16 Days of Activism, running annually from 25 November to 10 December, comes at the end of a year that saw a global pandemic affect families, economies, and every aspect of society worldwide. All around the globe, women stepped up when governments and businesses failed to act. After a tough year, this 16 Days global civil society alliance CIVICUS is celebrating the inspiring stories of women: activists involved in protest, women human rights defenders behind bars, and women’s organisations across the globe working to mitigate rising levels of gender based violence during the COVID-19 pandemic.

Activists Fuel Global Movement to Fight Violence Against Women

This year marks 30 years of fighting to live free of gender-based violence through the 16 Days of Activism campaign, which commences every November 25 on the International Day for the Elimination of Violence Against Women. Since 1991, organizations and countries around the globe have come together to call for the prevention and elimination of violence against women and girls. However, the numbers paint a disturbing picture on the situation for women and girls around the world, with UN Women estimating that one in three women aged 15 years and older have faced physical or sexual violence by an intimate partner, nonpartner, or both at least once in their lifetime. This does not account for the other forms of violence that women and girls face, such as being denied reproductive choice, being subjected to violence on online platforms, or being denied the right to education or work.

Thank you, Mr. President,
We express our grave concern over the ongoing discriminatory and regressive treatment against women and girls as well as the targeting of human rights defenders and civil society in the country. The recent ban on higher education and employment in NGOs is only the latest clear example of the Taliban’s concerted plan to crush women’s rights and role in Afghan society.
The ban on access to employment in NGOs for women has significantly impacted the work of local NGOs to provide service and support for women, children and marginalised groups. It has also prevented the delivery of humanitarian support and other life-saving aid to those in need.
Those denouncing these restrictions have been harassed and attacked. Peaceful protesters, especially women rights activists, have been subjected to increased restrictions and violence and press freedom has further deteriorated. The widespread impunity for these violations has contributed to an increasing climate of fear since the Taliban takeover.
The international community has not done enough to hold the Taliban accountable for their abuses and discriminatory policies and it needs to act now to avert a further escalation of the crisis. Particular attention should be directed to the threats and harassment against women human rights defenders as described in the Special Rapporteur’s report.
We call on the Council to publicly call out the Taliban for the ongoing human rights violations and expedite discussions toward a more robust international accountability mechanism.
We ask the Special Rapporteur, what should the Council do to adequately and promptly support civil society, especially women rights activists operating within the country?

BANGLADESH: “To address rape we need a thorough reform of the legal system”
CIVICUS speaks to Aparajita Sangita, a Bangladeshi human rights activist and an international award-winning independent filmmaker. Aparajita has worked on several films on discrimination against women and women’s rights and has been involved in various social activities including street children’s education and food banking. In response to her activism, she has been harassed by the police. She was also sued for harassment under the draconian Digital Security Act for her online activism. The case was withdrawn in the wake of widespread protests on the streets and online.
What triggered the recent anti-rape protests in Bangladesh?
On the evening of 5 January 2020, a student at Dhaka University (DU) was raped after getting off a university bus in the Kurmitola area of the capital, Dhaka. DU students were disturbed by this incident, which led to protests and the organisation of several other events.
Despite widespread protests against the rape, sexual violence against women persisted and even increased during the COVID-19 pandemic.
On 25 September, a woman who was visiting MC College in Sylhet with her husband was raped in a hostel on campus by political activists linked to the ruling party. As protests erupted over this, a video of a woman being abused in Begumganj, Noakhali on 4 October went viral on social media. The video clip showed a group of men entering the woman’s house, stripping her naked and physically assaulting her, while capturing it all on video.
These incidents are just a few of the numerous cases of rape and sexual violence against women that have been circulating on social media in Bangladesh. The perpetrators of this violence include fathers, close relatives, law enforcement officials, public representatives, political leaders and religious actors.
All of this led to the mass anti-rape protests of October 2020, when people from all over the country came together to protest against violence against women. The anti-rape protest movement started in Shahbag, known as the ‘Movement Square of Bangladesh’, but soon spread to every city, even villages, across Bangladesh. This includes Bogra, Brahminbaria, Champainababganj, Chandpur, Dhamirhat (Nowgaon), Faridpur, Gafargaon (Mymensingh), Gopalganj, Jaipurhat, Kurigram, Manikganj, Noakhali, Panchgarh, Rajshahi, Satkhira and Syedpur (Nilphamari).
People from different walks of life, including members of political parties, writers, cultural activists, online activists, national cricket team players, women’s rights activists and journalists, converged in the anti-rape protest movement. For the first time in Bangladesh, women marched against rape in the middle of the night. In Dhaka, they marched from Shahbag to Parliament House, carrying torches and shouting slogans.
What were protesters’ main demands?
The anti-rape protest movement raised nine demands to stop rape and sexual violence. They included the introduction of exemplary punishment for those involved in rape and violence against women across Bangladesh and the immediate removal of the home minister who had failed to deliver justice.
Protesters also demanded an end to all sexual and social abuse of tribal women; the establishment of a committee to prevent sexual harassment of women in all government and private organisations as well as in educational institutions, following High Court orders; and the full implementation of the Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW). They also urged the abolition of laws and practices that create inequality towards women.
Other calls included putting a stop to the mental harassment of victims during investigations and ensuring their legal and social security, the inclusion of crime and gender experts in Women and Children Repression Prevention Tribunals, and the establishment of more tribunals to ensure the quick processing of cases.
Finally, they urged the amendment of Section 155(4) and other relevant sections of the Evidence Act to end the admissibility of character evidence of complainants in rape trials and the elimination from textbooks of all materials deemed defamatory of women or depicting them as inferior.
How did the authorities respond to the protests?
On 6 October, protesters marched from Shahbag to the Prime Minister’s Office with black flags but were stopped by the police at the Hotel Intercontinental Junction. Several leaders and activists of a left-wing student body were injured by the police.
In addition, a section of a statement issued by the police headquarters on 10 October attempted to vilify the protesters. It stated that “vested quarters” were trying to use the protest “to serve their interests” by undermining law and order and “creating social chaos.” The police warned protesters to avoid any “anti-state activities” and announced that the police were committed to ensuring internal peace and order at all costs. This statement caused panic among protesters, who feared a crackdown.
Besides facing police repression, several women activists, including the leader of the Left Students’ Association, who participated in the anti-rape movement, were threatened with rape over the phone and on Facebook Messenger. Some of the activists were also threatened with criminal cases.
What has happened to the movement since? Has the campaign stopped?
After the protests against rape and sexual assault spread across the country, the Women and Children Repression Prevention Law was amended. The death sentence was imposed as the most severe punishment for rape. Previously, the maximum punishment for rape in Bangladesh was life imprisonment. The death penalty was only applied in cases of gang rape, or rape that resulted in the victim’s death.
Following this the protests halted, as many thought that the death penalty would see a reduction in rape crimes. However, many women’s rights campaigners insist the death penalty is not the answer and demand a thorough reform of the legal system and more education to address what they say is an epidemic of violence against women in Bangladesh.
What can the international community support the movement?
In the wake of the various cases of sexual violence and rape committed against women, we have seen an important protest movement emerge within the country. However, some protesters and activists have faced threats when they have raised their voices. The solidarity of the international community is essential for those protesting against human rights violations and making fair claims.
Bangladesh is an extremely patriarchal society, and there have been numerous attempts to restrict women’s lives and voices for years. Rape is an expression of this environment. It is a fundamental right for a woman to live in safety and it is the responsibility of all citizens, as well as the international community, to ensure this right.

