Claiming the space for women in Argentina, one step at a time
CIVICUS speaks to Ana Correa, a member of the organising group of #NiUnaMenos, a movement that has held massive protests against gender-based violence in Argentina. Correa holds a master’s degree in international relations and is also a political communication consultant.
1. What are the origins and context of the recent protests against gender-based violence in Argentina?
The first big march against gender-based violence, which took place on 3 June 2015 under the banner #NiUnaMenos (Not One Less), was born out of a succession of femicides in Argentina. Every 30 hours, a woman was killed just for being a woman. The femicide of 14-year-old Chiara Páez in Rufino, Santa Fe province, unleashed a wave of indignation at what appeared to be a total lack of public reaction to the succession of crimes against women. People were already fed up, so the tweet published by journalist Marcela Ojeda fell on fertile ground. The tweet read: “Women: they are killing us. Are we not going to do anything?” At that point an organising group was formed with the aim of holding a great mobilisation event, a loud call for attention from the citizenry that forced political, social and media actors to react. We wanted to send a strong message and at the same time we imagined this as a “turning-point moment” regarding demands for women’s rights. If gender-based violence affected us all, then it was important for all of us to join forces in order to make ourselves heard.
Raising our voices was necessary to say “enough”. But also in order to shake society and the political class a bit, so they could see what the concrete actions were that they were failing at, be it by mistake, inaction or omission.2. What was your role in the process leading to the mobilisation? How much spontaneity and how much organisation was involved?
I was part of the organising group for the 3 June mobilisation. I think there was some degree of spontaneity, but there was also a lot of organisational work.
From the beginning we set out to do something massive. We saw this as the only way our goals could be achieved. This could not be just another march. That’s why we took initiatives that were disruptive at the time: for instance, we sought the support of “celebrities”, women and men, so they could help us disseminate the call for mobilisation as far and wide as possible. Let’s keep in mind that we didn’t have any budget to do this, and we did not want to accept help from the very same sectors we were addressing our demands to. We needed allies in the mass media and support from both women and men. We did not ask for seniority credentials within feminist movements, although we obviously did in set some boundaries.
On the other hand, the political dimension was very important. It was an electoral year in Argentina and political forces were very polarised. Over the previous few years there had been virtually no mobilisation encompassing all sectors; there was always someone on the opposing side. So while we were disseminating the call for our big march, we met with representatives from political parties, the government and the judiciary to make our message clear: we are not protesting against anyone in particular; we just want you to do well in your job in combatting gender-based violence. Everything pointed in the same direction: towards the generation of a movement around the defence of women’s rights cutting across all political, social and cultural forces. We wanted to build a sort of great movement committed to women’s rights, which as such had to include representatives or sympathisers of all political parties defending these rights. As we noticed during the weeks leading up to the mobilisation, however, most political forces promoting a presidential candidate, be it male or female, actually lacked a gender policy proposal.3. In light of the experience with #NiUnaMenos, what is the potential of social media in terms of protest organisation, and what are the limitations?
#NiUnaMenos has demonstrated the importance of social media when it comes to making a massive call and disseminating a message without the mediation of political and media structures. We know of the enormous efforts made by women who have participated in civil society organisations, and also in political parties, for many years. The former face the challenge of finding spaces to disseminate their message; the latter find difficulties in the very structures of politics. We have a female quota system for legislative seats, but not for decision-making positions within political parties. The voice of women on these matters is seldom heard. Social media does not replace activism of any kind. The woman who devotes most of her time to her work, inside and outside the home, without support structures or any help, has an important limitation when it comes to participating in organisations of any kind. Social networks allow for and activate another form of activism, which adds up to the traditional ones. What matters is to rattle structures and open participation to all women - to each one in a form that is attainable for them.
The logic of social media also helped a lot when putting out a message. We defined a hashtag, #NiUnaMenos, that was backed up by a document that was read at the end of the rally on 3 June 2015, and which was the result of much joint work within the organising group as well as with other organisations. But the motto that made our demand compelling was summed up in just three words.4. What protest tactics have been adopted, and why?
After the first mobilisation, the rapid reaction allowed by social media to set an agenda, make claims and demand answers remained activated. But that was evidently not enough. During 2016 two important things happened. The first one was that, as the one-year anniversary of the first mobilisation approached, women throughout the country started to summon one another to march again. Just as the first march required total dedication to get organised, we saw with satisfaction that #NiUnaMenos now belonged to all. The date – June 3rd – was then instituted as #NiUnaMenos day. I believe that the best thing that can happen to this movement is for it to turn into something latent that can be appropriated by every person, male or female, who wants to see women’s rights respected.
The other important thing took place as a result of an atrocious crime. Lucía Pérez, a 16-year-old girl, was found tortured, impaled and murdered in the coastal city of Mar del Plata. There was almost no reaction from political and judicial actors. So much so that in those days, in the same city where the crime occurred, Mar del Plata, a big meeting – the IDEA Colloquium - was being held between businesspeople and representatives of the federal and provincial governments, and nobody there seemed to be aware of the brutal crime that had just happened again. It was as if they had become accustomed to these horrible things happening over and over. That’s when the decision was made to call for a Black Wednesday mobilisation and a women's strike for 19th October. On that afternoon it was pouring rain, but thousands upon thousands of women dressed in black marched through the city. It was necessary – again – to shake the apathy in the face of a new atrocity.
An International Women's Strike is now being prepared for 8 March. As its organisation is being coordinated with groups in other countries, not all the details are ready yet. But the idea is for the seed that was planted on 3 June 2015 to continue to grow. From the first march onwards, #NiUnaMenos mobilisations were replicated in various countries across the region, which then converged with other mobilisations that were taking place in European countries, and eventually with the Women’s March in the United States.5. How were protests reported? Were there any negative media coverage or reactions to mobilization?
Media coverage was another important reason why we were concerned with closing the political “gap” between those supporting the administration of Cristina Fernández de Kirchner, the president at the time, and those opposing it. When organising the first march, we wanted to make sure that the media aligned with each sector would provide nonpartisan coverage of the march. And right after the demonstration, for the first time in years, the front pages of all Argentine print media highlighted the same event, our march, as the most important of the day. It was a historic moment in that sense too.6. How did the authorities react to the protest?
