The EENA in Benin was undertaken between January and July 2016 by Groupe d'Action pour le Progrès et la Paix (NGO GAPP - BÉNIN).

The research found that despite the law that regulates freedoms of association and peaceful assembly being old, these freedoms are guaranteed and fully enjoyed by citizens. There is now a law review underway and it has led to a need for support of ongoing reforms such as awareness raising of newly elected Members of Parliament on the importance of reforming the Law of 1901 and to highlight the reforms proposed by GAPP.