Call to action to protect the democratic transition and human rights in Sudan
A military coup targeting the civilian government in Sudan took place on Monday 25 October 2021. The African Union suspendedSudan’s membership. The Chairperson of the African Union Commission, Mr. Moussa Faki Mahamat made a statement noting that the deeply concerning events occurring in Sudan have resulted in the arrest of the Prime Minister Abdallah Hamdock, who was releasedon October 26, and other civilian officials. The total number of arrests made during the coup in unknown, but it is believed all cabinet ministers have been arrested and are being subjected to torture or at severe risk of torture. Mr. Moussa Faki Mahamat calls for “the immediate resumption of consultations between civilians and [the] military” and “the release of all arrested political leaders”.
At the international level, the United Nations Special Envoy for the Sudan and South Sudan and United Nations Security Council must take urgent action to protect Sudan’s transition to democracy and the human rights situation in the country following the second military coup in so many months which targeted the civilian government today.
The UN High Commissioner strongly condemnedthe military coup in Sudan and the declaration of a nationwide state of emergency, the suspension of key articles of the Constitutional Document and the governing bodies, deplored the reported arrest of the Prime Minister, several Ministers, leaders of the Forces of the Freedom and Change and other civil society representatives, and call for their immediate release, and reminded the military and security forces to refrain from unnecessary and disproportionate use of force, to respect people’s freedom of expression, as well as the right of peaceful assembly.
It is crucial that women’s rights and the situation of women human rights defenders (WHRDs) is addressed in the international community’s response to the coup as their position is particularly worrisome and today’s events have only exacerbated their already vulnerable position. This comes as militarisation of the State and violence against protestors remain some of the biggest threats to women’s rights in Sudan.
Civil and political rights were once again violated as peaceful protesters were met with violence including live ammunition, resulting in at least five confirmed deaths and hundreds being injured. Rapid Security Forces (RSF) stormed medical centers that were providing medical care to the injured. A number of activists and protesters were arrested in several cities. Residential areas were also attacked by weapons. Further the majority of means of communication in the country have been cut off including phone lines and internet connection. Blanket internet shutdowns contravene international law. On October 26, Internet and mobile services were briefly restored for a few hours, they must be immediately restored
We call on all States at the Human Rights Council to consider urgent action, such as convening a Special Session, to ensure respect for human rights and the rule of law. In addition, the upcoming Universal Periodic Review (UPR) of Sudan on 3 November presents one opportunity for States to bring to the fore these issues and call on the required urgent action. We urge all States to make statements during Sudan’s UPR condemning the coup and supporting the civilian-led democratic transition, and make recommendations relating to[1]:
- reform of the military and security forces
- accountability for violence against protesters
- access to justice for women
- legal reforms combatting violence and discrimination against women
- ensuring gender equality
- ratification of international and regional instruments
- women, peace and security
- guaranteeing freedom of expression and assembly
- the protection of women human rights defenders.

