16 Days of Activism - Women in Solidarity during COVID-19
16 Days of Activism, running annually from 25 November to 10 December, comes at the end of a year that saw a global pandemic affect families, economies, and every aspect of society worldwide. All around the globe, women stepped up when governments and businesses failed to act. After a tough year, this 16 Days global civil society alliance CIVICUS is celebrating the inspiring stories of women: activists involved in protest, women human rights defenders behind bars, and women’s organisations across the globe working to mitigate rising levels of gender based violence during the COVID-19 pandemic.

ARMS CONTROLS: ‘Greater women’s participation in male-dominated mechanisms would increase prospects for peace’
CIVICUS speaks with Aaron Lainé, Policy and Government Liaison Officer, and Raluca Muresan, Programme Manager at Control Arms, a civil society coalition that advocates for greater controls in the international arms trade to end the human suffering caused by the irresponsible arms trade, and to stop arms transfers that fuel conflict, systemic armed violence, poverty and serious violations of human rights and international humanitarian law.
It was quite surprising to hear that the 2019 Conference of States Parties to theArms Trade Treaty (ATT) would focus on gender. What is the connection between gender and weapons, and between women’s rights and gun control?
The thematic focus of the Sixth Conference of States Parties to the ATT (CSP6) on gender and gender-based violence (GBV) was the result of long-term efforts by progressive governments and civil society who called for more integration in the areas of sustainable development, women, peace and security and arms control. Building on the fact that the ATT is the first legally binding instrument to recognise the link between GBV and the international arms trade, efforts were concentrated on ensuring that governments recognise the importance of stopping arms transfers that perpetuate GBV and creating gender-sensitive arms control policies and programmes.
A gender perspective in arms control requires governments to examine how socially constructed gender roles affect policy decisions, particularly related to arms exports and controls. It also requires a better understanding of the gendered impact of armed violence and conflict, including of how women and men are impacted on, due to their sex or prevailing expectations about gender. It must be noted here that gender is not limited to women and girls but also includes men and boys and LGBTQI+ people.
While the body of evidence that connects women and peace and security with arms control policies is continually growing, several studies outline the disproportionate effect of irresponsible arms transfers and arms proliferation on women and children and the gendered impact of modern armed conflicts. While men and boys are both perpetrators and the primary victims of armed violence and conflict, women and girls bear a substantial and differentiated burden, including because of GBV, displacement and lack of access to medical care during pregnancy and childbirth due to the destruction of medical facilities. Research on the gendered impact of conflict also indicates that bombs, missiles, mortars and rockets, when used in populated areas, result in disproportionate casualties among women and children.
Therefore, Control Arms – along with other civil society organisations following the ATT process – has been urging governments to go beyond examining the risks that transferred arms may be used to commit violations of international human rights and humanitarian law, and look at the gendered impact of the use of weapons as part of a thorough examination of the potential for GBV facilitated by transferred arms. This is an essential component in reducing human suffering, the key purpose of the ATT.
While gender and GBV are beginning to be receive proper recognition by various United Nations mechanisms, including in disarmament forums, what is more important is to see meaningful action on the ground. In the case of the ATT, Control Arms hopes that states parties will base arms export control decisions on the recognition of the risk of commission or facilitation of GBV. The Control Arms practical guide on how the ATT can address GBV was specifically designed to help states parties implement GBV criteria effectively when conducting a risk assessment before authorising an arms export, and help push for meaningful change by using the ATT to address GBV.
Can you tell us more about the ATT and the role played by Control Arms in its negotiation and implementation?
The ATT, which was adopted in 2013 and entered into force on 24 December 2014, is part of the international response to the tremendous human suffering caused by the widespread proliferation of conventional weapons and poorly regulated trade in them. The ATT sets common international standards for the transfer of conventional arms and ammunition, with the express purpose of reducing human suffering. The ATT represents a significant paradigm shift in the world of arms control through its prohibitions on certain arms transfers (Article 6) and the establishment of a detailed export risk assessment mechanism (Article 7). Under these articles of the Treaty, states parties must determine if an arms transfer would violate specific international obligations or arms embargos or if the arms would be used to commit or facilitate genocide, crimes against humanity, war crimes, serious human rights or humanitarian law violations, to enable terrorism or organised crime, or to commit or facilitate GBV, and stop it in case it risks having any of these consequences. With the inclusion of Articles 6 and 7, for the first time in history, states are required to place international human rights and humanitarian law at the core of their arms export decisions.
The Treaty also sets out guidelines for importing, transit and transhipment states, requiring them to cooperate and share the information necessary to conduct the mentioned assessment.
Today, the ATT’s membership comprises 105 states parties and 33 signatories.
The Control Arms Coalition formed and launched a campaign in 2003 that tirelessly pushed for states to accept the idea of and negotiate the first global treaty to regulate the conventional arms trade. Since the adoption of the ATT in 2013, Control Arms has continued to push, first, for the 50 ratifications required for its entry into force, and then to hit a target of 100 states parties and for effective implementation. Through each stage of the ATT process, the role of civil society has evolved from primarily one of advocacy and awareness-raising to where we are today – where civil society plays an instrumental role in shaping the discussions and agenda of the Conferences of States Parties, advancing the Treaty’s universalisation and implementation, and ensuring transparency and accountability in the ATT through mechanisms such as the Control Arms’ ATT Monitor Report.
What does the Arms Trade Treaty say about GBV, and how could its provisions be used to protect women and children?
According to ATT’s Article 7.4, ‘[t]he exporting State Party, in making this [risk] assessment, shall take into account the risk of the conventional arms covered under Article 2.1 or of the items covered under Article 3 or Article 4 being used to commit or facilitate serious acts of GBV or serious acts of violence against women and children’.
The aim of Article 7.4 is to ensure that an exporting state party takes into account the risk that the arms transferred will be used to commit or facilitate acts of GBV, when conducting its export assessment outlined in Article 7.1. It is an explicit requirement aimed at reducing the historical tendency to overlook GBV.
In practical terms, if applied correctly, the ATT will help deprive human rights abusers of the arms that help facilitate violations of international human rights law and international humanitarian law, including acts of GBV and violence against women and children.
What kind of advocacy work has Control Arms been doing in the area of GBV?
