Bringing the fight against corruption to the Millennium Development Goals
In a few days, an array of world leaders and thinkers – from politicians to Nobel Prize winners- will meet in Liberia to debate the state of the world’s development and where we are going.
They have been called together as part of a high level panel put together by the United Nations to set out the key priorities that must be tackled if we are to end poverty on the global and local level. In Liberia’s capital of Monrovia, panel members will discuss issues that will succeed those outlined in the Millennium Development Goals (MDGs), which will end in 2015.When the MDGs were adopted in 2000, they set forth global pledges such as to collectively cut hunger, guarantee gender equality and get all children enrolled in elementary school. These aims grew out of promises outlined in the Millennium Declaration. More than 13 years later, too many of the declaration’s commitments are unlikely to be met. Much of this derailment is seen as the failure to address governance and corruption as part of the priorities- a point TI has been arguing.

Liberia buzzes at latest talks on Post- 2015 Development Agenda Begin
The bunting has been hung, there is a smell of fresh paint at the airport, and posters dotted around Monrovia suggest something big is happening in the city this week.
On Tuesday, the technical sessions of the UN high-level panel (HLP), which has until May to come up with a vision to shape the post-2015 development agenda, began. On Friday the Liberian president, Ellen Johnson Sirleaf, and her HLP co-chairs – David Cameron, Britain's prime minister, and Susilo Bambang Yudhoyono, president of Indonesia – are expected to offer a clearer idea of what that vision may be when they issue the panel's first communique.
What is it likely to contain? Job creation is expected to make an appearance. The World Bank's 2013 World Development Report, published last year, said more than 600m new jobs will be needed over the next 15 years, particularly in Africa and Asia. An estimated 200 million people around the world are unemployed, of whom more than a third are under the age of 25. There is concern among leaders about what to do with the "youth bulge" – the young people who have benefited from the millennium development goal (MDG) to get more children into school, but have few opportunities once their education is completed.Read more at Poverty Matters Blog