INDONESIA: ‘The Sexual Violence Bill is one step further in claiming the rights of women and children’
CIVICUS speaks with Nuril Qomariyah, coordinator of Perempuan Bergerak, about the Sexual Violence Bill recently passed in Indonesia and the key roles played by civil society.
Founded in 2016, Perempuan Bergerak is an Indonesian civil society organisation (CSO) that promotes women’s rights in local communities, striving for the values of equality, justice and human rights, and providing support for both women and men to build more equal gender relationships.
What is the relevance of the newly passed Sexual Violence Bill?
The Sexual Violence Bill that Indonesia’s House of Representatives passed on 9 May 2022, formally known as RUU TPKS, seeks to protect victims of sexual violence crimes and help them with the recovery process.
The bill deals with nine types of criminal acts of sexual violence regulated in article 4, paragraph 1: non-physical sexual harassment, physical sexual harassment, forced contraception, forced sterilisation, forced marriage, sexual torture, sexual exploitation, sexual slavery and electronic-based sexual violence. Perpetrators proven guilty of these crimes will be subject to imprisonment.
It is interesting that the inclusion of electronic-based sexual violence received some criticism. In the early stages, when the bill was being drafted, it was not included. However, CSOs and activists advocated for its inclusion because sexual violence cases, especially among young children, are increasingly happening in or in connection with cyberspace.
How might the new law change things for the better?
The main outstanding thing about this bill is that it focuses on the victims and seeks to create an environment that will help them recover from acts of sexual violence. According to a study conducted by the Indonesia Judicial Research Society, the law should be appreciated because it clearly takes sides with sexual violence victims by mandating the establishment of mechanisms to support their recovery.
In its article 30, paragraph 1 the bill states that victims are entitled to services such as restitution and counselling. If the perpetrator is unable to pay restitution the state will compensate the victim in accordance with the court’s decision. Further, victims are recognised as having the right to receive the necessary treatment, the right to be protected and the right to recovery.
Community-based service providers such as the police are required to receive and follow up on reports of sexual violence and provide assistance to the victims. Under the new law they are no longer allowed to dismiss sexual violence cases, and instead must conduct the investigation needed to help the victims. The role of families, communities and central and local governments in preventing sexual violence is also emphasised. The new law seeks to make victims of sexual violence feel comfortable enough to report their perpetrators and open legal cases against them. We consider this bill fundamental in helping victims and survivors of sexual violence.
Do you see it as a civil society victory?
Indeed, we consider this a civil society victory because we have been involved in the whole process and have long advocated for the bill to be passed. CSOs working closely with victims and survivors of sexual violence understand how important this bill is, which is why we were at the forefront of the efforts that resulted in its approval.
It took us 10 years to get here. This is quite a long time. During the past decade, we have organised and made sure we built a unified front pushing for this law. Sexual violence is an offence that affects those who constitute the majority in our society; it is women and children who experience it the most. So getting this law passed is one step further in claiming the rights of women and children, including their right to live in a safe and secure environment.
The new law empowers victims because it provides tools to respond to cases of sexual violence. We are very happy to see this kind of progress. A victory like this provides confirmation of the great influence our work has on society.
What tactics did you use to encourage the passage of the new legislation?
Perempuan Bergerak is based in Malang, the second-largest city in the province of East Java. We provide safe spaces for people, and especially women, to get together, exchange with one another, learn and organise. We also provide space for men to learn about equality in human relations so they are able to see women as fully autonomous human beings, rather than weak creatures of lesser value who are under their dominion.
The Sexual Violence Bill is crucial for this work because it has the potential to provide the same kind of safe space, with legal guarantees, for women and children all over Indonesia. This is why we collaborated with various community groups in Malang, including students, academics and activists, to raise wide awareness about the importance of the bill. Perempuan Bergerak has a large virtual community on social media platforms, so we created content to promote the bill and shared it on these platforms. The young generation is very active on social media, so we channelled much of our activism there.
In addition to social media activism, we did a lot of work on the ground, including organising discussion forums, making as many appearances as we could on television and local radio stations, and demonstrating on the streets alongside other organisations and activists.
We are also part of Koalisi Masyarakat Sipil Anti Kekerasan Seksual (KOMPAKS), a coalition of Indonesian civil society groups fighting against sexual violence. As a coalition, we share the same vision and have worked together to push the government to pass this bill. We mobilised in unity throughout the whole process.
What challenges do you see moving forward, and how does civil society plan to address them?
The main challenge we anticipate is implementation. We know we will have to be very vigilant, monitor each implementation stage and make sure local governments respect the law. We have known this would be a challenge all along, so throughout our advocacy and campaigning in the process to get the bill passed we acted together as civil society to create awareness at the community level about the importance of this bill’s implementation. Now that our strategy to get the bill has worked, we will need to keep moving together to ensure a successful process of implementation. We believe that through collaboration with as many stakeholders as possible, including with the government, educational institutions and civil society, we can make the implementation stage progress smoothly.