The Control Arms Coalition played a key role in advocating for the inclusion of Article 7.4 in the Treaty. Since then, Control Arms has sought to raise awareness about the importance of this provision, through bilateral and regional meetings, social media campaigns such as 10 Reasons to #StopGBV, and interventions and statements in ATT-related meetings.
Control Arms also produced a range of resources such as the Practical Guide on how to use the ATT to address GBV, a paper that provides interpretations on key terms from Article 7 and a factsheet on gender in the ATT. These resources were used in the first-ever training programme for export control officials on the implementation of the GBV criteria. Organised by Control Arms and the government of Latvia, the training session brought together representatives from 12 Central and Eastern European governments to learn in greater detail about the links between GBV and arms transfer decisions and the application of the ATT risk-assessment criteria that take these risks fully into account.
Do you think women’s participation in disarmament and arms control negotiations and processes could increase the prospects for peace?
Greater women’s participation in male-dominated disarmament and arms control mechanisms would without a doubt contribute to greater prospects for peace. Several studies, for example by the Council on Foreign Relations and a 2018 study by Jana Krause, Werner Krause and Piia Bränfors, highlight the positive impact of women in conflict resolution, concluding that “women’s participation in conflict prevention and resolution can improve outcomes before, during, and after conflict.” Similarly, gender equality among participants in international multilateral mechanisms can lead to more inclusive, effective and sustainable policy outcomes. This is relevant particularly for disarmament and arms control forums that have remained largely male-dominated and are stuck in an ideological window characterised by aggression, dominance, egotism and other characteristics of toxic masculinity.
A recent study by the United Nations Institute for Disarmament Research, Still Behind the Curve, outlines the state of gender balance in arms control, non-proliferation and disarmament diplomacy. Its main conclusion is that “the proportion of women participating in arms control, non-proliferation and disarmament diplomacy… has grown steadily over the last four decades, but women remain underrepresented.” This applies to the ATT as elsewhere: only 27 per cent of representatives at the 2018 Conference of States Parties were female.

AUSTRIA: ‘If anything changed for women under the pandemic, it was for the worse’
CIVICUS speaks about the upcoming International Women’s Day and civil society’s role in combatting gender inequality in Austria with Judith Goetz, a political analyst and scholar who studies gender and right-wing extremism.
Alongside her role as a university professor, Judith works with civil society organisations (CSOs) that advocate for equal rights of excluded groups and support feminist movements in Austria. She has recently co-edited two anthologies on gender perspectives and right-wing extremist movements.
Do you think COVID-19 has had a disproportionate impact on women in Austria?
I believe so and I think the gender-specific effects of the pandemic and lockdown are especially visible in employment. Gender-specific occupational patterns that predated the pandemic resulted in an additional workload for women. Women are also employed disproportionately in the service industry and healthcare sector, so many women saw their workload increase during lockdown and throughout the pandemic.
Women have been further affected through low wages and short-term employment. In addition, gender imbalances in childcare roles, and caretaking roles more generally, intensified with the pandemic.
Crises always bring the chance to rethink the social contract, and the pandemic in particular opened up an opportunity to renegotiate gender-specific arrangements, but unfortunately it was not taken. Relationships of dependency have been intensified, so if anything changed, it was for the worse.
The increase of domestic and sexual violence under lockdown is proof of this. This has been a problem not just in Austria but in all of Europe. Many people lost their jobs and did not have enough money to make a living. It seems that many men, unable to cope with economic and pandemic-related stress, simply took it out on their partners and children.
It is worth noting that the pandemic had a negative impact not only on women but also on LGBTQI+ people. Conservative forces took advantage of the pandemic to promote a return to traditional values and families. They said that lockdown showed families the importance of spending time together, and made women see the advantages of undertaking their ‘natural’ role as caretakers. Fringe anti-feminists even blamed the pandemic on those promoting gender rights because according to them, the pandemic was God’s punishment for their sins.
Has the government done enough to tackle these negative impacts?
Through its government programme, the Austrian government promised measures to counter domestic and sexual violence. But it did too little.
The current Minister for Women, Family and Youth, Susanne Raab, upholds a very conservative image of women. She only takes an anti-patriarchal stance when it comes to migrant women, because she only sees patriarchal structures and conservative, traditional gender conceptions in migrant communities, rather than in society at large. This has set limits on the design of policies to curb gender injustices in Austrian society and to support women’s empowerment more generally.
What role has Austrian civil society played in advocating for gender equality, both before and during the pandemic?
In Austria there are lots of CSOs that work against discrimination against women and other gender identities, and for equal treatment of people regardless of how they choose to identify themselves. Many feminist achievements, notably in the form of social change, are the result of this commitment. But this progress has also engendered a reaction in defence of male privilege, and we have seen the rise of counter-movements.
The way I see it, civil society encompasses all the associations, social movements and initiatives in which citizens engage, independently from political parties even though they often work together. These are all part of civil society regardless of their political orientation, of whether they are progressive or regressive. During the pandemic, we saw movements against LGBTQI+ rights, sexual education for diversity and gender studies in general become popular within movements that mobilised against pandemic restrictions.
Overall, women’s organisations and other solidarity CSOs, from anti-racist to progressive feminist movements, are doing an enormously important job in Austria. But we must keep in mind that there is a whole other segment of CSOs that are not progressive at all, and progressive civil society must find strategies to deal with them.
What role do you think progressive civil society will have to continue to play after the pandemic?
Solidarity networks will be extremely important in the aftermath of the pandemic because many people – particularly women - have been pushed under the poverty line.
But the pandemic has also made clear that there are a lot of people who are willing to help and support other people. Many people are not even organised, but they used their own resources to help others in need. At the beginning of the pandemic, we saw self-organised neighbourhood networks in which people took care of each other. The pandemic allowed people to realise they could easily organise networks in their contexts and practise solidarity.
What are the main women’s rights issues in Austria?
Like anywhere else in the world, challenges abound in Austria: there is the gender pay gap – the goal of ensuring equal pay for equal work, the elimination of discriminatory role models and making opportunities available for women in all areas of life.
The intersectional entanglement of discrimination plays an important role here: women face discrimination not only because of their gender but also because of their social origin, their location, their race, or because they are not able-bodied.
But the problem I want to highlight is that of sexual and domestic violence. Austria must face the fact that it has a very high number of femicides. This is one of the reasons why Austria gained international attention in recent years – not just because femicide cases in Austria are very high compared to other European countries, but also because Austria is one of the few countries where more women than men are being murdered, mostly by their intimate partners or family members.