LIBERIA: ‘Anyone who committed crimes during the civil wars should be prosecuted, wherever they are’
CIVICUS speaks about the current war crime trial against former Liberian rebel commander Kunti Kamara with Adama Dempster, Secretary General of Civil Society Human Rights Advocacy Platform of Liberia.
Civil Society Human Rights Advocacy Platform of Liberia is a civil society network that brings together human rights civil society organisations (CSOs) across Liberia to advocate for human rights and bring justice and redress to the victims of human rights violations.
What is the significance of the ongoing trial of Kunti Kamara?
Kuinti Kamara’s trial is significant because it offers hope to the victims and survivors of Liberia’s civil wars, and especially to the direct victims of the atrocities he committed. It is also an indication that no one is above the law regardless of the position of power they occupy.
Kamara is the former commander of the United Liberation Movement of Liberia for Democracy. a rebel group active in the early 1990s. He stands accused of imposing a state of terror on the population of Lofa, a county in north-western Liberia, during the first civil war from 1989 to 1996, which left a quarter million people dead.
Widespread atrocities – unspeakable crimes – were committed in Liberia. Kamara is charged with crimes against humanity, torture and acts of barbarism. He appears to have been involved or complicit with the forced recruitment of child soldiers, gang rapes, sexual slavery, looting, extrajudicial executions and even cannibalism. Nobody who commits such crimes should be able to avoid judgment.
Kamara is among the second group of people to be prosecuted for their role in the civil wars. His trial has recently begun at a French Court of Appeals in Paris, where he is being prosecuted under the legal principle of universal jurisdiction, according to which crimes against humanity know no borders.
This means that no matter where the perpetrators find themselves, whether in the country where they committed their crimes or anywhere else, they can still be held accountable, and justice can be served. CSOs on the ground have had the opportunity to speak in trials involving Liberians abroad and victims and survivors have had their say. The international community is helping us seek justice by bringing the accused to trial. That makes it unique and important to the quest for justice in Liberia.
How does civil society in general, and your organisation in particular, work for justice and accountability?
Since the civil wars ended in Liberia in 2003, civil society has played a leading role in seeking justice by investigating and documenting human rights abuses committed during the time of the conflict, advocating against the culture of impunity and helping victims, including by raising their voices.
To live in an environment that recognises human rights, we must first deal with unaddressed human rights violations that happened in the past. While we advocate for improving the current human rights situation, we also advocate for past human rights violations to be addressed so we can move forward.
Civil Society Human Rights Advocacy Platform of Liberia is a coalition of human rights CSOs. Along with the Global Justice Resource Project, a global digital platform that connects local CSOs seeking justice around the world, we document war-related atrocities committed in Liberia and work to make sure those responsible are prosecuted.
We understand that our society is still traumatised by the civil war, so we work to create awareness, educate and sensitise local communities on human rights issues. We train local human rights community-based CSOs across Liberia so they can also carry out advocacy work and help victims and survivors.
Advocacy is one of the strong elements of our work, which we use to shift the understanding of human rights issues at the national and regional levels so violations can be addressed. Our advocacy involves engaging with stakeholders from relevant institutions, the government and the international community. We specifically work with foreign governments so that any individual who committed crimes in Liberia during the civil wars can be prosecuted regardless of where they are in the world. Diaspora advocacy is also part of our work.
Over the years we have engaged in the follow up of the recommendations of the Liberian Truth and Reconciliation Commission (TRC), issued in 2009 and not yet implemented. We also conduct workshops with university students so they can learn about the importance of the TRC’s recommendations and measures the government should adopt to implement them.
We have had the opportunity to engage with the United Nations (UN) Human Rights Council’s Universal Periodic Review process by submitting a shadow report on the human rights situation in Liberia, and with the UN Human Rights Committee, where we participated in the review of the implementation of the TRC’s report.
Have you faced any challenges in the course of your work?
We have faced several challenges in doing our work. As human rights defenders we face continuous risk and are threatened by the very fact that we live among the people who committed the unspeakable crimes we work to bring justice over.
We have been placed under surveillance, followed and monitored by various groups that feel targeted by our work. People working on war crime cases have been threatened directly or indirectly through text messages and on social media. There is no law or policy to protect human rights defenders in Liberia. But because we want to see human rights recognised and respected, we continue to take the risk and carry on our work regardless of the threats.
Following up on the recommendations of the TRC report for more than a decade has also been challenging due to lack of political will and technical and funding support for advocacy around their implementation. Most organisations involved urgently need technical capacity to be able to continue their work.
What are the chances that Kamara’s trial will bring justice?
The Kamara trial has given Liberians hope that when crimes are committed, there is a possibility of justice being done. The fact that charges were brought and Kamara was put on trial made us believe justice will be served. It is also an opportunity for the accused to prove his innocence.
The trial also made us more hopeful that the Liberian government will realise it must urgently implement a mechanism capable of bringing justice in the country. We understand this might take time due to lack of resources and capacity, but a plan should be put in place towards that end. Kamara’s trial highlights the importance of establishing a mechanism in Liberia so that other people who stand accused can be brought to justice and victims and survivors can receive justice no matter the time or place.
The recent visit to Liberia by the US Ambassador-at-Large for Global Criminal Justice, Beth Van Schaack, was a strong signal of support for our efforts to bring accountability and has given us a sense of hope and of being on the right path to challenging the culture of impunity.
What kind of support does Liberian civil society need from the international community?
We need the international community to encourage our government to live up to its responsibility to bring accountability and justice to its citizens when their human rights are violated. Our government has not shown the required political will so far, but we believe pressure from the international community will make it see the urgent need to hold perpetrators of war crimes accountable. The government should request support from the international community, including technical and financial support to establish a court to that end.
Funding is also needed to set up programmes to support victims and survivors. Most people who were sexually exploited during the wars have not even had the opportunity to seek medical help. So we also need the international community to help us put together and fund programmes bringing trauma counselling for victims, survivors and their families.

Liberia: HLP Must Formulate New Global Development Goals
Our country, Liberia is currently hosting a United Nations High Level Panel Post 2015 Millennium Development Goals (MDG) meeting. The 26-member panel was set up by United Nations Secretary-General, Ban Ki-Moon, in May 2012 to advise him on the Global Development agenda after 2015 (At the expiration of the current Millennium Development Goals).

Liberia: Prioritize Women, Children’s Health
Civil Society Organizations (CSOs) have been urged to prioritize women reproductive health and children malnutrition in the post 2015 development agenda.
Professor Gita Sen said the role of civil society organizations in mainstreaming gender and women issues are cardinal to the post 2015.
Prof. Gita Sen spoke Monday when he served as keynote speaker at the opening of the third High Level Panel (HLP) CSOs preparatory meeting on the post 2015 Development Agenda.