KENYA: ‘Protests against femicides encouraged survivors to seek justice’
CIVICUS speaks with Wangechi Wachira, Executive Director of the Centre for Rights, Education and Awareness (CREAW), about recent protests demanding justice for femicide victims and policy changes to combat gender-based violence (GBV) in Kenya.
Founded in 1999, CREAW is a national feminist women’s rights civil society organisation (CSO) dedicated to protecting and promoting women’s and girls’ rights and addressing systemic gender inequalities, oppression, exploitation and discrimination.
Why did protest recently erupt in Kenya?
On 27 January, thousands of women and men took the streets to protest against femicides. The protests were triggered by 14 cases in January alone, and their primary objective was to demand accountability from state agencies, particularly law enforcement and the judiciary, in prosecuting perpetrators of femicide and ensuring justice for the victims. The case of John Matara, accused of killing Starlet Wahu, highlighted the failures of the legal and judicial systems, because he had been previously reported for GBV multiple times but had remained free.
Femicide Count reported 48 cases in January and February 2024, compared to 152 cases during 2023, which itself was the highest number in the past five years. Data from Africa Data Hub indicates that over 500 women were killed in acts of femicide from January 2016 to December 2023. It also acknowledges the number is likely much higher, with many killings of women not properly categorised as femicide.
The protest also aimed to raise awareness about the issue, as many people, including those in public office, do not fully understand the severity of femicide as the most extreme form of GBV. A 2021 report by the United Nations (UN) Office on Drugs and Crime revealed that 56 per cent of all female homicides globally are committed by intimate partners or family members.
Protesters sought to educate the public on victim-blaming, which empowers perpetrators and deters survivors from reporting abuse. By addressing the victim-blaming and shaming associated with GBV, the protests challenged societal norms and encouraged survivors to seek support and justice.
What were protesters’ demands to the government?
We urged the president to issue a declaration recognising GBV and femicides as a national crisis requiring an emergency response. Such a declaration must be accompanied by annual reports provided during the State of the Nation address, outlining measures taken to combat the problem.
We also urge the government to establish a national public inquiry and official review of events or actions ordered by a government body for all femicide cases to track and ensure accountability.
Given the lack of integrated official data, we also demand the government improves data collection on femicides and GBV, aligning it with international frameworks. This data is crucial for evidence-based policymaking and effective criminal justice responses.
Additionally, we call for increased funding for GBV prevention programmes and demand an inclusive appointment process for all public positions, ensuring representation from grassroots feminist organisations and youth groups.
How big a problem is GBV in Kenya, and what are its root causes?
GBV is pervasive in Kenya, mirroring global trends. It exists in several forms, including physical, sexual, verbal, emotional and economic abuse. According to the 2022 Kenya Demographic and Health Survey, over 40 per cent of women have experienced physical or sexual violence from an intimate partner at some point in their lives. GBV also manifests in harmful practices such as female genital mutilation and child marriages. Femicides are a frequent occurrence and appear to be on the rise.
The roots of GBV are found in patriarchal underpinnings of our society, which promote harmful social and cultural practices often reinforced by religious beliefs. Power is concentrated in men’s hands and women have little to none. Such unequal dynamics cannot but foster violence.
Economic factors such as poverty help perpetuate GBV by pushing women to stay in abusive relationships due to lack of financial independence. They also push families in famine-hit areas to marry off young girls for economic gain, and specifically to be able to acquire livestock in return.
Conflict, crises and displacement leave women and girls especially vulnerable to violence. A recent example is the COVID-19 pandemic, which saw an 80 per cent increase in intimate partner violence in 2020.
How does civil society work to address GBV in Kenya?
Civil society plays key roles in addressing GBV. CREAW specifically has a workstream focused on ending violence against women and girls. Over the years, we have provided free legal aid and psychosocial support to over 20,857 GBV survivors. We are among the few CSOs that offer these services. We collaborate closely with state-sponsored legal aid programmes, such as the National Legal Aid Service, to ensure integrated, efficient and timely GBV service delivery. Our work is enhanced by strategic partnerships with various GBV working groups, Court User Committees, relevant health institutions, parts of criminal justice system and community dispute resolution mechanisms.
CREAW actively engages with legislators and policymakers at both national and county levels to advocate for the development and implementation of regulatory frameworks on GBV. Our advocacy contributed to the passage of the 2006 Sexual Offences Act, 2013 Matrimonial Property Act, 2014 Marriage Act and the 2015 Protection Against Domestic Violence Act.
The aim of the Sexual Offences Act is to set out what constitute sexual offences, provide ways to prevent illegal sexual acts and protect all people from them. The Matrimonial Property Act sought to provide clear rules for what belongs in a marriage’s matrimonial estate and provide a legal framework for the ownership, management and distribution of matrimonial property that would apply to all types of unions. This was a monumental achievement because it recognised rights women didn’t previously have, such as owning and buying land.
The Marriage Act consolidated various laws on marriage, provided procedures for separation and divorce and regulated the custody and maintenance of children in the event of separation or divorce. The Protection Against Domestic Violence Act provides avenues for victims and survivors of violence to report their circumstances to relevant authorities, seek legal redress and receive justice.
CREAW also supports the county governments of Kilifi and Meru, the Kenya Police Service and the Kenyan judiciary in strengthening their mechanisms for implementing existing GBV laws and policies.
CREAW’s commitment to supporting survivors extends to financial inclusion. Since 2020, we have implemented a programme, the Jasiri Fund (‘bold’ in Swahili) that provides GBV survivors with quality financial services to mitigate the effects of GBV and enable economic empowerment. To date, the project has supported around 1,000 survivors with a total of US$400,000, leading to the establishment of at least 878 women-owned enterprises. The Jasiri Fund offers complementary support, including access to justice, psychosocial support, shelters, business grants and case management grants, accompanied by financial training and business development support. Its success led to its scaling up to cover more counties and support more survivors.
We are also part of the National Gender Based Violence working group, coordinated by the National Gender and Equality Commission and the National Women’s Steering Committee, and of the National Council on the Administration of Justice Working Committee on GBV.
CREAW served as a co-convener of the Kenya Chapter of the Africa Unite campaign against GBV. We are also members of the Solidarity for African Women’s Rights and the Sustainable Development Goals Group. We contribute to various campaigns such as Gender is My Agenda and globally contribute to the Generation Equality Forum commitments.

SUDAN: ‘The only way out of this mess is through civilian rule’