How is civil society organising to tackle gender-based violence?
Women’s rights CSOs have worked on these issues since long before the pandemic, and alerted that they were worsening as soon as the pandemic broke out. Such was the case with the Association of Autonomous Austrian Women’s Shelters (Verein Autonome Österreichische Frauenhäuser).
Civil society has engaged in intense advocacy to challenge policies that do not benefit excluded people, bring the concerns of the underrepresented to the forefront of the policy agenda and hold the authorities accountable. For instance, in October 2021 the Minister for Women, Family and Youth promised €25 million (approx. US$28 million) for a package of new measures to counter gender-based violence and femicides. Feminist CSOs complained that it was far too little: they were demanding €228 million (approx. US$256 million).
They also criticised the programme for prioritising helping perpetrators over protecting victims. The new anti-violence programme focuses on making perpetrators attend a six-hour training session, which is a step into the right direction but not nearly enough to change their behaviour, while not providing enough funding to the care of the women affected by violence.
On top of this, there is an important new movement growing in Austria. It follows on from the Ni Una Menos (‘Not one woman less’) feminist movement that originated in Latin America and encompasses both individuals and organisations. Since its founding in July 2020, no femicide in Austria has been left unacknowledged.
The new grassroots movement claims public space: every single time a femicide is found to have taken place, the movement gathers in central parts of Vienna to rally against patriarchal violence and commemorate its victims. The movement seeks to politicise femicides in order to go beyond mere reaction and win agency. More than 30 such rallies have been held since 2020.
In my opinion it has already achieved a lot of success. For instance, media reporting has completely changed. They no longer refer to a femicide as a family drama or a murder, but rather as femicide – that is, the murder of a woman because of the fact that she is a woman.
The way we speak about the topic, and therefore the way we think of it, has changed completely thanks to the work of civil society. It is now clear that femicides are typically not perpetrated by strangers in the dark – most of them are committed by relatives, spouses, boyfriends. It is not about the perpetrator’s background, but rather about the social relations between preparator and victim.
The International Women’s Day theme for 2022 is #BreakTheBias. How are you organising around it in the communities you work with?
I really like this theme because we should indeed undertake complex thinking instead of continuing to think in black and white. Austria’s organising committee has chosen solidarity as a theme, which is very broad but can potentially encompass various gender identities, workers and groups facing various forms of discrimination. I think this theme is a good match for the #BreakTheBias theme.
I am joining the 8 March rally and the activities that bring feminist groups together in Vienna. I like this space because it offers a platform for feminist organisations, activists and experts to speak up about their own issues. This is also part of breaking the bias, because it is about different feminist perspectives and experiences coming together and having a frank discussion in which we try to leave our own bias aside. It also allows the bridging of different feminist struggles. We should prioritise what connects us over what separates us. We will surely have enough time to talk about our differences and become stronger once we have connected.

AUSTRIA: ‘Unfortunately, times of crisis have rarely proven to be a catalyst for gender equality’
CIVICUS speaks about International Women’s Day and civil society’s role in combatting gender-based violence (GBV) in Austria with Hannah Steiner and Sophie Hansal of the Network of Austrian Counselling Centres for Women and Girls.
The Network of Austrian Counselling Centres for Women and Girls is a civil society organisation (CSO) aimed at improving women’s and girls’ lives through the development of training programmes, the provision of free counselling and campaigning and advocating for women’s concerns to be addressed by public policies.
How did the work of the Network change under the pandemic?
The Network of Austrian Counselling Centres for Women and Girls is an umbrella organisation encompassing 59 counselling centres all over Austria. We build our internal network by organising training activities, exchange and communication among counselling centres. We represent the concerns of our member organisations externally and are therefore in constant contact with funding bodies, politicians, the media and the public. We advocate for a society in which all human beings, and particularly women and girls, can lead a free and safe life.
The Network and all its counselling centres have no affiliation with any political party or religion. Our member organisations provide various forms of support, from career guidance, training and reintegration to work after parental leave, guidance regarding employment laws and residence status, to partnership and support on child-rearing issues, divorce and custody, physical and mental health issues, all the way to violence in all of its forms.
The pandemic had a major effect on our work, particularly at the beginning, when uncertainty was highest and the availability and accessibility of counselling was very limited. Many women and girls were unsure where to seek advice. Counselling centres tried to react to this as quickly as possible, for example by offering counselling online, but also by actively contacting women and girls who had registered with them earlier to ask how they were doing and whether they needed anything.
As in many other areas, counselling embraced new technologies during the pandemic. However, some women and girls didn’t have – and still don’t have – the equipment or skills to access these opportunities. At the same time, some organisations have told us that there are women and girls who find it easier to ask for advice or help in an online setting. And women who live in rural areas, far from the next counselling centre, found access to counselling easier via phone or email. The ways the pandemic impacted on our work cannot be summarised so easily, because its effects were multifaceted.
How has the COVID-19 pandemic exacerbated GBV in Austria, and how has civil society reacted to this?
Studies have shown that all types of violence against women and girls intensified during the pandemic. Political measures to prevent the spread of COVID-19 affected women and girls in specific ways: financial worries, movement restrictions, often cramped living conditions and – in cases of domestic violence – isolation in close quarters with abusers all made the situation especially dire for many women and girls.
It is important to note that the pandemic has also affected many people’s psychological health. Only the future will show the pandemic’s long-term effects on a social level. Unfortunately, times of crisis have rarely proven to be a catalyst for gender equality.
What is key for achieving equality and social justice is an active civil society. Civil society gives a public voice to those who are often not heard. During the pandemic, CSOs have pointed out how the crisis affected the most vulnerable groups in society. They have continued to offer advice and support to those who need it and have developed new offers to address pandemic-induced economic and psychological stress.
Counselling centres for women and girls play a special role in protection from GBV. We can recognise violence early on and in cases where it is hidden behind other problems. Even – and especially – in times of crisis such as this, counselling centres are crucial contact points for women and girls.
CSOs have always been key figures in advocating for gender and social equality in Austria, and will certainly continue to do it in the aftermath of the pandemic.
What should the Austrian government do to curb GBV?
Austria ratified the Istanbul Convention – the Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence – in 2013. Since then, its implementation has been evaluated by the Council of Europe’s Group of Experts on Action against Violence against Women and Domestic Violence (GREVIO). In its evaluation report, GREVIO has included many CSO demands. Full implementation of the Istanbul Convention would be a milestone in the elimination of GBV.
