2015 Protection Against Domestic Violence Act.

    The aim of the Sexual Offences Act is to set out what constitute sexual offences, provide ways to prevent illegal sexual acts and protect all people from them. The Matrimonial Property Act sought to provide clear rules for what belongs in a marriage’s matrimonial estate and provide a legal framework for the ownership, management and distribution of matrimonial property that would apply to all types of unions. This was a monumental achievement because it recognised rights women didn’t previously have, such as owning and buying land.

    The Marriage Act consolidated various laws on marriage, provided procedures for separation and divorce and regulated the custody and maintenance of children in the event of separation or divorce. The Protection Against Domestic Violence Act provides avenues for victims and survivors of violence to report their circumstances to relevant authorities, seek legal redress and receive justice.

    CREAW also supports the county governments of Kilifi and Meru, the Kenya Police Service and the Kenyan judiciary in strengthening their mechanisms for implementing existing GBV laws and policies.

    CREAW’s commitment to supporting survivors extends to financial inclusion. Since 2020, we have implemented a programme, the Jasiri Fund (‘bold’ in Swahili) that provides GBV survivors with quality financial services to mitigate the effects of GBV and enable economic empowerment. To date, the project has supported around 1,000 survivors with a total of US$400,000, leading to the establishment of at least 878 women-owned enterprises. The Jasiri Fund offers complementary support, including access to justice, psychosocial support, shelters, business grants and case management grants, accompanied by financial training and business development support. Its success led to its scaling up to cover more counties and support more survivors.

    We are also part of the National Gender Based Violence working group, coordinated by the National Gender and Equality Commission and the National Women’s Steering Committee, and of the National Council on the Administration of Justice Working Committee on GBV.

    CREAW served as a co-convener of the Kenya Chapter of the Africa Unite campaign against GBV. We are also members of the Solidarity for African Women’s Rights and the Sustainable Development Goals Group. We contribute to various campaigns such as Gender is My Agenda and globally contribute to the Generation Equality Forum commitments.

  • Liberia: Prioritize Women, Children’s Health


    Civil Society Organizations (CSOs) have been urged to prioritize women reproductive health and children malnutrition in the post 2015 development agenda.


    Professor Gita Sen said the role of civil society organizations in mainstreaming gender and women issues are cardinal to the post 2015.


    Prof. Gita Sen spoke Monday when he served as keynote speaker at the opening of the third High Level Panel (HLP) CSOs preparatory meeting on the post 2015 Development Agenda.


    The two-day Monrovia meeting is part of consultations with CSOs jointly organized by the Africa-wide post 2015 working group and the Liberia CSO post 2015 working group, the United Nations Secretariat outreach desk, the UN Secretary General Secretariat and representatives from other southern CSOs networks.

  • MEXICO: ‘The problem of insecurity is paramount, but it cannot be solved with militarisation’

    CIVICUS speaks about the militarisation of security in Mexico and its implications for civil society with Sofía de Robina, a lawyer with Centro de Derechos Humanos Miguel Agustín pro Juárez-Centro Prodh.

    Centro Prodh is a Mexican civil society organisation (CSO) founded in 1988 by the Society of Jesus with the aim of defending victims of serious human rights violations and promoting structural changes to allow all people in Mexico to enjoy and exercise the full range of their human rights equally. Its work focuses specifically on Indigenous peoples and groups, women, migrants and victims of repression.

    What trends do you see in the militarisation of public security in Mexico?

    At Centro Prodh we have seen that starting in 2006, with the deployment of the armed forces in the fight against drug trafficking, there has been an increased focus on the use of force by elements of the military sector instead of on strengthening the civilian police with a focus on prevention and prioritising access to justice and the fight against the corruption of authorities linked to organised crime. Consequently, rather than decreasing, violence increased, as did human rights violations.

    The presence of the army and its responsibility for human rights violations dates a long way back – it was involved in the so-called ‘dirty war’ of the 1960s and 1970s. However, this trend deepened under the administration of President Felipe Calderón of the National Action Party, continued under President Enrique Peña Nieto of the Institutional Revolutionary Party and further intensified under the current government of MORENA’s President Andrés Manuel López Obrador.