Founded in 2013, TIMEP is a civil society organisation that works to centre advocates and experts from and in the Middle East and North Africa in policy discourse to foster more fair and democratic societies.
What’s the current humanitarian situation in Sudan?
Active conflict persists in around 60 per cent of Sudan’s territory. The continuous fighting entails targeting of civilians and mass displacement. In some states, much of the civilian infrastructure, including hospitals, markets, schools and universities, has been damaged. In Khartoum and West Darfur states, about 70 per cent of hospitals have been damaged or partially destroyed.
Civilians and civil society activists are unsafe. The situation greatly restricts people’s freedom of movement, their ability to sustain a livelihood and their capacity to express their opinions freely. There are pockets of relative security in Eastern and Northern Sudan, but even in areas deemed secure displacement persists and schools remain closed because internally displaced people are living in them and other public buildings.
Many livelihoods have totally collapsed, leaving people increasingly dependent on aid. We are already witnessing cases of famine, particularly affecting children, resulting in deaths.
How has the conflict impacted on women and girls?
Women have always been targeted in conflicts in Sudan. Political violence, rife in Sudan given its volatile political history, has also often taken aim at women. There’s rarely any accountability for sexual and gender-based violence. The Rapid Support Forces (RSF) – the militias that are fighting against the army – are abducting women and selling them as sexual slaves in markets or holding them captive for extended periods. Families are left in distress, unsure of the whereabouts of their daughters, and are sometimes embezzled for money.
This is a war on women. Part of it stems from structural factors that place women in subordinate positions, but there’s also a punitive element directed at women for their pivotal role in the 2019 revolution that overthrew dictator Omar al-Bashir. During the revolution, women were out there, highly visible on the frontlines, and now it feels like they’re being punished for it.
The targeting of women is tearing the social fabric apart. As public spaces become unsafe for women, fewer women are participating in public life, including in economic activities and activism. This will have long-term consequences.
What roles is civil society playing in this context, and what challenges does it face?
It’s important to recognise that civil society in Sudan isn’t a monolithic entity, but rather a complex mix of different layers. Some were heavily involved during the transitional period that followed the revolution, getting deeply integrated with government structures at the time. Then there are women’s groups, each with their own focus and agenda. Alongside them, there are more formal organisations such as non-governmental organisations and trade unions. And let’s not overlook the revolutionary elements, such as the resistance committees and emergency responserooms, decentralised and horizontal structures working to shelter displaced people, support hospitals and secure food and water supplies.
The more formal parts of civil society are currently heavily involved in politics, while its revolutionary segments are deeply engaged in grassroots humanitarian efforts. They’re essentially functioning as local governments in areas where official governance structures are absent.
Despite its crucial role, civil society faces numerous challenges. The organic growth of grassroots movements is stunted by conflict and dictatorship. The polarising effects of war have led to divisions along political, ethnic and regional lines, further fragmenting civil society. Activists are increasingly targeted by the RSF or the army, threatening their ability to operate.
In an environment where conformity to mainstream opinions is increasingly enforced, it becomes increasingly difficult to maintain dissenting voices. This situation underscores the urgent need to safeguard the diversity and autonomy of civil society in Sudan.
However, attention and funding often gravitate towards already well-funded organisations, leaving grassroots initiatives to rely solely on community support. While funding alone doesn’t create a functional organisation, it’s important for organisations and groups to grow in an organic way and be able to garner support from the community.
How is civil society advocating for peace and democracy?
Right now, the conversation is all about security and getting things back to normal. People are doubting whether we can even think about democracy after all this chaos. The situation’s tough, with militarisation and conflict everywhere. But the only way out of this mess is through civilian rule. We need to figure out how to link the peace process to a long-term political solution that puts us back on track for democracy.
Unfortunately, the focus of the political elite appears to be more on preserving its positions rather than addressing urgent issues. There are concerns that the largest political coalition has developed close ties with the militia, causing unease among those involved in the revolution. Without a bigger political group that really listens to people and leads responsibly, we’re going to be stuck with military rule for ages. Right now, it should be all about finding common ground and putting the focus on the people who’ve suffered most from this war – not about politicians trying to claw back power or siding with the military.
There’s a lot of talk about how the transitional government messed up and led to the coup and the war. People are sceptical about civilian rule and whether it can fix things. It’s easier to sell the idea of a military-run government when people are feeling scared and vulnerable. Even though it’s militarisation that got us into this mess in the first place, it’s understandable because people just want to feel safe again.
What should the international community do to address Sudan’s dire security and humanitarian situation?
It’s time for the international community to stop sticking to one side of the story and start listening to everyone involved. They’re pumping all their funds into one camp and ignoring a whole bunch of other perspectives. We need more humanitarian aid, particularly considering the famine situation. Millions of people are at risk, with nowhere to turn and nothing to support themselves with.
Investment in basic infrastructure like hospitals and water plants is crucial too. People need services, and they need them now. Some areas haven’t had clean water for months because water plants are getting caught in the crossfire.
The international community must also demonstrate political determination. People’s lives are on the line. We need clear plans and urgent action to stop this war.
I want to emphasise the significance of civil society solidarity. This is crucial when our governments show ambivalence towards our concerns. In such situations, we must become each other’s voices and amplify our collective message. We must seek ways to connect, demonstrate solidarity and collaborate effectively.
It’s important to learn from one another and work together towards shared objectives. Collaboration with civil society groups and networks across the world is greatly appreciated. It’s through such partnerships that we can make a meaningful impact and bring about positive change.

Take Action: 16 campaigns tackling women’s rights and gender inequality
Across the world, brave and resolute women rights defenders are taking action on everything from advocating for equality, access, and justice, to standing up to corruption, environmental violations, and even persecution of fellow activists. For many, the COVID-19 pandemic made already difficult operating environments even worse: an increasing number of governments have used COVID-19 as a smokescreen to implement repressive measures that strangle civil society, as well as roll back progress made for gender equality and reproductive rights. 1. #Lifeinleggings
#Lifeinleggings is one of the winners of this year’s Nelson Mandela - Graca Machel Innovation Awards. This campaign was founded in 2016, speaking to gender-based issues and discrimination faced by women and changing the mindset and the lives of women in the Caribbean. The campaign started with the hashtag #LifeinLeggings in virtual spaces as a safe space for women who experienced sexual harassment and sexual assault. It was a call of solidarity and empowerment to speak across social media platforms. While the hashtag spread in the Caribbean and the diaspora, they transferred the conversations to the physical spaces. They transformed it into a grassroots movement called for social transformation and committed to dismantling the rape culture within the Caribbean through advocacy, education, empowerment and community outreach and forward to dismantling the patriarchal system that affects both men and women.

3. Drop Case 173
In Egypt, Case 173 of 2011, also known as NGO Foreign Funding Case, continues to undermine women’s rights and civil society organisations working towards defending human rights. After a decade of the systematic targeting of organisations and persecuting activists, women human rights defenders, and feminists, Egypt refuses to close the case entirely and stop the judicial harassment of women’s rights defenders like Magda Adly, Suzanne Fayyad, Aida Seif ElDawla and Azza Soliman.
#DropCase173,a campaign led by regional and international feminists, women’s rights and human rights organisations, calls on the Egyptian state to dismiss cases against civil society activists and organisations persecuted under Case 173 and immediately drop the charges and lift any travel bans and asset freezes against them.

4. GHANA: Reject the anti-LGBTI+ bill
While some progress has been made in a number of countries towards LGBTI+ rights, the rights of this community continue to be under threat in many parts of the world. Ghana, is one such example. The government of Ghana has brought forward the “Family values” draft bill that would criminalise the country’s LGBTI+ community and its allies. If passed the bill will amongst many other things discriminate LGBTI+ community and criminalise the promotion and funding of their activities.
This bill and many others that criminalise rights of people based on their gender stands to reverse the remarkable gains made over the years in LGBTI+ equality. In order to achieve equality and inclusivity we need to step up the struggle for LGBTI+ rights, especially in countries like Ghana. 5. Stand As My Witness
High numbers of women human rights defenders are facing persecution for their activism, making the global Stand As My Witness campaign mportant to support right now.
Launched in 2020, the campaign calls for the release of human rights defenders jailed as a result of their work and who they are. The campaign is currently calling for the release of Teresita Naul- an advocate for the rights of poor and marginalised people, María Esperanza Sánchez García - a Nicaraguan human rights defender targeted for her civic activism, and Sudha Bharadwaj - a human rights lawyer who defends Indigenous people’s rights, and many more. The #StandAsMyWitness campaign urges people to write letters on behalf of the defenders, sign a petition rallying for their freedom, and share the defenders’ individual stories on social media using the hashtag #StandAsMyWitness

6. Free Saudi Activists
The Kingdom of Saudi Arabia has a long history of forcefully silencing men and women who dare to stand up to the country’s unjust laws and patriarchal gender norms. The crackdown on freedom of expression, association and assembly in Saudi Arabia continues to worsen, with the CIVICUS Monitor rating the state of the country’s civic space as closed.
On 15 May 2018, a few weeks before Saudi Arabia lifted a ban on women driving, authorities launched a large-scale coordinated crackdown against women human rights defenders in the kingdom. Tens of prominent WHRDs, among many others, have since been arrested. Saudi authorities targeted WHRDs who fought to lift the country’s driving ban on women, and those calling for an end to the male guardianship system, which requires women to get permission from a male relative to travel, marry or work. While some women's rights activists, including Loujain al- Hathloul, who spoke against this system have been released, some remain in jail and others continue to have travel bans and asset freezes imposed against them.