At first there was distrust on the part of political actors. However we were so firm in making it clear that they were not allowed to appropriate the march for their own purposes, although it was imperative for all of them to support it, that there were only a few isolated attempts to co-opt the movement. And then, on the evening before the march, both the then-president Cristina Fernández de Kirchner, and Supreme Court Justice Elena Highton de Nolasco, publicly (and independently from one another) gave their support for the mobilisation. We did not see this as a problem; on the contrary, the fact that the highest representatives of the State were acknowledging the protest was perceived as a step forward.
Elections however were close (presidential and legislative elections were both held in October that year), and during the weeks leading up to the march various candidates had begun to see it as an advantage to have their photo taken holding the #NiUnaMenos banner. We did see that as a contradiction: it was too easy for a legislator or a candidate to just take a selfie to attract the female vote. We needed something more from them, so we asked them that if they took their picture, then they also needed to sign a five-point commitment that they would work to eradicate sexist violence.7. What impacts have been achieved to date, and what potential impacts do you see in the medium term ahead?
The main impacts were that women’s rights were placed on the agenda and that a state of constant alertness and mobilisation around these issues was achieved. There were also small but concrete steps forward, such as the judiciary launching the first Femicides Registry, the newly appointed president of the Council for Women presenting an action plan to eradicate gender-based violence, and an attempt to lower the Council’s budget being reversed, actually resulting in an increase. There is still a lot to do. We are convinced that we can only achieve our aims by remaining active in reaching out with our demands. And one of these definitely needs to be the implementation of the attention protocol for non-criminalised abortions – which applies in cases such as rape, foetal non-viability or danger to the pregnant woman’s life – and progress towards the legalisation of abortion in Argentina. In between, there is a huge agenda both in Argentina and in the region. With the inauguration of Donald Trump as president of the United States we are already seeing setbacks at the global level that we would never have imagined. The only way to do something about this is to remain united, attentive and mobilised. And to keep exploiting our creativity so that we can achieve the required impact even if politics, the media and the circumstances are not on our side.

COLOMBIA: ‘The protection of the environment is inseparable from the success of the peace process’
Following a year marked by massive mobilisation on the climate emergency, CIVICUS is interviewing civil society activists, leaders and experts about the main environmental challenges they face in their contexts and the actions they are taking. CIVICUS speaks with a young Colombian student, active in the climate movement, who for security reasons asked to remain anonymous. In addition to mobilising in the context of the #FridaysForFuture movement, the interviewee is part of Post-Conflict Children (Hijos del Posconflicto), a recently created group that seeks to render the experiences of people on the ground visible and defend the peace process in Colombia. On the crossroads of various struggles, the interviewee emphasises the defence of the peace process as a key to preserving Colombia’s environment and biodiversity.
From your perspective, what is the most urgent environmental problem in Colombia?
The most urgent environmental problem is deforestation. Deforestation rates in Colombia are very high, and the situation has not improved following the signing of the peace agreements. That is because, in times of armed conflict, the Colombian guerrillas, mainly the Revolutionary Armed Forces of Colombia (FARC), controlled much of the jungle territory of Colombia. Of course, no one dared get into that territory: multinationals and oil companies did not have a presence there; nor did the industry of cattle-raising. After the peace agreements were signed and the guerrillas withdrew, the problem that has plagued Colombia since the 1950s – land distribution – increased.
Colombia has extremely regressive land distribution, with land property concentrated in very few hands. With the withdrawal of the guerrillas and the arrival of multinational corporations, land grabbing has increased. Lands are privately appropriated, deforested and used for raising livestock, while the local population continues to be displaced.
At the same time, there are still active armed groups operating outside the law, particularly far-right paramilitary groups, alongside the smaller guerrilla force of the National Liberation Army (ELN) and some FARC dissidents who refused to engage with the peace process. These armed groups are fighting over the territory with the aim of taking control of coca crops and expanding them, causing greater deforestation.
Therefore, both the continuation of the conflict in some territories and its termination in others are having a direct influence on deforestation. The peace process contains a series of mechanisms to counteract deforestation, but its effects will depend on whether it is effectively implemented. In that sense, the protection of the environment is inseparable from the success of the peace process.
What mechanisms in the peace agreements would help stop deforestation?
The peace agreements include two specific mechanisms to stop deforestation. The first one is comprehensive rural reform, aimed at distributing land in the Colombian countryside and enforcing respect for the uses assigned to the land – for example, by ensuring that if land is for agricultural use, it is not used for raising livestock. The second mechanism is the Programme of Substitution of Crops for Illicit Use, aimed at tackling the drug problem. It is important to understand that many poor peasant families have had to grow coca in order to survive; through this programme, the state is offering them economic incentives to transition towards other sustainable crops.
How does youth activism contribute to the effective implementation of the peace agreements?
The struggle for peace is taking place on all fronts. We do three things: we mobilise on the streets in defence of the peace process; we do educational work so that people understand why the peace process is so important; and we do advocacy in various spaces.
The context in which we do this work is quite difficult. As soon as he took office, President Iván Duque objected to the peace process and tried to modify all aspects that he did not agree with or that he claimed were not fair. If he succeeds, this would ultimately mean a deactivation of the process that resulted from the agreements and the need to start over from scratch. This was no surprise: his entire campaign revolved around the peace process and was based on the dissemination of lies about it. He won the elections by manipulating people’s fears; he told people that the agreements would enshrine impunity. He tried to scare us by telling us that if the left won, we would become a second Venezuela. He also lied regarding his plans for extractive industries: he stated that oil exploration and exploitation through fracking would not be authorised, but in late December 2019 he drafted a decree that would allow fracking.
As an activist for peace and the environment in Colombia, have you had any participation in the global movement for climate justice?
Yes, along with a small group, I joined the Fridays for Future initiative. But our participation was limited to a series of actions and strikes aimed at launching the climate movement in our country.