Liberia: This is the time to act! Woods Cautions
Public Works Minister, Samuel Woods, II has told World leaders and partners that Liberians want action now and not words. Minister Woods said Wednesday when he made a welcome and opening remark at the occasion marking the Post 2015 Thematic Consultations on Water on the Margins of the Post 2015 High Level Panel of Eminent Persons that is expected to take place in Liberia.
"This consultation must be a call to action. This is the time to act; our women in the villages continue to suffer the excruciating perils associated with the lack of safe drinking water," Minister Woods said.
According to the Works boss, the growth, survival and development of the Liberian children continue to be impaired by lack of access to safe drinking water, hygiene and sanitation. So "they want action, not words, these consultations must respond to their yearnings."
In furtherance, Minister Woods said, Liberia is eager to demonstrate to the world that it is committed to reforms, and its agenda for transformation is on course. "We want to show progress, we want to consolidate the gains of democratic transition, respect for the rule of law and good governance".Read more at allAfrica

Liberia: Time to Act is Now
"As we discuss, we should not forget that we still have two very important years left to consolidate the gains and accelerate our efforts to achieve the MDGs; in discussing about the future, we cannot forget that the time to act is now and that civil society has a critical role to play", Liberia's Gender and Development Minister has said.
Madam Julia Duncan Cassell told participants of the third High Level Penal (HLP) post 2015 Development agenda civil society preparatory meeting not to concentrate on the post 2015 development agenda, but should renew energy for greater action in the next two years of the climax of the MDGs.

Liberian rural communities face ‘David vs Goliath’ battle with multinationals
CIVICUS speaks to a Liberian activist about the invasions by multinational companies into community and indigenous lands. Rural communities are at the receiving end of human rights violations perpetuated against these companies and the police while the state appears to be turning a blind eye to their plight. The activist prefers to remain anonymous to protect their identity.
1. Can you describe the state of land rights, resource rights and indigenous rights in Liberia?
Communities and land rights activists in Liberia struggle to protect land and natural resources from multinational companies who are given access to land and natural resources by the government without taking into consideration the needs and views of Liberians. In exploiting land and natural resources, these multinational corporations violate the rights of communities, exploit children and their actions have an adverse effect on the environment. Recently, the Liberian government discussed land ownership and rights through a land authority and land rights Act and promised to include more local voices such as those of women and children. However, the laws remain unenforced even though resources that are being taken by big companies are supposed to empower all communities in Liberia. A major challenge is that these multinationals have agreements with the government without taking into account the views and concerns of communities whose livelihood will be affected by the exploitation of these resources.2. What do you view as the core issues related to Golden Veroleum’s work in Liberia?
The survival and livelihood of Liberia’s rural communities is attributed to their access to the rainforests and to land for cultivation. Upon the arrival in 2010 of Golden Veroleum Liberia (GVL), a oil palm developer, rural farmers’ lands have been taken from them, often times by force. GVL has continued their expansion and let nothing get in their way; not farmers, not virgin rainforests teeming with wildlife, not even their promises made to help the local communities and assist them in developing education and other necessities. GVL has continued their operations but has returned nothing to the Liberian communities from whom they took the land.Many of the communities and farmers have disagreed with GVL but have been met with threats and bribery by officials in positions of power. When the members of the communities chose to take a stand and express concerns over the actions of GVL, they have been arrested and beaten. GVL has employed a heavily armed and armored police unit called the Police Support Unit which they have invited to indefinitely stay to protect GVL’s interests and plantations. The workers that work for GVL are underpaid – in most cases US$10 a day and a rice supply which GVL’s forces have been confiscating in village raids. GVL has forced communities out of their land and some members of communities have gone into hiding to avoid reprisals.
3. How are communities of rural farmers affected by GVL’s palm oil production?
The land of these rural farmers has been confiscated, oftentimes by force, and has been poisoned with the chemicals used inside of palm plantations. GVL supposedly assumes that all local farmers will be obliged to work for them, facing underpayment and no access to the land on which they used to live. Some farmers have refused and simply left to live in the rainforest, yet GVL’s continued expansion threatens the delicate balance of the rainforest in which they live. Others have been beaten and imprisoned and remain there with no hope of ever leaving due to the corruption of GVL’s employed police unit.4. In addition to concerns by farmers, can you expand on what your concerns are about the palm oil expansion by GVL?
My concerns are that the pleas of these farmers have remained unheard and overlooked by the Liberian government because of the economic benefit the government is receiving for this development. The conditions into which they force these communities, along with the ruthless means used to place them in such peril is very worrying and speaks a lot about the corruption that remains unexposed within the palm oil industry. I am concerned at what the future will bring, with little advancement in development for the communities. Farmers are detained and several are unaccounted for and GVL colludes with the government to gain access to land without consent of local communities.5. In your opinion, why is this issue not being covered in the mainstream media?
Much of the story has been covered up or kept quiet by corrupt local officials and GVL. However, we hope that as civil society continues to highlight these issues, the matter will get the attention it deserves. Palm oil is used widely for domestic and industrial purposes — from cleaning products to culinary purposes and manufacturing — yet the methods of producing palm oil are not made public. Even major brand names using this oil have not spoken about which companies they source it from and by what means. If this was publicised by the mainstream media there would be a breach of trust between consumers and providers.
6. How has the government of Liberia responded to opposition to the oil plantation and why has it responded in this manner?
In the aftermath of Liberia’s war, the government expected investors to boost the economy and were quick to accept companies that produce palm oil. Liberians were initially happy about the arrival of multinational companies as they promised to create jobs and build schools. However, when the multinationals started violating the rights of communities, the government did not respond. In fact, we know that GVL has been bribing government officials who now ignore the actions of GVL and silence the voices of communities.7. What can international civil society do to provide support and solidarity to activists in Liberia on this matter?
I would suggest we call on the UN Human Rights Council and the Office of the High Commissioner for Human Rights to include Liberia consistently on their agenda. It would also be important for international human rights institutions and mechanisms to work with the Roundtable on Sustainable Palm Oil, a voluntary association of the palm oil industry, to ensure GVL stops its operations until it has fulfilled promises made to communities. Finally, we hope local and international media outlets can do more to highlight the human rights violations, human-trafficking, child slavery and illegal deforestation which are common in the palm oil industry. This will persuade customers to demand that their providers ensure that products are produced in line with ethical and human rights standards. Providers unwilling to meet these demands should be exposed to prevent further damage to communities and their lands, in countries such as Liberia.• Liberia is rated as “Repressed” by the CIVICUS Monitor.