    Over 80 per cent of the current members of the National Guard – created in 2019 through a constitutional reform and initially under the civilian command of the Ministry of Public Security – come from the military. According to the National Guard Law, the institution performs tasks of migration review and supervision, surveillance and investigation. This is extremely worrying as it is becoming a military body. Practically all of its commanders, both administrative and operational, come from the Ministry of National Defence (SEDENA), which means the National Guard is increasingly subordinate to the army.

    Congress recently approved an executive initiative to reform the National Guard Law, transferring its operational and territorial command to SEDENA. This is contrary to the constitution, which establishes that public security should be the responsibility of civilian institutions, as ratified by the Supreme Court.

    In addition, in 2020 it was established that the armed forces could continue to carry out tasks related to public security, without making clear how they would comply with the principles of exceptional, extraordinary, subsidiary, complementary and supervised intervention. Initially it was agreed that they would do so until 2024, but Congress has just approved a reform to extend the deadline until 2028, without providing any justification.

    All these decisions are evidence of the government’s commitment to militarised security instead of strengthening civilian police forces and state and federal prosecutors’ offices, which we believe would be more appropriate if the objective is to investigate crimes and human rights violations.

    Moreover, military presence has been strengthened not only in the area of public security, but also in other areas of public administration, such as customs and ports, as well as in the construction of public works. The armed forces have one of the largest budgets in the public administration and are not subject to adequate controls, even though they have historically been characterised by a lack of transparency and accountability.

    The National Human Rights Commission has shown no signs of true autonomy when it comes to military oversight. This is evidenced by the small number of recommendations it has issued despite the abundance of complaints involving the National Guard, as well as its refusal to challenge the unconstitutional legal changes.

    The attorney general’s office has also failed to carry out relevant investigations into the matter, perpetuating impunity. Oversight bodies are clearly not a sufficient counterweight to SEDENA’s growing power.

    Why has this trend developed?

    It is undeniable that the current context is one of unprecedented violence and that organised crime carries great weight in Mexico. It is responsible for many human rights violations, often in collusion or at least with the acquiescence of authorities at all levels. In some places, removing the armed forces overnight would not be the most appropriate measure to take.

    It is understandable that both the government and society are concerned about security: it is one of the problems that most affects Mexicans. However, the government has opted for militarisation, indicating that there are no other options available. Meanwhile, it has not taken any steps to strengthen adequate investigations to dismantle corruption and organised crime networks.

    The militarisation of security has not yielded good results. It has failed to reduce violence and has perpetuated human rights violations. For this reason, international organisations promote a ‘programmatic’ or gradual withdrawal of armed forces, while civilian forces and access to justice are strengthened. However, these recommendations are not being heeded and the role of the armed forces continues to be increased.

    We can’t emphasise enough that action must be taken to tackle insecurity. But it is important to discuss what measures should be employed. We believe it should be done by strengthening the civilian police and improving access to justice, and not by means of militarisation.

    How is Centro Prodh working on the impacts of militarisation?

    Centro Prodh defends and supports people who have been victims of serious human rights violations, mostly enforced disappearances, torture and extrajudicial executions. We work from a comprehensive defence perspective that includes legal defence, organisational and educational support for communities and organisations, international litigation, campaigns and public policy advocacy.

    Militarisation is one of the main focuses of our work because it has a great impact on human rights, especially for people in vulnerable situations and historically excluded people who are at the centre of our attention: poor people, migrants, Indigenous people and women.

    Although militarisation has deepened in recent years, Centro Prodh has long worked on cases of serious rights violations due to military involvement in public security. These types of abuses have always occurred, and we do not foresee them stopping any time soon.

    It is common that, as in the Tlatlaya case – where it’s alleged senior army officers ordered soldiers to kill suspected members of criminal gangs and survivors were tortured, and which remains unpunished – the armed forces carry out detentions making a disproportionate use of force and resort to torture to fabricate evidence, without being held accountable for it.

    We have worked on cases that have reached the Inter-American Court of Human Rights (IACtHR), such as the case of the Campesinos Ecologistas (‘environmental peasants’), two peasants who were defending their land and were arbitrarily detained and tortured by military forces. In 2010, the IACtHR ordered the Mexican state to redress the violations suffered by the two activists and implement structural changes to eradicate the causes of the abuses: to maintain an updated register of detainees with accessible information and control mechanisms, investigate allegations of torture and reform the Code of Military Justice to ensure that military jurisdiction does not apply to cases of human rights violations.