It has been quite difficult for us to elicit mobilisation around the global climate crisis. First of all, there is much ignorance. In Colombia, most people have no idea what it is being done to them; the current president took advantage of this to spread lies, run a disinformation campaign and win the elections. In a country where public education is of very low quality and only rich people are able to further their studies, it is very easy to lie to people and make them believe you. So, the first problem is ignorance. Add to that fear: in Colombia people are afraid to speak, organise and protest. Colombians live in a state of incredible anxiety due to the systematic murders of social and environmental leaders. Colombia is one of the most dangerous countries in the world for human rights defenders in general and for environmental leaders in particular.
All of this has limited climate mobilisation. Some isolated actions have been held, but there has not been a big national, high-impact demonstration. That is why we were surprised to find out that a massive school mobilisation took place in the south of the country, in the department of Huila, where we least expected it to happen due to the complex security dynamics in those territories. We managed to get in touch with the young people who mobilised in Huila and together we took part in a national meeting held in the department of Caquetá, also known as the golden door to the Colombian Amazon. At that meeting we managed to coordinate our work with the communities that live in Amazonian territory and so far we are in the process of raising the cause of the Amazon and initiating a resistance to defend our forest.
We are currently starting to bring all the environmental groups together into a single climate front. We hope this will inspire those who are afraid to join as well.
Have you had any participation in international climate forums?
We have been to a Latin American meeting of Fridays for Future that was held in Chile with the support of 350.org. It was a meeting of climate advocates to build a Latin American network and take the movement to the regional level. It helped us a lot to meet other young people from other parts of the region who were also mobilising, to discover that we could get together and feel that we had international support to do our job. It gave us some hope.
Right after that meeting, we began to try to form a national environmental network, travelling to as many territories as possible and enlisting young people from other Colombian regions. There is still a lot to be done, but we are growing exponentially because when a new group joins in, they reach out to three or four other groups. Throughout 2019 we focused on this process, touring territories, communicating our message to people and creating links. We believe that the next time we may be able to mobilise at the national level. We will do so on 24 April 2020, on the occasion of the next global strike.
What kind of support would you need to be able to hold in 2020 the mobilisation that was not possible in 2019?
Right now our window of opportunity is the national strike, the series of protests that have taken place in several Colombian cities since November 2019. In a country where people are afraid to speak, on 21 November last year millions of people took to the streets. It was one of the largest mobilisations Colombia has witnessed over the past 40 years. This is a unique opportunity. Within the framework of these protests, the environmental movement has also put forward its proposals and demands. We may not be able to mobilise people specifically around climate, but we can take advantage of these mass mobilisations and put our issues out there. If there are people willing to mobilise, we can approach them, tell them what is happening to the environment and communicate our demands so that they understand that our issues also concern them and they start mobilising for them as well. By doing this, we succeeded in getting the national strike committee to include the declaration of a climate emergency in Colombia among its demands. This has been a very big breakthrough.

INDONESIA: ‘Communities have the right to have their opinions heard and considered’
CIVICUS speaks about the recent protests triggered by rising fuel prices in Indonesia with Kahar S Cahyono, vice president of communications of Konfederasi Serikat Pekerja Indonesia (KSPI), a trade union organisation that promotes social justice and the welfare of workers.
What triggered recent protests in Indonesia?
Workers’ protests were triggered by several government policies deemed to be detrimental for workers. The most recent was the increase in fuel prices, which lead to the increase of prices of basic necessities.
Previously, to determine the minimum wage for 2022, the government had used the regulations of a very problematic law, the Omnibus Law on Job Creation. As a result, the wage increase was at the minimum level. For workers in many areas there was no increase at all. The national average wage rise was roughly one per cent, while the inflation rate in September 2022 reached almost six per cent. In other words, wage increases could not accommodate the sudden increase of prices. The situation worsened due to the increase in fuel prices.
In this context, the government announced it would continue to use the same mechanism provided by the Omnibus Law on Job Creation to calculate the wage increase for 2023. On top of that, the government recognised that in 2023 there will be a global recession. When this happens, workers will likely be the main victims, not least because there will be massive layoffs.
In sum, the purchasing power of workers’ salaries, which already declined because the wage increase has been lower than inflation, will plunge further due to the fuel price rise. The situation will worsen even more because next year’s wage increase will also be the minimum, and will also likely be overcome by inflation. On top of all this, workers will also be haunted by the fear of losing their jobs due to a global recession.
What are your demands, and what tactics are you employing to put them forward?
KSPI has made four demands: cancellation of the increase in the fuel price, repeal of the Omnibus Law on Job Creation, a 13 per cent increase in the minimum wage for 2023 and measures to avoid job losses in a context of global recession.
On top of these four, KSPI has conveyed two additional demands: the implementation of agrarian reform and the adoption of the draft Law on the Protection of Domestic Workers.
Agrarian reform is important to achieve food sovereignty. If Indonesia is able to satisfy its food demand without depending on imported goods, it could avoid the worst impacts of a global recession. The draft Law on the Protection of Domestic Workers is key because domestic workers are typically employed in the informal sector and lack any protection.
KSPI employs a ‘CLAP’ strategy, which stands for concept, lobby, action and politics. Concept refers to developing thought and arguments regarding the issues, through discussion, seminars and other exchanges. Lobbying refers to conducting meetings with relevant officials to convey our position on each issue.
Action is conducted both through litigation – for example, we submitted a petition for judicial review to the Constitutional Court on the Law on Job Creation, as well as a petition to the Administrative Court on the determination of the minimum wage – and peaceful protest at both local and national levels – for instance, by demonstrating outside parliament or the office of the mayor or governor.
Finally, politics refers to campaigning so that people will not vote for a political party that supports measures that hurt workers, such as the Omnibus Law or the increase in fuel prices. This is in addition to establishing a political party representing workers, that is, the Labour Party as a tool for class struggle.
KSPI uses all these tactics jointly with organisations of farmers, fishers, young people, students, women, people living in urban poverty and academics.
Have protesters experienced any human rights violations?
Major human rights violations were recorded during theprotests against the Omnibus Law on Job Creation in 2020. An investigation byAmnesty International Indonesia documented at least 402 victims of police violence in 15 provinces and at least 6,658 individuals arrested in 21 provinces. People who protested online were also intimidated. Between 7 and 20 October 2020, at least 18 people in seven provinces were criminalised for allegedly violating the Information and Electronic Transactions Law.