One of the most important political steps would be an increase in funding for CSOs working in the field. Due to the ongoing crisis and the increased need for advice, women’s and girls’ counselling centres need more support. There is often no long-term funding that can ensure CSO sustainability, only project-based funding. This does not allow for long-term actions and makes planning difficult.
Furthermore, the knowhow and wide experience of women’s CSOs should be considered and included to a higher degree when it comes to policy-making at the national and regional levels. The government should make use of and rely on the expertise of women’s organisations and the long-existing services they built when planning new measures or setting up new institutions.
Further research on the specific situation of young women and girls should be conducted so that their needs are taken into consideration when new measures are designed.
The International Women’s Day theme for 2022 is #BreakTheBias. How have you organised around it in the communities you work with?
The Network of Austrian Counselling Centres for Women and Girls works 365 days a year to create a world free of bias, stereotypes and discrimination, by offering counselling for women and girls in difficult situations; by making sexism, gender stereotypes and GBV a political issue; by advocating for women’s and girls’ rights on a daily basis; by developing training programmes, quality standards and working documents; by connecting feminist CSOs and by positioning ourselves as experts for the issue of gender equality. Our aim is to improve the living conditions of all women and girls living in Austria.
Due to the pandemic, we have not organised an event on 8 March, but some of our member organisations have planned events and we are joining the International Women’s Day protest in Vienna.

BANGLADESH: “To address rape we need a thorough reform of the legal system”
CIVICUS speaks to Aparajita Sangita, a Bangladeshi human rights activist and an international award-winning independent filmmaker. Aparajita has worked on several films on discrimination against women and women’s rights and has been involved in various social activities including street children’s education and food banking. In response to her activism, she has been harassed by the police. She was also sued for harassment under the draconian Digital Security Act for her online activism. The case was withdrawn in the wake of widespread protests on the streets and online.
What triggered the recent anti-rape protests in Bangladesh?
On the evening of 5 January 2020, a student at Dhaka University (DU) was raped after getting off a university bus in the Kurmitola area of the capital, Dhaka. DU students were disturbed by this incident, which led to protests and the organisation of several other events.
Despite widespread protests against the rape, sexual violence against women persisted and even increased during the COVID-19 pandemic.
On 25 September, a woman who was visiting MC College in Sylhet with her husband was raped in a hostel on campus by political activists linked to the ruling party. As protests erupted over this, a video of a woman being abused in Begumganj, Noakhali on 4 October went viral on social media. The video clip showed a group of men entering the woman’s house, stripping her naked and physically assaulting her, while capturing it all on video.
These incidents are just a few of the numerous cases of rape and sexual violence against women that have been circulating on social media in Bangladesh. The perpetrators of this violence include fathers, close relatives, law enforcement officials, public representatives, political leaders and religious actors.
All of this led to the mass anti-rape protests of October 2020, when people from all over the country came together to protest against violence against women. The anti-rape protest movement started in Shahbag, known as the ‘Movement Square of Bangladesh’, but soon spread to every city, even villages, across Bangladesh. This includes Bogra, Brahminbaria, Champainababganj, Chandpur, Dhamirhat (Nowgaon), Faridpur, Gafargaon (Mymensingh), Gopalganj, Jaipurhat, Kurigram, Manikganj, Noakhali, Panchgarh, Rajshahi, Satkhira and Syedpur (Nilphamari).
People from different walks of life, including members of political parties, writers, cultural activists, online activists, national cricket team players, women’s rights activists and journalists, converged in the anti-rape protest movement. For the first time in Bangladesh, women marched against rape in the middle of the night. In Dhaka, they marched from Shahbag to Parliament House, carrying torches and shouting slogans.
What were protesters’ main demands?
The anti-rape protest movement raised nine demands to stop rape and sexual violence. They included the introduction of exemplary punishment for those involved in rape and violence against women across Bangladesh and the immediate removal of the home minister who had failed to deliver justice.
Protesters also demanded an end to all sexual and social abuse of tribal women; the establishment of a committee to prevent sexual harassment of women in all government and private organisations as well as in educational institutions, following High Court orders; and the full implementation of the Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW). They also urged the abolition of laws and practices that create inequality towards women.
Other calls included putting a stop to the mental harassment of victims during investigations and ensuring their legal and social security, the inclusion of crime and gender experts in Women and Children Repression Prevention Tribunals, and the establishment of more tribunals to ensure the quick processing of cases.
Finally, they urged the amendment of Section 155(4) and other relevant sections of the Evidence Act to end the admissibility of character evidence of complainants in rape trials and the elimination from textbooks of all materials deemed defamatory of women or depicting them as inferior.
How did the authorities respond to the protests?
On 6 October, protesters marched from Shahbag to the Prime Minister’s Office with black flags but were stopped by the police at the Hotel Intercontinental Junction. Several leaders and activists of a left-wing student body were injured by the police.
In addition, a section of a statement issued by the police headquarters on 10 October attempted to vilify the protesters. It stated that “vested quarters” were trying to use the protest “to serve their interests” by undermining law and order and “creating social chaos.” The police warned protesters to avoid any “anti-state activities” and announced that the police were committed to ensuring internal peace and order at all costs. This statement caused panic among protesters, who feared a crackdown.
Besides facing police repression, several women activists, including the leader of the Left Students’ Association, who participated in the anti-rape movement, were threatened with rape over the phone and on Facebook Messenger. Some of the activists were also threatened with criminal cases.
What has happened to the movement since? Has the campaign stopped?
After the protests against rape and sexual assault spread across the country, the Women and Children Repression Prevention Law was amended. The death sentence was imposed as the most severe punishment for rape. Previously, the maximum punishment for rape in Bangladesh was life imprisonment. The death penalty was only applied in cases of gang rape, or rape that resulted in the victim’s death.
Following this the protests halted, as many thought that the death penalty would see a reduction in rape crimes. However, many women’s rights campaigners insist the death penalty is not the answer and demand a thorough reform of the legal system and more education to address what they say is an epidemic of violence against women in Bangladesh.
What can the international community support the movement?
In the wake of the various cases of sexual violence and rape committed against women, we have seen an important protest movement emerge within the country. However, some protesters and activists have faced threats when they have raised their voices. The solidarity of the international community is essential for those protesting against human rights violations and making fair claims.