Open Government Partnership undermined by threats to civil society
- Fundamental civic freedoms seriously undermined in over a third of OGP countries – Colombia, Honduras, Liberia and Mexico fare worst
- Worrying picture revealed by the CIVICUS Monitor, a new online research tool that rates civic space around the world and documents systemic violations of rights
Johannesburg, 2 December 2016 –People’s rights to protest, organise and speak out are currently being significantly violated in 25 of the 68 active Open Government Partnership (OGP) countries, according to the CIVICUS Monitor, an online tool to track and compare civic freedoms on a global scale.
The new tool launched in October by the global civil society alliance CIVICUS rates countries based on how well they uphold civic space, made up of three fundamental rights that enable people to act collectively and make change: freedom of association, freedom of peaceful assembly, and freedom of expression.
The OGP brings together governments and civil society with the shared aim of making governments more transparent, accountable and responsive to their citizens. OGP countries make multiple commitments relating to civil society and public participation, which include consulting with civil society and enabling citizens to input on policy.
Of the 68 active OGP countries, the CIVICUS Monitor finds that civic space in four - Colombia, Honduras, Liberia and Mexico - is repressed, which means that those who criticise power holders risk surveillance, harassment, intimidation, imprisonment, injury and death. Civic space is also rated as repressed in Azerbaijan and Turkey, both recently declared ‘inactive’ by the OGP’s steering committee.
In the past six months, the CIVICUS Monitor has documented a wide variety of attacks on civil society in these four countries, ranging from the assassinations of five social leaders in just one week in Colombia, to the police’s use of tear gas and water cannons to disperse student protests in Honduras, and from the four-hour detention and questioning of a newspaper editor in Liberia to the murder of a community radio journalist in Mexico.
A further 21 OGP countries are rated obstructed, meaning that space for activism is heavily contested through a combination of legal and practical constraints on the full enjoyment of fundamental freedoms.
Other commitments on civic participation and civic space that OGP countries make include releasing and improving the provision of information relating to civic participation; bringing in or including citizens in oversight mechanisms to monitor government performance; and improving legal and institutional mechanisms to strengthen civil society capabilities to promote an enabling environment for participation.
“The existence of significant restrictions on civil society in more than a third of OGP countries is deeply troubling and calls into question their commitment to the principle of empowering citizens upon which the OGP was founded,” said Cathal Gilbert, lead researcher on the CIVICUS Monitor. “OGP countries should be harnessing the potential of public participation in governance, rather than silencing government critics and harassing human rights defenders.”
Of the remaining OGP countries, civic space in 31 is rated as narrowed. A total of 12 countries are rated as open, which means that the state safeguards space for civil society and encourages platforms for dialogue. Positively, no OGP countries fall into the CIVICUS Monitor’s closed category.
“Notably, OGP countries as a group fare better than the rest of the globe on civic space,” said Gilbert. “However, much more needs to be done collectively to ensure that commitments on public participation made by OGP countries in their national development plans are carried through.”
As heads of state and government, members of parliament, academia, business and civil society representatives meet at the OGP Summit in Paris, France from 7-9 December, CIVICUS urges delegates to focus discussions on best practices to improve civic space conditions in OGP countries.