As for workers, when KSPI urged a nationwide strike against the Omnibus Law, security force officers came to several factories, even entering production areas, to prevent workers joining the protest. Buses rented by workers to join the protest in Jakarta were suddenly cancelled for no reason, possibly as a result of intimidation or prohibition.
Rather than with repression, the government should respond to labour action by implementing mechanisms for meaningful participation, enacting the right of the community to have their opinions heard and considered and to receive reasoned responses to the opinions provided.
How did KSPI react to the football stadium disaster on 1 October?
More than 130 people died and more than 300 were injured on 1 October as a result of the violence that erupted at Kanjuruhan stadium in Malang during an Indonesian league soccer match when supporters from the losing team invaded the pitch and police fired teargas, provoking a stampede.
When this happened, we conveyed our deepest condolences to the victims’ families and to those who were injured. We also examined the facts and concluded there were procedural failures in handling the crowd, and condemned the unprofessional behaviour that led to the tragedy.
KSPI published a media release with a series of calls. First, we urged the head of Indonesian Police to strip the police head of Malang from his position due to his failure to police the incident adequately.
Second, we called for this case to be handled by the Indonesian Police Headquarters so that it is thoroughly investigated and those found responsible are punished through either criminal or administrative proceedings, according to laws and regulations.
Third, we urged the Football Association of Indonesia (PSSI) to suspend league matches until after the conclusion of the investigation of the tragedy. The PSSI should also ensure this won’t happen again by tightening its security protocol for football matches.
Fourth, we urged the public to raise the Indonesian flag at half-mast in their homes as a symbol to express condolences. And finally, we urged society to promote a healthier, more peaceful sports culture.
At KSPI we thought it was important for us to convey our position on this issue, not only because many football supporters are also workers, but also because we realise that the use of excessive force by the security forces is very easily directed against workers. Security forces also often use teargas to dissolve workers’ protests. We hope incidents such as this will not be repeated either inside or outside stadiums, in any mass protest attended by thousands of people.

IRAN: ‘Mahsa Amini’s case was a spark in a flammable situation’
CIVICUS speaks with Sohrab Razaghi, executive director of Volunteer Activists (VA), about the currentwomen-led protests, the state of civil society and the prospects for change in Iran.
VA is an independent civil society organisation (CSO) based in the Netherlands, whose primary aims are building capacity among activists and CSOs, facilitating information exchange among civil society activists, community peacebuilding and advocating for the expansion of democracy and human rights in Iran and more generally in the Middle East. VA is the successor of a pioneer Iranian CSO, the Iranian Civil Society, Training and Research Centre, founded in 2001 and based in Tehran until 2007.
What is the situation of Iranian civil society today?
Civil society in Iran has become weaker over the past few years. Civic activism has grown but organised civil society has become weaker and has been marginalised. Following President Ebrahim Raisi’s ascent to power in 2021, civic space has shrunk dramatically. The establishment and operation of CSOs has been legally obstructed and any CSO not following the policies of Iranian authorities has been eliminated.
Following significantteachers’ protests in May 2022 there was a major crackdown against the Iranian Teachers’ Trade Association and many of its leaders and activists were arrested. This was just one example of many.
The ongoing crackdown follows a predictable sequence: first, the authorities exploit toxic narratives and disseminate false accusations to malign civil society and create internal conflict within civic movements. Then they repress the smaller remaining groups, arresting and detaining their leaders and activists.
The authorities have attacked all institutions and organisations that are the expression of social power, eliminating the possibility of further organising. To fill up the space, they set up fake CSOs organised and led by government officials, often affiliated with the Iranian Revolutionary Guard Corps. These are often local, community-oriented organisations that involve local communities by approaching the mosques and charities that support them.
What made the death of Mahsa Amini a turning point?
Mahsa Amini’s case was a spark in a flammable situation. She was a young member of an ethnic minority who was visiting Tehran, was violently arrested by the morality police and died under custody. All these elements together made her case relatable for many Iranians. She was only 22 years old, a woman, a member of an ethnic minority and a Sunni Muslim, which is a religious minority in Iran. Many Iranians identify with at least one and possibly many of these elements of Mahsa’s identity and resent the policies aimed at suppressing them. As a result, large groups that feel discriminated against and suppressed mobilised.
This happened in a context of high poverty and repression, with a government that acts with impunity because it knows it won’t be held accountable. For years, instead of trying to meet the needs of their citizens, the authorities have cracked down on all sorts of protests. With Raisi coming to power, any hope for change was gone.
In what ways have these protests been different from previous ones?
The current protests are very different from previous ones, including recent protests that took place in2017 and2019. First, protesters are mostly between 15 and 25 years old. This is possibly their first engagement in a civic movement. They have grown up in the digital world and are using in the real world what they learned playing video games – only that in the real world, there is no respawning! So many are getting killed.
Second, protesters are primarily women and students. And some of their acts of protest, such as female protesters burning headscarves and cutting their hair, are unprecedented. Their demands are also different from those of previous civic movements. Whereas in 2017 and 2019 demands were mostly economic, now they are cultural: their main demand is for freedom to lead a different lifestyle than the authorities allow them to have. The shout ‘Women, Life, Liberty’ has become a protest cry and a slogan of solidarity both inside Iran and internationally.
Third, support from Iranians in the diaspora and media coverage have both drastically increased. This time the events have received major media coverage since the outset, with the protests on front pages all over the world. For the first time, on 23 October, 80,000 Iranians from the diaspora gathered in Berlin to support protesters and demonstrate against the Iranian regime. This support is unprecedented.
Finally, public discourse about the protests has shifted. In the past, dominant discourse highlighted the non-violent character of the protests, but this time there have been calls for retaliation and to use violence to defend the protests. Violence is no longer taboo: some elites and influencers inside and outside Iran are advocating for it. This is extremely concerning, considering that it may legitimise violence by the Iranian authorities, which could resort to even more violence in response.
How has the government cracked down on the protests, and why have protests continued regardless?