Bangladesh is an extremely patriarchal society, and there have been numerous attempts to restrict women’s lives and voices for years. Rape is an expression of this environment. It is a fundamental right for a woman to live in safety and it is the responsibility of all citizens, as well as the international community, to ensure this right.

BULGARIA: ‘Our society has finally become sensitised to domestic and gender-based violence’
CIVICUS speaks with Victoria Petrova, Communications and Development Director at the Bulgarian Fund for Women (BFW), about civil society’s struggles to end domestic and gender-based violence in Bulgaria.
Established in 2004, the BFW is the only Bulgarian feminist civil society organisation (CSO) supporting organisations, collectives and activists that challenge the status quo and work towards systemic change for women, girls and all marginalised communities.
What does BFW do?
The BFW has played a pivotal role in advancing women’s rights across Bulgaria for two decades. Our focus has recently extended. As well as funding projects, in 2020 we started providing core funding to help organisations meet essential needs such as administrative costs, office space, equipment and staff salaries, which often remain uncovered by project funding.
Core funding is of paramount importance to ensure the sustainability of CSOs. Financial stability empowers organisations to be strategic, proactive and resilient in the face of challenges. As of today, providing core funding objective has become our biggest focus.
We also have other funding mechanisms such as project funding and the Open Opportunity programme, which provides rapid funding of up to 10,000 BGN (approx. US$5,500). This has proven invaluable in times of crisis or in the face of unforeseen challenges, such as last year’s attack on the Rainbow Hub, an LGBTQI+ space in the capital, Sofia. A far-right former presidential candidate attacked the hub during an event and injured a participant, an activist and Rainbow Hub team member. The premises were destroyed. Through the Open Opportunity programme BFW gave them a grant so they could get it fixed.
Overall, BFW distributed a total of over US$700,000 in direct grants to CSOs in 2022 alone.
We’ve also taken proactive steps to contribute to building capacity in the organisations we support, recognising the significance of robust women’s rights organisations in a context where great gender inequalities persist.
It is estimated that one in three women, or approximately one million, suffer from domestic and gender-based violence in Bulgaria and at least 15 women have been killed by former or current intimate partners, husbands or other relatives since the beginning of 2023. Women do a disproportionate share of household chores and care work. There aren’t enough support services, such as public kindergartens. There is a significant pay gap and women are grossly underrepresented in politics – only about 25 per cent of members of parliament are women. Life is even harder in small towns, where gender stereotypes are much more deeply rooted.
Have you faced backlash for the work you do?
Women’s rights organisations as well as the entire civil society sector in Bulgaria have encountered significant challenges since 2018. These started alongside attacks on the Istanbul Convention – the Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence.
Attacks were sparked by a far-right party, VMRO, and also by the Bulgarian Socialist Party (BSP) after it shifted its stance in relation to the Convention. The party with the biggest parliamentary representation, GERB (Citizens for European Development of Bulgaria), sort of washed its hands at the time and left the matter with the Constitutional Court. And the Court ruled that ratifying the Istanbul Convention would be unconstitutional. This made Bulgaria one of the few European states that haven’t ratified the Convention.
These days, attacks focus on the changes recently made to the Protection Against Domestic Violence Act. Regressive and pro-Russian groups such as Revival (Vazrazhdane) and BSP claim that this law seeks to impose the Istanbul Convention and implement what they call ‘gender ideology’. A few months ago, the BSP even started collecting signatures to enable a referendum against ‘gender ideology’. The party has recently announced it has collected the required number of signatures.
What recent changes were made to the Protection Against Domestic Violence Act, and why?
Changes to this law had been pursued for years but faced rejection by some political parties, including Revival, the BSP and some GERB members. They were finally introduced in July and they represented progress, even though they did not include the definition of ‘intimate relationship’ proposed by women’s advocates, as a result of which they did not extend protection to people who are in relationships but are unmarried and not in a domestic partnership.
Regrettably, this omission meant that the shocking Stara Zagora case, in which an 18-year-old woman was beaten and disfigured by her boyfriend, did not fall within the law’s purview. This attack happened in late June but only became public in late July, as a result of the victim’s family’s engagement with the media out of frustration with the slow pace of the investigation.
In response, around 10,000 people protested in Sofia and tens of thousands demonstrated in other regions, demanding justice for victims and action against domestic and gender-based violence. This groundswell of public engagement was unprecedented, shaking the normalised apathy or victim-blaming that had often been the response to similar cases in the past.
This forced parliament to reconsider the bill, and on 7 August it reconvened to widen its scope to cover ‘intimate relationships’. This was a step in the right direction, although some concerning elements remain.
First, criteria for people to be considered as intimate partners include having been in a relationship for at least 60 days, without any clarity as to what counts as the start of those 60 days and, more concerningly, what happens if violence occurs within the first 60 days. Second, at the last minute, members of parliament inserted the words ‘man’ and ‘woman’ in the definition, therefore limiting its scope to heterosexual couples. Same-sex couples were completely excluded from seeking protection under this law.
Bulgarian politicians should do much better. During that same debate a GERB member of parliament, former Minister of Culture and former Chairman of the Parliament, Vezhdi Rashidov, made extremely offensive comments. It was during the break, when he thought his microphone was off and basically called raped women ‘whores’. Our organisation wrote an open letter asking for his resignation, and just a few days later he announced he was resigning.
Unfortunately, his comments reflect widespread attitudes among many of our politicians towards women’s rights and domestic and gender-based violence. We are fed up with their sexist jokes, homophobic expressions, lack of understanding and deliberate disinformation regarding gender issues and women’s rights.
What do you think made the Stara Zagora case so impactful?
The impact of the Stara Zagora case can be attributed to several factors, primarily stemming from systemic failures that occurred across various institutional levels. The perpetrator’s swift release within 72 hours of the attack, despite being on probation for prior offences, set the tone for public outrage.
Public indignation also resulted from the discrepancy between the severity of the attack, which involved the use of a knife and resulted in 400 stitches, a broken nose and a shaved head, and its categorisation as a mere ‘soft bodily injury’.
There was a shift in public sentiment that revealed heightened awareness and empathy for victims. The usual response in these cases is often victim-blaming. This time, however, many more people sided with the victim. Although some anti-rights voices questioning the victim’s innocence emerged, particularly on social media, most public figures refrained from such insensitivity.