RI’s Reemergence through Summit Diplomacy
Early in February, President Susilo Bambang Yudhoyono will join UK Prime Minister David Cameron and Liberian President Ellen Johnson-Sirleaf in Monrovia, Liberia, in leading the third UN High-Level Panel Meeting for the Post 2015 Development Agenda discussions.
The discussions will continue in Bali in March, before a report is produced for the UN Secretary General in May, to serve as a basis for a new development agenda. Following the meeting in Africa, the President is expected to join the Organization of Islamic Cooperation (OIC) Summit in Cairo to address the needs of the Ummah.
Later in 2013, he will join G20 leaders in St Petersburg to discuss economic inclusiveness and development at the premier forum for international economic cooperation.

The Millennium Development Dilemma: What to target after 2015
My country Liberia is about to play host to global leaders and thinkers, including the United Kingdom Prime Minister and the Queen of Jordan, as they discuss what priority issues to include once the current Millennium Development Goals (MDG) expire in 2015. I could not think of a better place for this to happen.
Liberia has many lessons to teach on how to ensure past development mistakes are not repeated. The most important of these is the need to tackle corruption head on. We need with a new Millennium Development Goal that specifically calls for greater governance with a way to measure progress - such as access to information targets and open government commitments, a transparent way to follow the money - as well as obligations that specify and measure the enforcement of anti-corruption in each of the goals to fight poverty, hunger, maternal mortality, education and sustainability.
Liberia, which means "land of liberty", was founded by freed and former slaves thirsting for a better future. Yet more than a century of existence has been characterised by conflicts, entrenched public sector corruption and civil wars that destroyed this dream leaving us poor and angry. Our last civil war was in its final throes when the United Nations set the initial MDGs to tackle extreme poverty, hunger, health, equality and environmental sustainability.Read more at Aljazeera

From Uganda to Cameroon, LGBTQI+ activists face significant restrictions due to the prevailing social, cultural and legal attitudes towards homosexuality and gender identity. A new report by CIVICUS, Challenging Barriers: Investigating Civic Space Limitations on LGBTQI+ Rights in Africa, looks at some common challenges faced by activists and civil society groups in countries south of the Sahara.
Many African countries have laws that criminalise same sex activity. The laws, often remnants of colonial era legislation, can be used to target and prosecute LGBTQI+ individuals, including activists. Penalties range from fines, imprisonment to even the death penalty in some countries.
Limited legal protection in many African countries offers little or no protection against discrimination based on sexual orientation or gender identity. This lack of protection makes it difficult for activists and civil society groups to advocate for equal rights or seek justice when they face human rights abuses. The offices and activities of civil society organisations advocating for LGBTQI+ rights have been either raided or shutdown in Uganda, Burundi, Rwanda and Cameroon.
Attacks against people who identify as LGBTQI+ are common in countries such as Benin, Cameroon and Kenya. In Cameroon since 2022 there have been over 30 recorded cases of violence and abuse against LGBTQI+ people, while in Kenya sexual minority groups face escalating homophobic attacks. In January 2023, following a series of killings in 2022, unknown assailants murdered and dumped the body of LGBTQI+ activist Edwin Chiloba. Chiloba’s death, which many linked to his sexual orientation sparked public outrage, with civil society groups and members of the public denouncing the murder and calling on the authorities to bring those involved to justice.
“With the escalating hostility towards the LGBTQ+ community in Africa, this report sheds light on the grave reality faced by many, and compels us to challenge prejudice, and advocate for equality - especially for the most marginalised. Governments must ensure equal protection for all people in accordance with their obligations on non-discrimination under international human rights law. We implore governments to take robust measures to safeguard the rights and well-being of all people, regardless of their sexual orientation or gender identity,” said Sylvia Mbataru, CIVICUS’ Civic Space Researcher for Eastern & Southern Africa.
Censorship and restrictions on freedom of peaceful assembly have contributed to a deteriorating environment for activists. In several countries, the publication and dissemination of material on LGBTQI+ issues face strict editorial controls and bans. CIVICUS also documents how protests are being suppressed, including the use of various laws to deny permits for public demonstrations, specifically targeting LGBTQI gatherings.
Despite the hostile environment in many countries, civil society groups continue to advocate for LGBTQI+ rights and score important victories. The report also documents a number of positive developments including the decriminalization of same sex relations in Botswana and Gabon, as well as a recent Supreme Court decision in Namibia to recognise same-sex marriages concluded abroad between citizens and foreign spouses.
The report concludes by demonstrating the impact of civic space restrictions against LGBTQI+ groups, and shows how the ramifications of these restrictions also affect other excluded groups including women and children.
