The EENA in Mexico was undertaken between by the Mexican Center for Philanthropy (Cemefi). 

After conducting the research, the team proposed that Mexico develop strategies to promote a greater culture of philanthropy in order to increase the number of CSOs.  They also encouraged the development of mechanism to enable more engagement and advocacy on public policy between government and CSOs in order to strengthen relations between government and CSOs. Another key area for improvement they identified was the need to protect the freedoms of association and peaceful assembly.