The government has used multiple tactics. First, it deploys riot police and security forces that use violence to physically prevent and dissolve protests. As a result, over 7,000 protesters have been arrested, many have been beaten and over 200 have been killed. Second, it has restricted internet access for over four weeks now, limiting the free exchange of information while increasing the circulation of disinformation and official propaganda. Third, it has used the same narrative tactics it normally uses against civil society, linking the protests to foreign intelligence forces.
The government’s reaction has been as repressive as towards previous movements. However, these protesters are more resilient, so the crackdown has not been as effective as previous ones. Two sources of this resilience are decentralisation and spontaneity: protests are held locally rather than in a central place, and they are not centrally organised – they are organised by small groups and happen rather spontaneously during the day or night at random hours, with protesters quickly dispersing afterwards.
Additionally, the fact that there are so many children and young students among protesters has somewhat limited the violence. Many children and adolescents have been killed, but the death toll would likely have been much higher had they not been among protesters. And many of these young people are students, therefore part of the middle class – which means there is a cultural middle class that continues to support the protests.
What is the likelihood of these protests leading to change?
We can identify five possible scenarios – and only one of them leads to regime change.
In the first scenario, the crackdown succeeds and protests end. This would result in widespread hopelessness and disappointment.
In the second, the authorities make concessions and the mandatory hijab rules are repealed. This would lead to the recognition of some limited freedoms, but not to regime change.
In the third, neither the authorities nor the protesters prevail, leading to continuing violence and bloody conflict. Protesters go into an armed offensive and the situation escalates into a civil war-like situation.
In the fourth, military groups seize power and suppress both protesters and established authorities to pursue their own goals.
In the fifth scenario, mass mobilisation leads to regime change.
What happens will depend on the capacity of protesters – the resources they can gather, the groups they can bring together, the leadership they build and the collective narrative they produce out of compelling personal stories – and international influences and pressures.
In the current situation, scenarios one to three are the most likely. The movement has not entered a revolutionary stage. There are not massive gaps in the regime – neither in its repressive machinery nor in its will to crack down on protests. And the protests have not been massive nor widely representative of the make-up of society. We have not seen hundreds of thousands or even tens of thousands on the streets, and we have not seen protests by various ethnic or religious minorities, and by different social classes. Strikes are typically the heart of social movement action in Iran, and we have not yet seen strikes by major branches and sectors of the economy.
What can women’s rights supporters and democracy activists from around the world do to support civil society in Iran?
International civil society as a collective should be more vocal. We need a unified collective of civil society echoing the voices of Iranian activists and advocates for democracy and human rights in Iran. In addition, actions of solidarity are needed as well as networks to exchange knowledge, experience and skills so Iranian activists can learn from civic movements internationally and be more effective.
Regarding the immediate response, there are various needs, such as juvenile justice support, including legal support, wellbeing and mental health support, as well as training and awareness raising on civic activism in Iran.
The main goal should be to support Iranian protesters and activists so their voice is heard and the crackdown does not succeed, while supporting the victims of the crackdown. International pressure is instrumental, not only from governments but also from civil society as a change leader. A close connection between international civil society, Iranian activists in diaspora, Iranian civil society and the media is also essential.

IRAN: ‘The severity of the crackdown only shows how scared the regime is of the protest movement’
CIVICUS speaks with Sohrab Razaghi, executive director of Volunteer Activists (VA), about the situation in Iran on the anniversary of the anti-regime protests sparked by the death of Mahsa Amini at the hands of morality police.
VA is an independent civil society organisation (CSO) based in the Netherlands, whose primary aims are building capacity among activists and CSOs, facilitating information exchange among civil society activists, community peacebuilding and advocating for the expansion of democracy and human rights in Iran and more generally in the Middle East. VA is the successor of a pioneer Iranian CSO, the Iranian Civil Society, Training and Research Centre, founded in 2001 and based in Tehran until 2007.
What is the situation in Iran one year on from the start of the protest wave?
The situation in Iran is complex. While last year’s massive protests made people hope for change, the crackdown on the protests caused hopelessness. The authorities were mostly able to suppress the protests and regain control of the streets, forcing people back into their homes.
Moreover, while the ‘Women, Life, Freedom’ protest movement had an appealing chant and vision, it lacked a long-term plan that could lead to change. Over the past year, it has been unable to translate its slogan into a political programme and was therefore unable to mobilise other social and political forces around its goals.
But despite the authorities’ success in regaining control, we have continued to see acts of civil disobedience across Iran. Activists, artists and academics express themselves through social media and make public displays of protest not wearing hijab. The fact that the voices of protesters have not been silenced sustains hope for change.
A concerning development, however, is the increasing gap between established civil society and the protest movement. CSOs were hesitant to participate in the protests when they began, and this gap has only increased since. There is even a lack of a common vocabulary in calling for mobilisation and articulating demands. Established CSOs disagree with what they view as radical moves by the protest movement, as they have a more conservative view of society and the future. A possible explanation for this divergence may be the generation gap, as the protest movement is formed by much younger activists.
To reassert control, the authorities have imposed stricter control over media, universities, unions and other associations. In essence, civic space has shrunk dramatically over the past year, with the authorities purging most sectors of everyone who disagrees with them.
Internationally there was a huge wave of support for the protest movement from governments, civil society and media, particularly early on. This was extremely helpful for echoing the voices of Iranian protesters and pressuring the authorities to meet their demands. But as the authorities regained control of the streets, we have seen a change in the approach of western governments. They are returning to diplomacy and negotiations with Iran, slowly normalising their relations. This has boosted the Iranian regime’s confidence, re-legitimising it and giving it space to spread its propaganda.
What tactics has the government used to limit further mobilisation?
The number one tactic of the regime to crack down on protests has been to arrest protesters. Over the past year, thousands have been arrested, including over 20,000 who were arrested during the protests. Some have been given long jail sentences.
The second tactic has been the prevention of organising and networking. Even small communities have been actively prevented from getting together. Online networking has been limited by censorship, filtering and hacking. Leaders and activists trying to establish any form of group are arrested and their work is disrupted. They threaten activists with jail and even death. They also target their personal life by demanding that they be fired or suspended from work or university. Many teachers and professors who supported the protest movement have been fired and students expelled.