As a result, over the past few weeks, we have started to see more and more domestic violence cases being reported on the media. So I’d say the Stara Zagora case sensitised society and accelerated change. I hope people will now be more willing to seek protection and justice, and institutions and the media will be more willing to empathise with the victims.
What else should be done to combat gender-based violence more effectively?
While there are organisations like BFW that have worked against gender-based violence for decades, it’s evident that a comprehensive national campaign led by the state is needed to catalyse broader change. Such a campaign should aim to reach people across all socio-economic strata, fostering a shared understanding of gender equality and the unacceptability of violence.
Education and prevention are paramount, and they must begin at an early age. Teaching children about gender equality and the importance of rejecting violence from the outset can contribute to lasting change.
The establishment of more crisis centres across the country to provide immediate support and safety for victims is also crucial. Only 15 out of 28 regional cities have crisis centres so far. Perhaps positive change will now take place as four ministries have got involved in solving the issue.
Finally, ratification of the Istanbul Convention remains a pivotal goal. Its comprehensive framework can guide Bulgaria in its efforts to counter gender-based violence. We will continue advocating for these changes and support other organisations that work for women’s rights.
How do you connect with the global women’s movement and what additional support do you need?
We participate in networks like Prospera and On the Right Track. These connections expose us to diverse perspectives and experiences and enrich our understanding of the broader movement.
Collaboration among organisations and international assistance are essential to counter anti-rights narratives, fend off far-right movements that are unfortunately increasingly organised and determined and promote positive change. When helping people and organisations, we sometimes tend to be reactive to attacks. We need to support each other to be more proactive.
As I already mentioned, core funding is of huge importance to our grantees, but it is for us as well. I am happy to see that more of our donors started providing this type of long-term support, and I am hopeful that even more will recognise the need for it in the future.
To end on a more positive note, I am thankful that Bulgarian society has finally become sensitised to the topic of domestic and gender-based violence. This isn’t a private issue but an issue that affects the whole of society. We are all responsible for educating ourselves on the topic, learning about its different forms, stepping up when we see something unacceptable and supporting people who are brave enough to report violence.

BULGARIA: ‘Women’s rights organisations are working together towards the goal of a feminist Europe’
CIVICUS speaks about the upcoming International Women’s Day and Bulgarian civil society’s role in eliminating gender-based violence (GBV) with Iliana Balabanova, founder and president of the Bulgarian Platform of the European Women’s Lobby (BPEWL).
BPEWL was founded in 2005 by a group of civil society organisations (CSOs) working for gender equality and social justice, and against violence towards women. Since its inception it has organised at the community level to raise gender issues and push them up the agenda, promoted petitions, organised workshops, implemented projects and collaborated with civil society in other European countries on joint advocacy initiatives against gender inequality.
How has the COVID-19 pandemic exacerbated GBV in Bulgaria?
As reported by civil society, since the beginning of the COVID-19 pandemic there has been a significant increase in violence against women and children. One of the main challenges in preventing violence has been the lack of a coordinating body bringing together both government and civil society. There is need for much better coordination among all institutions to review cases of violence and identify the best ways to deal with them.
According to the office of the World Health Organization in Bulgaria, at least seven women lost their lives at the hands of a partner or family member since pandemic-related confinement measures were put in place. The national helpline for children received 80 reports of a parent abusing another parent in March 2020 alone. This indicated that violence against women and children doubled compared to the months before the pandemic.
The pandemic impacted very negatively on the work of the centres that provide assistance to GBV victims. The impact was dramatic on victims of domestic violence and rape in need of emergency support. Assistance had to be provided exclusively through the phone, while phone calls for consultations increased by 30 per cent.
In addition, the interaction with public institutions – judicial, health and municipal bodies – was difficult. And the pandemic had a negative effect on the justice system, as it delayed court decisions. During lockdown periods, applications for protection orders in domestic violence cases were submitted by mail to the regional or district courts, and most other applications could not be sent due to the huge backlog.
What role has Bulgarian civil society historically played, and continues to play, to tackle GBV?
Bulgarian women’s organisations have worked against GBV and domestic violence for decades. At the very beginning, in the late 1990s and early 2000s, we started to work on domestic violence by counselling victims and we opened the first shelters for victims of domestic violence in Bulgaria.
At that time there was no legislation to prevent domestic violence or protect victims, and Bulgarian women’s CSOs – joined later by other human rights CSOs – drafted the first such bill. The lobbying campaign and the advocacy work to get the bill passed lasted almost five years.
Thanks to this work, in 2005 the Bulgarian parliament passed the Law for Protection against Domestic Violence, which defined domestic violence quite widely, encompassing all forms of violence – physical, sexual, psychological, emotional and economic – committed by family members or partners in a formal or de facto relationship or cohabitation. The process was hurried by the fact that Bulgaria had started harmonising its legislation with European Union (EU) regulations, and women’s CSOs took advantage of the momentum to exert pressure for a new legislative framework to protect women from domestic violence.
By then the Bulgarian women’s movement had gained enough experience, knowledge and expertise, and we started to work to change societal attitudes and create an understanding of domestic violence as an expression of unequal power relations at the personal, community and societal levels. We tried to shine a light on the link between social domination, economic control, power inequalities, stereotypes and GBV. The BPEWL and its member organisations have worked on disrupting the continuum of violence against women and girls ever since.
After 2011, one of our main goals was to get the Bulgarian state to ratify the Council of Europe Convention on preventing and combating violence against women and domestic violence – the Istanbul Convention. Unfortunately, mostly because of the rise of populist, nationalist and transphobic politics, Bulgaria rejected the Istanbul Convention. Moreover, in 2018 the Bulgarian Constitutional Court ruled that the concepts of gender and gender identity were irrelevant for the Bulgarian constitutional and legal system. They said they have no clear and precise legal content and would have dangerous legal consequences.
As a result of this decision, Bulgaria does not keep official statistics on domestic violence and other forms of GBV. The number of complaints registered by the police and cases submitted to the courts are not counted in publicly available statistics. Murder, the most serious form of intrusion against a person, is also not captured through a gender-specific lens – that is, as femicide. So it fell on civil society to do this work, and so far information on GBV has been gathered by CSOs and some social agencies.