    We have also worked domestically on case of torture committed the armed forces – and specifically by SEDENA and the navy – which have often included sexual violence against women, including cases brought by Claudia Medina and Korina Utrera, Denis Blanco and Charly Hernández.

    In working with the families of the 43 students who were disappeared in Ayotzinapa in 2014, we have also observed the resistance of the armed forces to hand over information and be held accountable.

    In short, our concern about the militarisation of public security stems from our work to document and support action on cases of serious human rights violations committed by the armed forces.

    How is civil society responding to militarisation?

    Civil society has mobilised against militarisation for many years, and not just under the current government. This has been a longstanding and ongoing concern.

    Organisations working on the ground throughout Mexico have documented the impacts of militarisation. The Women’s Human Rights Centre in Chihuahua has done crucial work documenting violations, particularly disappearances perpetrated by the armed forces, and obtained a recent IACtHR ruling in the case of Alvarado v. Mexico, which established that ‘the intervention of the armed forces in public security activities must be based on criteria of strict proportionality, exceptionality and due diligence to safeguard the guarantees established in the Convention, because the fundamental role of the military forces cannot be conciliated with the essential functions of the civil authorities’.

    Organisations such as Tlachinollan have highlighted the repercussions of the presence of the armed forces in Indigenous and poor territories. They have worked on cases such as that of Inés Fernández and Valentina Rosendo, two Indigenous women who survived sexual torture by the armed forces, which led to a ruling by the IACtHR.

    Many local organisations, such as Fray Matías de Córdova Human Rights Centre in the south of Mexico and Casa del Migrante de Saltillo in the north, have expressed concern about the militarisation of the borders and the National Guard’s conduct in migration-related tasks .

    International human rights organisations have expressed similar concerns. The Inter-American Commission on Human Rights has been vocal on the issue since its first visit to Mexico in 1996. It has issued constant recommendations to successive governments ever since.

    So have various United Nations’ (UN) human right experts, such as the Working Group on Arbitrary Detention, the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment and the Special Rapporteur on extrajudicial, summary or arbitrary executions. The Committee on Enforced Disappearances recently visited Mexico and referred to militarisation as one of the main reasons why we currently have more than 105,000 disappeared people.

    The Office of the UN High Commissioner for Human Rights has also consistently and emphatically expressed its concern about the military presence and resulting human rights violations.

    What alternatives is civil society proposing?

    Civil society stands in line with the recommendations made by international organisations, which are very clear: a programmatic withdrawal of the armed forces should be undertaken and civilian institutions should be strengthened – by means of training, funding and a public security strategy that addresses the root causes of the problem – alongside investigative institutions to ensure access to justice.

    Unfortunately, instead of following these recommendations, the government has deepened militarisation not only de facto but also de jure, through the creation of a dense legal and institutional framework. This indicates that the trend will be difficult to reverse and will have long-term consequences. SEDENA has always resisted controls and will not voluntarily give back the power it has gained, and it will not be easy for future governments to take it away from it. The possible erosion of the military’s subordination to civilian power opens up a question mark over the future of democracy.

    What kind of support could the international community provide?

    It is very important for the international community to keep an eye on what is happening in Mexico, monitor the decisions being made, defend civil society in the face of a government that has repeatedly restricted its work and that of independent journalists, and offer support to victims. We need their help so that human rights are placed at the centre of our politicians’ decisions.

    Our criticisms are not personal or partisan attacks. Over the years we have looked at the faces of people who have suffered the consequences of militarisation first-hand. The work we do is indispensable in any democracy.

A wide set of policies and political reforms must be put in place for that end, and development cooperation has had in the past and must have in the future a stronger role in fighting and correcting gender and economic inequality.

  • Nigeria: Post 2015, 10 Manifestos and Maternal Health

    The atmosphere was pensive and highly emotional at the Professor Mahmoud F. Fathalla, a professor of obstetrics and gynecology and chair of the WHO Advisory Committee on Health Research was reciting the proposed 10 manifestos for maternal health post-2015.