To reach those who may not have joined the protest yet, the authorities spread propaganda, fake news and conspiracy theories that delegitimise the protest movement. Some communities fear the protest movement as a result.
To prevent the development of a political alternative to the regime, the authorities have targeted the opposition within and outside Iran. Their main aim seems to be to sow division among opposition groups and force them to deal with issues internal to the opposition movement instead of focusing on developing an alternative coalition. Iranian cyber forces have supported these efforts through hacking and social media manipulation.
What forms has resistance taken in response?
Iranian activists have pursued two strategies in response. First, the protest movement sought to widen its scope to increase its resilience. By mobilising excluded ethnic groups such as Baloch and Kurdish people, the protest movement expanded to more cities and communities, making the crackdown more difficult. Second, the protest movement tried to stay on the streets for as long as possible, hoping to create division among crackdown forces.
Internationally, the movement’s main strategy was to try to isolate the regime by forcing the severance of as many diplomatic connections as possible. For example, it successfully advocated for Iran to be removed from the United Nations Commission on the Status of Women and it also sought to force the closure of Iranian embassies in western states.
How have Iranian organisations from the diaspora or in exile supported the protest movement in Iran?
We have observed two phases in the involvement of the diaspora and exiled Iranian organisations in the protest movement. In the first phase, they organised large-scale solidarity mobilisations and projects in support of the ‘Women, Life, Freedom’ protests in Iran. Over 80,000 Iranians from the diaspora participated in the solidarity protest in Berlin in Germany, for example.
After this initial phase, however, each political group in exile tried to present itself as the leader of the protest movement. This broke the solidarity and unity of the movement. Instead of fighting against the regime, some diaspora groups mostly fought each other. Independent activists and organisations in the diaspora that didn’t want to be caught in this fight decreased their involvement. For the protest movement to succeed, opposition groups and political movements need to get better at resolving their conflicts, reaching compromises and building a unified anti-regime coalition.
Has the crackdown intensified as the first anniversary approaches?
Civil society activists have continued to be arrested and organisations put under pressure and shut down. But as the first anniversary approaches, we are seeing repression increase, particularly in universities and among journalists. Universities have recently fired more lecturers and professors and expelled more students who participated in last year’s protests. Student associations have been shut down long ago and any form of student organising is banned.
Journalists are also being heavily repressed. The authorities are disrupting reporting and coverage of protest actions and calls for protests around 16 September. They are threatening and arresting journalists, prosecuting them and handing them heavy sentences.
Independent lawyers, who have been instrumental in supporting arrested and imprisoned activists, are also being threatened. Lawyers have played key roles in defending activists in court and spreading information about their trials, informing the public on the authorities’ repression. As a result, they are being threatened with losing their licences or being arrested.
Is Iran closer to change now than a year ago?
I think we are multiple steps closer to change than before. Iranians are less scared of the consequences of their activism. They dare to take action against the regime. The voice of protest is louder and the severity of the crackdown only shows how scared the regime is of the protest movement. The regime understands it won’t be easy to shut down this protest movement, which threatens the legitimacy and therefore the existence of the regime.
We also see a major lifestyle change. People on the streets are now dressed differently and are less afraid of showing their lifestyle in public. Although political change is minimal, cultural change following last year’s protests is clearly visible. This change shouldn’t be underestimated.
What needs to happen for political change to take place?
Iranians need to realise the power of being together. Change comes from power, and power comes from organising and acting together. To bring about change, we need social power and to create social power, organising is essential. By forming associations, organisations and networks, Iranians can demand and achieve change.
For this to happen, three types of changes are required. First is a change in attitude. Iranian activists need to think positively and constructively instead of negatively and destructively. Second is a change in behaviour. We will only achieve democracy if we also act democratically and use democratic tools. This means avoiding any form of violence and understanding that democracy does not rise from bloodshed and fire. Third is a change in context. It is key to empower society to say no and resist the regime.
The international community could support change by helping to increase the resilience of the social movement and its activists, both online and offline. The pursuit of meaningful and sustainable change is a marathon and it’s instrumental to echo the voices of activists and provide sustainable support. A coalition of international civil society organisations could help by providing strategic support to Iranian activists.

MALDIVES: ‘We have come a long way, but more needs to be done to further open up civic space’
CIVICUS speaks about the situation of women’s rights in Maldives with Safaath Ahmed Zahir, founder and president of Women & Democracy (W&D).
Founded in 2016, W&D is a civil society organisation (CSO) that promotes women’s economic and political participation and good democratic governance in the Maldives through research, advocacy and awareness-raising activities.What led you to become an activist and found a women’s rights CSO?Growing up in Maldives, a small island developing nation, the disparities between men and women became evident to me. I came from a majority-women family and witnessed the personal upheavals that my mother endured and how much my family battled for my education. Returning home after studying abroad was an eye-opener for me. In interviewing for a job, I experienced first-hand the deep-rooted patriarchal culture and the double standards women face on a daily basis. So I decided to put my education to good use: to push for women’s rights and empowerment in my country.I first played a role in creating Women on Boards, a CSO promoting gender diversity in the workplace. This inspired me to try to contribute further to building the organisational infrastructure and community to support women’s economic and political participation in Maldives. The organisation I founded, W&D, is now one of the most prominent in Maldives, with over 300 members, 200 of them aged between 18 and 29.
What are the main women’s rights challenges in Maldives?
Maldives ranked 106 out of 144 nations in the World Economic Forum’s 2017 Global Gender Gap Report. Women are marginalised in the political sphere due to institutional barriers, discriminatory cultural practices and social norms. Despite being roughly half of the population, having a 98 per cent literacy rate and actively participating in political parties, in 2009 only 6.5 of members of parliament were women. The proportion fell to 5.9 per cent in 2013, and again to 4.6 per cent in 2019. Currently, only four out of 87 parliamentarians are women, and few women hold senior public sector roles.
With the passing of the Decentralisation Act, which allocates 33 per cent of local council seats to women, there has been some progress in local governance. The Maldives’ women development committees are an important platform for women to enter into politics and to participate in the decision-making process at local and national levels. But many barriers still limit their fulfilment of their mandate. They should be empowered to achieve true decentralisation.