According to this data, one in three women in Bulgaria are subjected to GBV and approximately one million women experience domestic violence. According to the Bulgarian Helsinki Committee, every two weeks a woman is killed in Bulgaria, a third of whom have been subjected to systematic violence by their murderer, and a tenth of whom have sought police protection against their murderer. Civil society reported that between 2014 and 2017, over 5,500 women sought protection from women’s CSOs providing victim services and over 700 women and their children were placed in crisis centres.
As I mentioned, during the pandemic domestic violence increased. Worryingly, however, the number and capacity of shelters remained very limited, and no progress was achieved in systematically collecting and analysing statistical data on GBV, including registering femicides. So women’s CSOs continue to lobby for the government to increase the number and capacity of state-funded crisis centres and other services, provide adequate support for CSOs offering shelter and care to victims, collect administrative data on all forms of GBV and ratify the Istanbul Convention.
How is the European Women’s Lobby (EWL) working at the regional level?
The EWL is the largest European women’s rights network, involving more than 2,000 organisations throughout Europe. It brings together the European women’s movement to influence the public and European institutions to support women’s human rights and gender equality. The Bulgarian Platform became a member of the EWL in 2005 and ever since we have worked together with member organisations at both national and EU levels. Our vision is that of a society in which women’s contributions are recognised, rewarded and celebrated, and in which all women have self-confidence, freedom of choice and freedom from violence and exploitation.
The EWL works towards the goal of a feminist Europe. In a policy brief published in April 2020, ‘Women Must Not Pay the Price for COVID-19!’, we called on governments to put gender equality at the heart of their response. We call for a universal social care system with infrastructure to provide social and quality care services that are accessible and affordable for all women and girls.
The 2022-2026 EWL strategy was developed during the pandemic, as all aspects of our work and our mission were being impacted on significantly. Over the course of this period, the EWL adapted to the restrictions brought about by the pandemic, sharpened its actions in a radically changed world and enabled online spaces for the women’s movement to come together, analyse and strategise about the significant and long-term impacts of this crisis, which will surely be shouldered disproportionately by women and girls.
What are your plans for International Women’s Day?
This year’s International Women’s Day in Bulgaria will be focused on peace. We are working on providing support to women and girl refugees coming from conflict areas in Ukraine.

CHAD: ‘The government, local groups and society at large have all joined efforts to help refugees’
CIVICUS speaks with Monim Haroon, Emergency Communications Manager at the Hebrew Immigrant Aid Society (HIAS), about the situation of Sudanese migrants in Chad’s refugee camps and civil society’s work to support them.
Formally established in 1902, HIAS is the world’s oldest refugee agency. Originally set up by Jewish people to assist fellow Jews, it has evolved into a global humanitarian and advocacy group that helps hundreds of thousands of forcibly displaced people in more than 20 countries around the world. Monim, himself a Darfur refugee, is currently deployed in Eastern Chad.

CHILE: ‘Domestic and care work still falls overwhelmingly on women’
CIVICUS speaks about International Women’s Day and civil society’s role in combatting gender inequalities in Chile with Cecilia Ananías Soto, founder of Amaranta, an independent civil society organisation (CSO) based in the Chilean city of Concepción, in the Biobío region.
Amaranta is a feminist space made up of women from the social sciences, humanities and social activism aimed at promoting gender equality and human rights in the spheres of education, health, culture, technology and media. It was founded in early 2018 to give visibility and response to the everyday problems of women, and specifically lesbian, bisexual, transgender, working, migrant, displaced, poor and Indigenous women. Taking a critical, local and decolonial perspective, it carries out training, dialogue, research and advocacy work.
What impacts has the COVID-19 pandemic had on Chilean women and girls, and how has civil society responded to it?
The pandemic affected women and girls differentially and disproportionately. In the case of Chile, in the first year of the pandemic there was an explosive increase in requests for help for gender-based violence (GBV). This happened because, in the midst of mandatory quarantines, women and girls were locked in their homes together with their aggressors.
In addition, because there was no school for a long time and even kindergartens were closed, women were on their own to care for children and sick family members, often having to abandon their work and studies to support their households. Just before the pandemic, female participation in the labour market had reached an all-time high of 53.3 per cent, while after the pandemic it fell back to 41 per cent. It will take a long time to recover women’s participation in the labour force.
Faced with this scenario, women and women’s groups built support networks. At the neighbourhood level, women’s groups organised community kitchens and sales or exchange fairs, among other initiatives. Many women’s groups set up helplines because the official ones were not sufficient or did not always respond. Amaranta received hundreds of requests for help with GBV in digital spaces and, despite having a small team, contributed by providing initial support and communicating basic self-care strategies.
The pandemic forced us to move much of our work into the digital sphere. On the one hand, this allowed us to continue working, to do so safely and to reach much further. But on the other hand, not all people have access to the internet or digital literacy, so we had to find other strategies as well. Now we work by mixing face-to-face and distance gender education with educational and activist materials that we hand out in the streets, such as fanzines and stickers.
What are the main unresolved women’s rights issues in Chile?
A big problem is that domestic and care work still falls overwhelmingly on women. This has profound effects on women’s quality of life, because it results in them either abandoning their studies or leaving their jobs to do this unpaid work at home, or trying to become ‘superwomen’ who must be able to do everything, even if they can no longer take it because they so tired.
This was made clear in a report published in the magazine Revista Ya in late 2020, ‘An x-ray of the zero man‘, so titled because according to the study on which the article was based, 38 per cent of men spend zero hours a week doing housework. Similarly, 71 per cent spend zero hours helping their children with schoolwork and 57 per cent spend zero hours taking care of children. In contrast, the women surveyed spend 14 hours a week more than men caring for children under the age of 14.
Another major pending issue is that of sexual and reproductive rights. Our right to decide over our own bodies is still not recognised. Abortion is only permitted on three grounds: danger to the life of the pregnant woman, foetal malformations incompatible with life and when the pregnancy is the result of rape. At the same time, there are no comprehensive sex education programmes to prevent unwanted pregnancies, sexually transmitted diseases and sexual violence. During the pandemic, many instances of failure of oral hormonal contraceptives were documented. Many of these had been provided free of charge in public health facilities; as a result, many vulnerable women ended up pregnant, without being able to choose to have an abortion and without receiving any kind of monetary compensation.
What should be done to reduce gender inequality in Chile?
At Amaranta, we believe that we must start with non-sexist education, including comprehensive sex education. This is the only way to stop repeating stereotypes that perpetuate inequality from an early age. This is an important element in preventing GBV.