    Some couldn't control it, as tears dropped and the entire hall gave him a standing ovation at the end of the citation. It wasn't an ovation for the respected professor only but an ovation that depicts people's resolve to support the implementation of the manifestos.


    It was the closing ceremony of the 2nd Maternal Global Health Conference which took place from January 15 to 17, 2013, with over 800 experts in maternal health that came together in Arusha, Tanzania, to present the latest evidence on improving the quality of care for women during pregnancy and childbirth.

  • SPAIN: ‘Women are no longer willing to tolerate disrespect or abuse of power’

    EleonoraGiovioCIVICUS speaks with Eleonora Giovio, sports editor of the Spanish newspaper El País, about the systemic abuses faced by women in sport, evidenced in a recent case of abuse of power by the highest authority in the Spanish football federation.

    What were the public reactions to the non-consensual public kissing of a female player by the president of the football federation?

    The first reaction to the non-consensual kiss that Luis Rubiales, president of the Royal Spanish Football Federation (RFEF), gave to the player Jenni Hermoso during the celebration of the Spanish team’s victory in the Women’s World Cup was of astonishment, followed by strong condemnation on social media.

    The worst thing for me was that the same night, and after Hermoso had recorded a video in the dressing room in which she said she didn’t like being kissed, Rubiales went on a radio programme joking about it with the presenter. They took it as a joke, they laughed at women, Rubiales said he was not up to this ‘bullshit’ and that the people who had been bothered by the kiss were ‘dumb asses’. He downplayed his macho and inappropriate behaviour. He obviously saw no abuse of power, and he insulted all of us who had found the kiss unacceptable.

    As a result of these statements, rejection on social media became stronger, as well as more widespread, because the event was televised live all over the world. The radio host apologised the next day because, he said, he was unaware of the legal aspects of the question and had not realised this could be a crime.

    Public condemnation was widespread and politicians quickly joined in. The tsunami was finally unleashed when team captain Alexia Putellas, who had kept a low profile and stayed out of the spotlight all year, tweeted her famous #seacabó (#ItsOver) hashtag in solidarity with her teammate Hermoso. From then on it was unstoppable.

    However, very few players in the men’s squad spoke out. I didn’t expect otherwise because I know how sexist and misogynist the world of football is. Another example of this is the case of Dani Alves, a player currently in custody on sexual abuse charges. When the situation came to light, the reaction of the FC Barcelona coach was to say he felt sorry for him. They never put themselves in the place of the victim.

    Another case in which silence was thunderous was when WhatsApp messages from a coach of the Rayo Vallecano women’s team came to light in which he encouraged gang rape as a way to unite the team, and nobody in the world of football spoke out to say that this was intolerable and shameful.

    There are obviously some who think we women are overreacting. But the reality is that we are no longer willing to tolerate disrespect or abuse of power. There is no turning back now.

    Why did the sport’s governing bodies take so long to condemn the incident? What would have been the appropriate response?

    The RFEF not only took too long to condemn the incident, but initially forced Hermoso to make a video with Rubiales to give a false image of unity and calm. Hermoso refused and the Federation issued a statement attributing phrases to her that she says she didn’t say. This is very serious and the Public Prosecutor’s Office has filed a complaint for coercion in addition to sexual assault.

    Notably, it was FIFA that, despite its long history of corruption scandals, disqualified Rubiales. While the Spanish government was very emphatic, the RFEF is a private body. Mechanisms for disqualifying a federation president are very complicated, and on top of that the Administrative Court of Sport found Rubiales’ misconduct to be ‘serious’, but not ‘very serious’.

    The RFEF is a tremendously macho structure. Its members are men from territorial federations who support and cover for each other. Federations are a territory not just of men but mostly of macho men. Many of them have been in office for many, many years. Profound restructuring is needed. In Spain there are only two women heading federations and only 14 per cent of federations’ executive positions are in the hands of women. At this rate, substantial change will take several decades.