8. #JusticeForFikileNtshangase
On 22 October 2020, Fikile Ntshangase, a grandmother in her sixties, and an activist from the Mfolozi Environmental Justice Organisation (MCEJO) who resisted and spoke out against the activities and expansion of the Tendele anthracite mine on her community's doorstep, was murdered in her home in KwaZulu Natal, South Africa. Despite many public outcries from civil society actors and world leaders, her family are still waiting for her murderers to be apprehended. Fikile joins a long list of environmental defenders who have been brutally killed for defending their community’s land and environment.

9. She Changes Climate
From the sinking small islands to drought-stricken villages, women bear the lion’s share of the burden of the climate change crisis. It is for this reason and many others that now more than ever, women, women’s rights activists and organisations are calling for meaningful inclusion in climate decision making processes. #SheChangesClimate was launched in November 2020 with a #5050 vision to address women leadership in decisions and policymaking related to the climate crisis.
The campaign calls for greater representation of women, in all their diversity, at the top levels of all future climate delegations. In the lead up to and during this year’s COP meeting, #SheChangesClimate actively ensured that gender imbalance of decision-making didn’t go unnoticed. There is no denying that we need urgent solutions to the climate change crisis, for #SheChangesClimate, the need for women's voices and insights in the climate discussions is equally important.

10. #FreeViasna Campaign
Tatsiana Lasitsa and Marfa Rabkova, the two WHRDs among other members from the Viasna group in Belarus, are currently in prison. Since 2003, the Belarusian authorities have been harassing Viasna because they have been actively monitoring and documenting human rights violations. The reprisals against Viasna are a part of the broader repression and the systematic silencing of the civil society in Belarus. More than 200 civil society organisations have been shut down or in the process of being closed down.
The #FreeViasna Campaign was launched in September 2021 by a group of international human rights organisations. They demand the release of Viasna members and hundreds of the victims of politically motivated prosecutio. Further to this, the campaign calls on the government to respect and protect human rights defenders' work and ensure the rights to freedom of association, peaceful assembly, and expression of all people in Belarus.

11. #TurkeyTribunal
Erin Keskin, a lawyer and a human rights activist in Turkey, who dedicated her life to amlifying the voices of women and exposing abuses happening to them in Turkish prisons. Keskin has been among many other activists and human rights defenders, arrested, imprisoned, and subjected to numerous lawsuits related to her human rights activity and now she is one of the leading witnesses in the Turkey Tribunal.
The Turkey Tribunal was founded in 2020 to document and investigate the increasing number of human rights violations committed by the Turkish government towards activists, lawyers, journalists and human rights defenders. This tribunal aims to break the silence by providing information, raising awareness towards the issue, and mobilising the international community.

12. #FreeNasrin Campaign
Nasrin Sotoudeh, an Iranian lawyer and a human rights defender, has been sentenced to 33 years of prison and 148 lashes for defending women’s rights in Iran. Sotoudeh, PEN America’s 2011 Freedom to Write Award honoree and a co-winner of the European Parliament’s 2012 Sakharov Prize, is one of Iran’s most prominent voices. She has been harassed and targeted by the Iranian government, imprisoned multiple times. In June 2018, she was incarcerated on national security-related charges levied after advocating on behalf of women detained for protesting Iran’s compulsory hijab law.
This campaign calls on Iranian authorities to drop all charges against Sotoudeh, release her and stop their harassment of her family, allow their access to their finances and drop charges against her daughter. It also calls for the release of all political prisoners currently held in Iranian prisons on unjust charges.

13. #StrajkKobiet
Around the world, women and girls face extreme barriers to accessing legal abortions. This is no different in Poland. In October 2020, Poland’s Constitutional Tribunal imposed a near total ban on abortion, sparking mass protests, most of which were organised by the Strajk Kobiet (Women’s Strike) movement. Strajk Kobiet has worked relentlessly to stop the various initiatives proposing an almost complete ban on abortion in Poland. A year on, many women human rights defenders who took part in the protests continue to face an increasingly hostile and dangerous environment. Among many others, Marta Lempart, co-founder of Strajk Kobiet has become a target of repeated threats for leading demonstrations supporting legal abortion and women’s rights. Despite this, Strajk Kobiet continues to bravely campaign for women’s rights in Poland.

14. Justice forMarielle Franco

On 14 March 2018, Marielle was brutally assassinated on the streets of Rio de Janeiro shortly after leaving a gathering of young Black activists.
We remember Marielle for bravely mobilising for social and economic change in the lives of people living in Rio’s favelas and for unapologetically advocating for women and LGBTI+ rights.

15. #StandWithThe6
Shatha Odeh, a prominent Palestinian healthcare expert, and the Middle East and North Africa regional coordinator of the People’s Health Movement (PHM) was detained by Israeli security forces on July 2021. The Israeli campaign against Shatha extended to further criminalise 6 prominent Palestinian civil society organisations by targeting and labelling them as "terror organisations". Among the targeted is the Union of Palestinian Women's Committees (UPWC), a feminist grassroots organisation which has been defending women's rights since 1980.
The decision puts at risk the legitimate and fundamental work of hundreds of human rights defenders, activists and organisations documenting human rights violations, conducting advocacy campaigns for freedom, justice and equality and providing tools for protection as well as legal social and health/medical support for Palestinian citizens.
#StandWithThe6 is launched to build solidarity with the Palestinian civil society, pressure the international community, policymakers, and representatives to take the needed measures, and stand with the Palestinian civil society against the Israeli assaults on human rights and human rights defenders.

