Italy’s New Security Decree Threatens Democracy, Say Over 70 NGOs

More than 70 civil society organisations—including CIVICUS—have sounded the alarm over Italy’s new Security Decree, warning it poses a serious threat to democracy amid a systemic deterioration of the rule of law.

In a joint letter to EU Commissioner Michael McGrath, the organisations call on the European Commission to act urgently—by launching a legal review of the decree’s compatibility with EU law and considering infringement proceedings.

The letter comes ahead of widespread demonstrations against the law, with a national mobilisation planned for 31 May.

Italy was added to the CIVICUS Monitor Watchlist in March 2025 due to mounting concerns about restrictions on civic freedoms and the shrinking space for dissent.