    Although it is very difficult to withdraw sponsorships, as contracts must be fulfilled, I found it ugly that sponsors did not condemn a gesture that was not only out of place but also a crime. The only sponsor to issue a condemnatory statement was the airline Iberia. Iberdrola, an electricity company and the one that has invested the most in football and women’s sport, issued a statement only after I published an article on the El País website. The rest remained silent. I think they should have been firmer in their condemnation, particularly in the context of the unanimous rejection throughout Spain.

    Do these things happen frequently in sport?

    I think sport is not free from abuses of power, psychological abuse and sexual abuse. These happen in society, in the church, in entertainment, everywhere. There is no reason to expect sport to be free of abuse. However, it is particularly difficult to bring this to light because of the deeply rooted idea that sport provides a positive environment and is good for the development of boys and girls, fostering coexistence and instilling values of effort and sacrifice. Nobody wants to expose its darker side.

    Hopefully the case of Jenni Hermoso will serve as an opportunity to undertake a profound restructuring, starting with football but including other sports federations. It is a good time to begin to change the dynamics of power and ways of working, reform structures and include more women, of which there are many who are very well prepared. Abusive behaviour and power dynamics that subordinate women must cease to be considered normal. I have the feeling that in 15 or 20 years’ time we will remember this as the moment when change began.

For women human rights defenders, this means their bodies have become the battleground on which the fight for civil liberties is being waged.

  • ZIMBABWE: ‘Young women should be at the centre of discussion of the issues affecting them’

    Margaret MutsamviCIVICUS speaks about the upcoming International Women’s Day and Zimbabwean civil society’s role in eliminating gender inequality with Margaret Mutsamvi, Director of the Economic Justice for Women Project (EJWP).

    Established in 2017 with the purpose of helping narrow the gender inequality gap, EJWP is a civil society organisation (CSO) that works with young women to realise their right to sustainable economic independence. It promotes women’s socio-economic independence and full participation in economic governance and public resource management. It provides knowledge, skills and support to young women in local communities so they can self-organise and advocate for their socio-economic rights at all levels.

    Has the COVID-19 pandemic impacted disproportionately on women and girls in Zimbabwe?

    The pandemic definitely had a disproportionate impact on women and girls, first of all, because of Zimbabwe’s capitalist-centred response to containing the virus. Lockdown regulations entirely shut down the informal sector, in which 65 per cent of the Zimbabwean population is employed, restricting all movement except for formally registered employees who could present letters on their company letterheads, and of course frontline workers.

    It should be noted that more than 67 per cent of the people working in the informal sector are women, so shutting down their income source pushed most of them into abject poverty, with no alternative livelihoods provided for.

    Second, the prolonged lockdowns that followed found most survivors of gender-based violence (GBV) and those at risk of it locked up with the perpetrators of violence. As a result, GBV levels rose to a record-breaking 2,000 cases in the first month of the first lockdown, as reported by Msasa Project. Rape cases also increased under lockdown.

    Third, the prolonged shutdown of schools, which lasted longer than eight months, created a productive gap among young women and induced extreme poverty. Possibly to escape this, many were forced into early marriages and teen pregnancies.

    Fourth, the shift to online tools for learning purposes, along with a lack of smart devices, data poverty, and the unavailability of internet connections, left a huge proportion of students out of education, particularly in rural areas. Research carried out by the Women's Academy for Leadership and Political Excellence indicates that only 35 per cent of students had access to online learning. When those left out of school were girls, too often they ended up in forced marriages or pregnant.

    Additionally, lockdowns in Zimbabwe resulted in shrinking civic space. People were unable to exercise their right to protest in the face of deteriorating socio-economic rights, so women were not able to do much despite the fact that they were worst hit by this regression.

    Notably, it was under lockdown that the Constitution of Zimbabwe Amendment (No. 2) Bill was passed. The bill would allow the president to appoint judges to the Constitutional, Supreme and High Courts without legislative approval. He would also be able to choose his two vice presidents without an election and be able to delay the retirement of the chief justice by five years. CSOs organised the #ResistDictatorshipConstitution rally. Two young women, Namatai Kwekweza and Vimbai Zimudzi, were arrested during a peaceful protest.