16.Write for rights Campaign
Write For Rightsis a campaign run by Amnesty International yearly over the months of November and December. The campaign encourages individuals to write messages of solidarity to activists, organisations and movements that have suffered injustice and abuse.
This year, the Write for Rights campaign is asking that you stand in solidarity with 10 human rights defenders and activists. Among them, 15-year-old Janna Jihad who is facing death threats and intimidation for her work speaking up for human rights in the Occupied Palestinian Territories, 22-year-old Rung who is is facing life in prison for speaking out for freedom and democracy in Thailand and Ciham Ali who has been missing for over 8 years and was last seen taken by the Eritrean authorities while trying to leave the country.

UK: ‘For women to be respected, police reform is necessary but not sufficient’
CIVICUS speaks with Anna Birley, co-founder of Reclaim These Streets, policy lead at the Co-operative Party and councillor in the London borough of Lambeth.
Reclaim These Streets was formed in March 2021 to speak up against street harassment of women and girls, educate boys and men to take responsibility for the problem of violence against women and girls, and challenge the misogyny embedded in the ways laws are written and enforced.
What prompted you to organise and how did Reclaim These Streets get started?
I live in south London, close to the place where Sarah Everard was last seen before going missing on 3 March 2021. Over the following week, posters appeared on every bus stop, lamppost, tree – her face was everywhere. We were in lockdown, activities were very limited, so when you went for a lunchtime walk with the one friend you were allowed to meet under lockdown regulations, you would see her face everywhere.
My friends and I realised we all felt scared. New details about Sarah’s disappearance were coming out every day and we put ourselves in her shoes, tried to imagine where she could have been, what she could have done, what could have happened to her. In our lunchtime walks, we found ourselves trying to retrace her steps. As we spoke with other local women, we realised we were all thinking twice about everything we did, changing our lives simply because we didn’t feel safe in public spaces.
For a couple of days, the police were door-knocking all over the area, not just trying to get information about Sarah but also giving women advice to stay safe. They were not telling men not to be predators – they were telling women not to go out after dark, not go out alone, to take extra precautions. That’s when our worry and our fear turned into anger.
On 10 March I texted my friends – we needed to do something together in solidarity, but also in defiance. We wanted to challenge the idea that we had to lock ourselves down, impose curfews on ourselves because male violence made it unsafe for us to be out there, because if we didn’t take enough precautions, we – not our aggressors – would be the ones to blame.
I set up a Zoom call in which we organised a Facebook event and looked up the regulations on COVID-19 and assemblies. We initially wanted to do a walk along the route Sarah had taken, but you need to get permission to march, but not for a stationary protest. We didn’t have time to request a permit, and we also didn’t like the idea of having to ask for permission for us as women to express our anger together, so we went for the stationary vigil. We chose Clapham Common because it is a huge open space allowing for social distancing, and also because it was one of the last places where Sarah had been seen alive. We did it at sunset so women could take back the park after dark.
We let both the police and the council know – I and another organiser are local councillors – because we wanted the event to be safe. We wanted to be sure that it wouldn’t be hijacked by anti-vaxxers or counter protests, and that women would be able to feel safe walking back home after the vigil.
The name, Reclaim These Streets, echoed that of the Reclaim the Night movement, which formed in Leeds in the late 1970s when the ‘Yorkshire Ripper’ was at large and the police told women the same things they were telling us now – to stay home for our own good and take extra precautions. We felt angry that we still had to fight the same battles over and over. Several decades had passed but the culture and the victim-blaming approach had not changed.
What obstacles did you face in organising and mobilising?
In March 2021, when we planned the vigil for Sarah, the UK was subjected to COVID-19-related public health regulations, and the police used these to try to prevent us mobilising. They said that we needed their permission, which wasn’t true. They threatened us, as organisers, with a £10,000 (approx. US$13,600) fine each, and with arrest under the Serious Crimes Act, on the basis that we would be inciting others to break the law. The Serious Crime Act is used against terrorists. Being charged under it would, among other things, prevent me holding public office again, effectively ending my career.
The police did nothing to facilitate our human right to protest. We tried to engage with them, because we wanted to know if they had intelligence that would help us keep women safe. We wanted to make sure that the policing would be sensitive to the need to build trust after a serving police officer was arrested for Sarah’s rape and murder, and to know that it would be proportional – for example, ensuring women wouldn’t be kettled or pushed into a close crowd when there were social distancing measures in place.
We started organising on a Wednesday, and by Thursday night, after receiving threatening emails and having a series of pointless meetings with police, we instructed lawyers and crowdfunded for a judicial review. The police insisted that there was a blanket ban on all gatherings; they couldn’t seem to differentiate between a birthday picnic and a protest. From what we could tell, they declared our vigil unlawful without conducting any risk assessment in which they considered our human rights under articles 10 and 11 of the UK’s Human Rights Act concerning freedoms of expression and peaceful assembly.
The judge agreed with us that a risk assessment be done and that it should take human rights into account, but the police said they had done it and the judge took them at face value. We met with police straight out of the judgment and proposed to do a staggered event over a longer period of time, and asked if we could make any changes to make the event more acceptable. But they wouldn’t budge, and while we were still at the meeting they issued a press release warning people it was unlawful to attend.
The vigil was supposed to be happening the next day, and nobody was able to confirm whether we would still be liable for a £10,000 fine if someone turned up even if we cancelled it. On top of this, at least 34 additional vigils had been organised all over the country. We felt responsible because we had told those wishing to replicate the event that the law allowed for ‘reasonable excuse’, and that this included our human right to protest. Now they could be subjected to significant fines and life-changing judicial processes for organising these events.
Despite the event being cancelled, women kept coming in throughout the day, bringing flowers, paying their respects. Even the Duchess of Cambridge came. Crowds grew in the evening, and right after sunset police moved in, pushing women together, manhandling some and pinning them to the ground.
We went back to court and now expect the judgment. We demanded to see the risk assessment that was supposedly conducted and insisted on the priority of human rights and the principle of proportionality. We hope our case sets a precedent and helps other people challenge arbitrary police decisions. For instance, there is a nurse in Manchester who was given a £10,000 fine for holding a solo protest – we hope this can help people like her too.