Women continue to take on the burden of childcare and domestic chores, which makes it difficult for women to engage in economic activities on a par with men. Female labour force participation in Maldives is higher than in other South Asian countries, but women tend to be clustered in low-growth sectors and in lower-paying positions, and they earn less than men. While tourism is the lifeblood of our economy, women make up only seven per cent of the tourism labour force.
Women’s entrepreneurship is generally underdeveloped, and women’s economic contribution tends to be rendered invisible, particularly in major sectors such as tourism, fisheries, construction and wholesale and retail trading. Gendered economic inequalities were exacerbated under the pandemic, reversing what little progress had been made over previous years.
Gender-based violence also remains an entrenched problem. One in three women aged between 15 and 49 have experienced physical or sexual violence at some point in their lives. There is a great need for more and better infrastructure to support survivors.
In sum, a clear female disadvantage persists. Regulatory institutions must be strengthened to solidify existing gender equality gains and mitigate gender inequalities.
How is civil society in general, and W&D in particular, working to address these challenges?
Women’s rights CSOs have been working to address these challenges for several years, through capacity development workshops, advocacy campaigns, movement-building and creating opportunities for women and girls.
Six years on from its founding, W&D has become a leading CSO working to protect the rights and improve the lives of women. We particularly advocate for women’s safety, economic and political leadership and for inclusive democratic governance.
Since 2018, we have conducted an annual capacity development programme to advance women’s leadership and political empowerment in partnership with the International Republican Institute. In three years, more than 680 women aspiring to public office and political leadership have taken part in our training activities. In the 2021 elections for local councils and women’s development committees, 83 women who successfully completed our training were elected.
During the pandemic, we launched a rapid response programme for vulnerable women and girls. In response to the dramatic increase in reports of domestic abuse, we established a domestic violence and mental wellness helpline to help women seek the assistance of the relevant authorities, undertake safety planning and connect them with wellbeing resources. We provided survivors with psychosocial counselling and referred the most urgent cases to emergency shelters or other safe spaces. With a grant from the Queen’s Commonwealth Trust (QCT) we were able to assist 130 women.
Also with QCT support, we worked to improve access to menstrual materials for vulnerable women and girls. Approximately 10,500 sanitary materials were distributed as part of our rapid response programme. We have just received additional support to continue our rapid response programme. We expect to assist at least 240 more women and girls within the next eight months.
Additionally, in partnership with the Commonwealth Foundation we have hosted multi-stakeholder discussions and consultations with vulnerable populations, relevant government bodies and CSOs to offer policy reforms to address the needs of the most vulnerable.
This year we implemented a project to help strengthen the capacity of CSOs and community-based organisations working towards women’s empowerment and social development in Maldives. We brought together more than 160 people from various organisations.
How has civil society in Maldives joined the recent global mobilisation wave against gender-based violence?
Over the past seven years there have been many street mobilisations, mainly condemning rape and demanding justice for sexual crimes against women and girls and children in Maldives. Protection gaps in rape laws and barriers to accessing justice have perpetuated the prevalence of sexual violence and the lack of justice for survivors. The dire state of women’s safety in Maldives was highlighted by the 2016 Demographic Health Survey conducted by the Ministry of Health, which showed that one in every four women in relationships had faced physical or sexual violence from an intimate partner in their lifetime. In recent years, the Maldivian community has become more outspoken on the issue, particularly amidst the #MeToo movement, where a lot of Maldivian women came forward with their experiences.
Throughout 2020 and 2021, there were multiple street mobilisations spurred by cases of sexual violence and injustice. In early 2020, following a case of sexual abuse of a two-year-old girl by her relatives, outraged citizens protested against rape and urged the government to protect children from predators. The authorities again came under criticism in mid-2020 after a foreign woman was sexually assaulted and the suspects were released from custody, with reports soon following that one of them was in a position of influence. People gathered outside parliament to protest against rape and impunity.
Following the exacerbating effects of the pandemic on violence and abuse against women and girls, protesters rallied again in 2021 The government has taken steps to address these problems. It ratified the First Amendment to the Sexual Offences Act to improve the definition of rape and strengthen investigations, including by removing burdensome evidence requirements. In 2021, it also criminalised marital rape, marking a significant milestone for the women’s rights movement. But there is still a lot of progress to be made in combating the violence and abuse faced by women and children.
How has the space for civil society action evolved over the past few years?
As a relatively new democracy, the Maldives has taken significant steps towards ensuring civic space freedoms, but there is still a lot of room for improvement.
Following the November 2018 elections, Maldives has experienced legislative reforms and a relative opening up of civic space. A commission was established to probe unresolved disappearances. Maldives drastically improved its position in the World Press Freedom Index, moving from 142 to 87 out of 180 countries. This was made possible by reforms such as the repeal of the 2016 defamation law.
While Maldives has come a long way since its first democratic election back in 2008, more needs to be done to further open up civic space. Over the years, human rights defenders have been targeted and subjected to verbal attacks, including hate speech and death threats, while women activists have faced online vilification and threats due to their work for women’s rights.
CSOs are also under pressure from extremists and hate groups, whose influence in limiting the social and cultural lives and roles of women has persisted. There have been instances of religious scholars advocating for girl child marriage and female genital mutilation, and attempts to suppress women advocates who speak out against these grave violations of women’s rights. Women human rights defenders are specifically targeted and face additional and gender-specific challenges, including threats of sexual violence and rape.
What kind of international support does the Maldives’ women’s rights movement need?
We need the continued support of international partners and collaborators to maintain and advance our work to empower women. As our movement is mainly composed of CSOs, we rely on the generosity of international organisations that identify with our mission to be able to continue to run the projects that are making a difference in Maldives.
We also need continued opportunities for dialogue and collaboration with the international community. The exchange of ideas and information among countries and cultures is inspiring and empowering for women and girls in Maldives, particularly in the areas of business and politics.
International support for Maldivian civic space also plays a significant role in furthering women’s empowerment. This is largely achieved by developing the skill sets of CSOs through workshops and programmes run by our international partners and collaborators.