    Civic space has continued to shrink. As recently as January 2022, an initiative – the Private Voluntary Organisations (PVO) Amendment Bill – was submitted that will criminalise the work of CSOs. The bill ostensibly seeks to comply with international standards intended to ensure that CSOs are not misused by terrorist organisations, but this is being used as an excuse to clamp down on Zimbabwean civil society.

    What has civil society done to support women and girls in this context?

    CSOs were up and running providing services to people who reported cases of infection, putting out online campaigns, mobilising solidarity, providing information materials for COVID-19 awareness and prevention, providing sanitisers and masks at vegetable markets to ensure the informal sector could remain open and taking to the courts to challenge some unconstitutional government decisions. For instance, demolitions in the informal sector were challenged by the Chitungwiza Residence Trust and some activists held protests even though they knew they would get arrested.

    As for ourselves, for a while, we were able to assist nearby communities in Chitungwiza, Epworth and Hopley, primarily by raising awareness about COVID-19 and handing out masks and sanitisers. We were also able to monitor key developments in communities throughout lockdowns through our community champions.

    Movement was not easy, particularly, because the work done by CSOs is not considered an essential service. Since we had some projects running that were initially intended to be implemented through face-to-face activities, we had to shift online, with online engagement, online campaigning and online activities. We are now starting to do online advocacy campaigns through theatre. We have a series called ‘Zviriko’ that streams every Tuesday on our Facebook Page.

    What are the main challenges for women's rights in Zimbabwe, and how is civil society addressing them?

    The main women’s rights issues are socio-economic rights. It is appalling just how normalised the lack of adequate social services delivery for women is. This increases the burden of unpaid care work. As a privatisation agenda is implemented, limited access to basic health and basic and affordable education has decreased further. Decent work is a distant aspiration given the levels of abuse and rights violations that take place in the informal sector.

    Additionally, there is an ongoing battle between the state and the Zimbabwean Constitution. The politics at play is unable to provide 50 per cent of female representation in political positions. There is no political will to facilitate the implementation of constitutional provisions as far as gender equality is concerned.

    CSOs have consistently responded to this by providing services to survivors of varying forms of abuse, providing legal recourse, and creating awareness of these rights to build citizen agency.

    There have also been lots of online campaigns, petitions and engagement around stopping the PVO bill that will deprive female citizens of much-needed socio-economic support once the work of CSOs is directly under state control.

    The women’s movement continues to advocate for the full implementation of our new constitution and parity in political representation. Among other strategies, they are holding online campaigns and actively supporting aspiring female candidates to public office.

    The International Women’s Day theme for 2022 is #BreakTheBias. How are you organising around it in the communities you work with?

    Due to our focus on social and economic rights, #BreakTheBias speaks directly to our mandate, which is building women's power to defeat the socio-economic inequalities that continue to sideline women, particularly young women. We do this in many different ways.

    First, through research and documentation. We believe that information is power, so producing knowledge is our first step towards evidence-based programming and advocacy.

    For instance, we are currently conducting research about the nexus between illicit financial flows and tax justice in the extractive sector and young women in Zimbabwe. We have produced an assessment report to position young women in the 2022 national budget and the recently pronounced monetary policy statement, and we have published a policy brief advocating for gender-responsive policies for pandemic recovery.

    We have also produced documentaries about the experiences of young women in mining communities and the socio-economic barriers faced by young women due to climate change.

    Second, we strengthen the capacities of young women through training. We are currently providing training on fiscal literacy in Harare’s informal peri-urban communities, aimed at strengthening these women’s voices and agency in economic governance in Zimbabwe. In partnership with Transparency International Zimbabwe, we are also working to build women’s knowledge on gender and corruption. EJWP is also working on capacity building for young women on socio-economic rights and transformative feminist leadership.

    Third, we feed our research into advocacy initiatives. We have ongoing advocacy with a series of stakeholders, particularly the Ministry of Finance and Economic Development, parliamentarians, the Gender Commission and other government agencies involved in gender issues.

    Finally, we bring change to communities by encouraging people to address issues from the ground up. We have four Community Action Hubs so far and continue to build towards breaking gender bias by empowering young women. Our hope is that one day young women can be at the centre of key conversations regarding national resource collection, distribution and use. We also envision young women taking leadership positions at all levels, enabling them to add authoritative voices towards redressing the issues that are key to them.