What do you think are the root causes of misogynistic policing?
Misogyny is not just a policing problem; it is a societal problem. Misogynists are the product of a society that sees women and girls as less. This manifests in countless structural inequalities: unequal pay, women doing more menial jobs, women being seen as home keepers and not being able to go back to the workplace, women being seen as objects and sexualised from a young age.
The institutions that are doing better at shaking these views are those that are more diverse, transparent and accountable, that welcome whistleblowing and reward those who call out bad behaviour. But the police force is simply not set up that way. It is not diverse enough so it has a distinct white male culture and so it is perhaps less open to and tolerant of difference. It is the kind of profession in which comradeship is important for staying safe – but this can also result in police officers protecting each other at the expense of women, victims or the public. It can promote a defensive attitude and an unwillingness to confront problems.
Take the case of Dr Konstancja Duff, who was strip searched and humiliated in a police station in 2013 – this was basically state-sanctioned sexual assault. The officers involved were assessed by a tribunal of their peers that found them to have behaved in an exemplary manner; some were even promoted. Dr Duff didn’t give up despite being gaslit by the police for eight years: she went to court and was able to access the CCTV and demonstrate the appalling treatment she had experienced. That’s the only reason she got an apology or any recognition at all.
What changes are needed in police culture and policing practices?
Because it turned out that it was a police officer who was responsible for Sarah’s death, and because so many revelations of police misconduct and impunity followed, the police ended up occupying a more central place in our work than we had anticipated. But our focus is on women’s safety rather than on police reform. We know that for women to be respected and treated as equals, police reform is necessary, but it is not sufficient. What we need is to change the culture that sends girls to take self-defence classes instead of teaching boys to respect women.
This partly requires changing the law, because it currently does not give enough importance to crimes that specifically affect women. For instance, if you drop litter or a cigarette butt, or you leave your car idling, you will be fined. But if you follow a girl in her school uniform walking home from school, pull your car up next to her, drive at the same speed as she’s walking and make sexually explicit comments at her, as long as you don’t solicit sex from her you are not breaking any laws – unless you idle your car for too long, that is. The law should take more seriously some supposedly ‘minor’ crimes, such as flashing, which is a predatory power move that can also be a stepping stone towards more serious behaviour.
Part of the work is about changing culture, which is very hard to do. We are doing some work in schools for boys and girls to have conversations about consent and respect, reach an understanding of what misogyny is and think about ways in which they can champion gender equality. We campaign for women’s safety, mostly on social media, on a regular basis, not just when the ‘perfect victim’ captures the headlines.
As part of that, we have reflected a lot about the fact that we mobilised about a white woman – because she has kidnapped and murdered in our neighbourhood, but still, we were not aware at the time of other women whose cases had been treated differently because they were Black. We made a conscious decision to use our platform and privilege to raise the voices of women who would otherwise not get the same support and attention from the media and public institutions.
What concerns do you have about the police, crime, sentencing and courts bill currently in the UK parliament?
Our experience is a cautionary tale about police powers. Police are being allowed to make judgement calls that they are ill-equipped to make. They shouldn’t be given as much power to interpret the law – it isn’t their role. They should have less power than they currently have, not more.
The police, crime, sentencing and courts bill goes in the wrong direction. It’s a draconian piece of legislation that will grant the police even more powers and will restrict the right to protest. It appears to be aimed at placating people who were annoyed at climate protests for slowing down traffic or at Black Lives Matter protesters for defacing statues. It prioritises the circulation of traffic and the integrity of statues over the human right to express dissent, which is very dangerous.
What’s your reaction to the resignation of Cressida Dick as Commissioner of the Metropolitan Police?
Our first reaction was of surprise – I don’t think even the Home Secretary knew she was resigning. But we were pleased she stepped down, because she had failed to tackle the culture problem of the Metropolitan Police. At the end of the day, leaders need to be held accountable for the organisations they run, and the buck stops there. When you are unwilling to even admit there’s a problem, let alone put together a plan to fix it, you become part of the problem.
Of course, this is a problem for many police forces across the UK, and other police leaders should also reflect on whether they are part of the solution or part of the problem.
But Cressida’s resignation shouldn’t allow the rest of the police force off the hook. Fixing an institutional problem requires more than one person to leave. I hope her successor is not only a feminist but also someone who comes in ready to admit that there is a problem, is willing to ask for help and develops a robust approach to tackle the various forms of bullying and discrimination – misogyny and sexism, racism and homophobia – that are pervasive and create a nasty working environment that prevents others from calling it out.
We also hope that this will pave the way for the Angiolini Inquiry – a review into the investigation and prosecution of rape in London – to widen its scope and look into institutional misogyny instead of writing the problem off as a ‘bad apples’ issue. The inquiry needs to be made statutory too – so that it is led by a judge rather than a politically appointed chair, so that the police are required to comply and cannot close ranks, so that victims are at the heart of the inquiry and get legal support to contribute, and so that the recommendations have to be taken on board.
It's been almost a year since Sarah went missing, and at the time everyone – politicians, police, the media – said ‘never again’. It was supposed to be watershed moment. And then nothing. I can barely point to a single tangible improvement that has happened since. Safety hasn’t improved; nor has police culture. We are disappointed in the last 12 months, but we expect institutions to do better over the next 12 months.

Women’s groups fight back as gender-based violence surges during the pandemic

Barely weeks into the COVID-19 pandemic, concerns arose about the safety of women trapped indoors with their abusers, and data showing spikes in gender-based violence (GBV) quickly reached the news headlines. But women’s rights organizations all over the world had already anticipated the worst. They knew that economic downturns, natural disasters, and disease outbreaks tend to have disproportionate impacts on women — women would experience the effects first, worst, and for longer. For decades their work had focused on the ways in which decisions made by governments, and government failures, disproportionately impact women, and they realized right away that this pandemic would be no exception.