Vocal support from the international community for the Maldives women’s rights movement is also crucial. While we have faced obstacles, CSOs in Maldives have persevered in promoting women’s rights and we will continue to do so alongside our international partners and supporters.

Myanmar: Situation remains a human rights catastrophe
Statement at 47th Session of the UN Human Rights Council

Thank you, Madame President,
We welcome the High Commissioner’s oral update, and that this critical opportunity to address the ongoing crisis in Myanmar was not lost.
It is over five months since the military junta deposed Myanmar’s elected government, and the situation remains a human rights catastrophe.
Efforts towards regional diplomacy have not borne results. The five-point plan adopted by ASEAN in April is yet to be implemented and has not resulted in any efforts towards de-escalation, or lessening of loss to life. Instead, armed conflict and other violence are intensifying, with violence particularly intense in areas with significant ethnic and religious minority groups. We urge the Council to ensure that any measures it takes this Session to address intersecting crises in Myanmar takes into account this full context.
Sweeping arrests of activists, journalists and opponents of the regime have continued across the country. Thousands have been arbitrarily arrested and detained and some have been tortured or ill-treated. They include human rights defenders, trade unionists, student activists, poets, writers, filmmakers and monks. Activists face baseless charges including ‘treason’ which is punishable by up to 20 years in prison or ‘incitement’ which is punishable by up to three years in prison.
At least 88 journalists have been arrested since the coup, as well as lawyers defending political prisoners. Dozens have fled the country or have sought refuge in territories controlled by ethnic armed organisations. The internet shutdowns, which began following the coup, have now reached a new level of severity.
The people of Myanmar cannot afford to wait and see if regional diplomacy efforts will take effect. We call on States to call for the release of political prisoners and ensure an end to a free-flowing supply of weapons to a military which shows no intention of ending its campaign of bloodshed. We welcome that several States have imposed targeted sanctions on key individuals of the military and call on other States to do the same. It is the responsibility of States to ensure that perpetrating human rights atrocities bears a cost.

UNITED KINGDOM: ‘The government is set on hiding from accountability and scrutiny’
CIVICUS speaks to Sam Grant, Head of Policy and Campaigns for Liberty, a UK civil society organisation, about the introduction of the Police, Crime, Sentencing and Courts Bill and its impacts on the right to protest. Founded in 1934 in response to brutal police attempts to stop peaceful protests, Liberty is the UK’s largest civil liberties organisation, with more than 10,500 members and supporters, campaigning for everyone in the UK to be treated fairly and with dignity and respect.
What prompted the UK government to introduce the Police, Crime, Sentencing and Courts Bill? What are civil society’s major concerns about it?
The current government is set on hiding from accountability and scrutiny wherever it can, whether that’s by making it harder for people seeking justice to take them to court, sidelining elected parliamentarians through secondary legislation or introducing voter ID laws. The Police, Crime, Sentencing and Courts Bill is another iteration of this attempt by the government to shield itself from being held accountable, this time by making it harder for people to protest.
Civil society has three main concerns with this bill. Firstly, it represents a crackdown on protest rights. It gives the police greater powers to dictate where, when and how people can protest, it ramps up sentencing and will funnel protesters into the criminal justice system. The cumulative effect of these measures – which target the tools that make protest rights meaningful – constitute an attack on a fundamental building block of our democracy.
Secondly, Liberty and, more generally, UK civil society sees this Bill as an outright attack on the Gypsy, Roma and Traveller nomadic way of life in the UK. The impact these new powers will have on an already marginalised community in this country could be catastrophic.
Finally, Liberty is raising the alarm about the impact on over-policed communities who will be exposed to profiling and disproportionate police powers through the expansion of stop-and-search powers and data-sharing agreements between the police and public bodies.
The bill has already passed through the House of Commons and will start moving through the House of Lords in early September 2021. If the Lords make any amendments, these will need to be approved by the House of Commons in a so-called ping-pong process, until agreement is reached. If it becomes law, this bill will dramatically reshape protest rights in this country, tipping the balance of power further in favour of the government and the police and vastly impacting on marginalised and over-policed communities such as Gypsy and Traveller communities and people of colour.
What is civil society doing to try to prevent the passing of the bill?
The breadth of the coalition working against the bill is growing every day, ranging from environmental, human rights, racial justice and criminal justice groups to Gypsy, Roma and Traveller community groups.
A total of 245 organisations joined together to condemn the bill, over 700 academics called for it to be dropped, three United Nations Special Rapporteurs and Europe’s top human rights official warned it threatened our rights and over 600,000 people signed a petition to call for it to be scrapped.
Organisations continue to work together to show the disastrous impact this bill will have and the importance of our protest rights.
What are civil society’s other concerns about restrictions to civil liberties in the UK?
We are worried about other restrictions because this bill is part of a wider trend of this government trying to evade accountability and attack our rights. Going hand in hand with the Police, Crime, Sentencing and Courts Bill are attempts to restrict judicial review, which would make it harder to challenge government actions in court, plans to weaken the Human Rights Act, which is our central human rights piece of legislation, and plans to bring in a voter ID, which could prevent millions of people from marginalised communities voting.
How have UK authorities responded to recent protests?
We are seeing an increasingly hostile atmosphere for protest rights in the UK. In recent years, the police have targeted some protesters with facial recognition surveillance technology. People belonging to certain protest groups, including environmental rights groups such as Extinction Rebellion, have been considered extremists and added to counter-terror lists. People arrested at protests have faced the possibility of hugely disproportionate prison sentences that go far beyond fair consequences for their actions.
During the pandemic, police forces have wrongly claimed that COVID-19 regulations placed a blanket ban on all protests and have arrested and fined hundreds of people for demonstrating against injustice. They have even arrested legal observers who act as independent witnesses to police behaviour at protests to help ensure people’s rights are respected.
What can international civil society do to support civil society in the UK?
It is always important to share solidarity where possible. International civil society can support us by raising concerns through appropriate avenues and speaking up about the impact this bill could have even beyond the UK. We’ll be working closely with CIVICUS to identify these opportunities.