Laws and public policies that pave the way for a more equitable and inclusive society are also important. Since 2019, Chile has gone through multiple social protests, which have included the feminist movement in a very prominent role. As a result of these protests, we now find ourselves drafting a new constitution which, if approved, we already know will include gender-sensitive justice systems. This is a tremendous step forward for our country, and even a first at the continental level.
The International Women’s Day theme for 2022 is #BreakTheBias. How have you organised around it?
Our ongoing campaign as an organisation is about breaking down biases and overcoming prejudices and stereotypes. We do this through education, which can take many forms: from a relatively formal talk or workshop, to recommending a book or handing out a feminist fanzine, to disseminating content through a TikTok video.
In terms of mobilisation, we remain attentive to all calls from feminist organisations in the area and we will participate in women’s meetings, marches, bike rallies and ‘pañuelazos’ – that is, large gatherings of women wearing green scarves – that are being organised.

Mr. President,CIVICUS wishes to thank all three Rapporteurs for their reports and wants to highlight a few aspects of their work.
1. On violence against women: CIVICUS welcomes Ms Rashid Manjoo's first report and her focus on reparations. In particular, we want to underscore the importance she gives to structural and multiple forms of discrimination and that reparations cannot be just about returning women to the situation on which they were found before the individual instance of violence, but instead should strive to have a transformative potential. We would like to ask her to elaborate further on how to achieve this transformative potential on the ground, for example the area of dismantling patriarchal understanding that is so often the reason for systemic violence.
2. On extreme poverty: CIVICUS thanks Magdalena Sepulveda for her very clear demand to invest in social protection floors, including through non-contributory pensions, as a human rights obligation for governments as duty bearers, to prevent older persons from falling into extreme poverty and society as a whole from gliding into an appalling inequality. CIVICUS also commends her for her stand during her Zambian visit on the rights of civil society to participate freely and/or in cooperation with governments on all these important decisions regarding social protection issues, and not be curtailed through any unwarranted controls and restrictions on their independence and freedom of association.

INDIA: ‘Civil society organisations are at the forefront of the fight against gender-based violence’
CIVICUS discusses the recent wave of protests against gender-based violence (GBV) in India with Dr Kavitha Ravi, a member of the Indian Medical Association (IMA).
Protests erupted across India after a 31-year-old female medical trainee was raped and murdered in a Kolkata hospital on 9 August. The IMA called a strike, with protests held in major cities including Kolkata and Mumbai. While the official strike has ended, many doctors, particularly junior doctors, remain on strike and protests continue to demand justice, accountability and safer working conditions for women.
What triggered the recent protests against GBV in India?
Protests erupted after the tragic rape and murder of a young female doctor at the R G Kar Medical College in Kolkata on 9 August. This horrific incident shocked the nation and sparked widespread outrage. In response, a coalition of doctors, medical associations such as the IMA and various resident and faculty associations joined together in a nationwide strike to demand justice for the victim and better safety measures for health workers, particularly women who face significant risks in the workplace.
Protesters are calling for major reforms, including the adoption of a Hospital Protection Act, which would designate hospitals as safe zones and introduce measures to create a safer environment for health workers. Their demands are part of a larger movement to comprehensively address GBV, prevent similar tragedies in the future and create a safer and more supportive working environment for everyone in the health sector.
What steps have been taken so far to ensure justice and the safety of female health workers?
The judicial system has acted swiftly by transferring the case to a higher authority to ensure a thorough investigation after concerns were raised about the police’s initial inquiry, which was not accepted by the students or the victim’s family. They were sceptical, believing the police might be favouring the college authorities and supporting the accused.
This decision aims to ensure a detailed investigation so justice can be done. The Supreme Court of India is also overseeing the case to monitor its progress, address any issues that may arise and ensure all necessary steps are taken to uphold justice.
In parallel, several initiatives are underway to improve the safety of female health workers. The Ministry of Health has proposed establishing a committee to review and improve safety protocols in health facilities. There are also plans to increase security in hospitals and establish a new national taskforce dedicated to improving safety through better infrastructure, advanced technology and additional security measures. However, despite these efforts, more needs to be done to combat GBV and ensure that these measures effectively protect female health workers.
How have the authorities responded to the protests?
The authorities have taken a mixed approach to the nationwide strike, combining concessions with new measures to address immediate concerns. The Health Ministry has drawn up a detailed plan to increase security in central government hospitals. This includes installing high-resolution CCTV cameras, monitoring access points with identification badges, deploying trained security personnel for constant patrolling and securing duty rooms for female staff. Hospitals are also encouraged to develop and regularly update emergency response plans and conduct mock drills.
In response to these measures, the IMA suspended its strike. However, other doctors’ associations have continued to protest for more substantial reforms. Many people remain dissatisfied, particularly after recent incidents of police violence. While the Supreme Court’s intervention may have temporarily eased the tensions, protesters remain concerned about the new measures’ effectiveness and full implementation.
Why is GBV so prevalent in India, and what’s being done about it?
Deep-rooted cultural, social, economic and legal factors account for the high prevalence of GBV in India. This is a patriarchal country where traditional gender roles and the subjugation of women are deeply entrenched. Women tend to be economically dependent on men, which traps them in abusive relationships that make it difficult for them to seek help or escape. Intergenerational cycles of violence perpetuate the problem, as children who witness or experience abuse may come to see such behaviour as normal.
Low literacy rates, particularly in rural areas, further limit women’s understanding of their rights and the available support. When they do seek justice, the system often fails to protect the victims or hold perpetrators accountable. Systemic failures in law enforcement and justice help perpetuate GBV.
Many initiatives and campaigns have helped highlight and address this issue. But it has not been easy. A lack of consistent political will and weak implementation of policies have hindered substantial change. Feminist and social justice movements often face resistance from conservative parts of society, making it difficult to change these deeply entrenched cultural norms.
To combat GBV effectively, we need a comprehensive approach that includes better education, legal reform, economic empowerment and cultural change. Civil society organisations are at the forefront of this fight, actively advocating for stronger laws, better enforcement and increased public awareness. Continued and robust efforts are essential to address this widespread problem and ensure meaningful change.

KENYA: ‘Protests against femicides encouraged survivors to seek justice’
CIVICUS speaks with Wangechi Wachira, Executive Director of the Centre for Rights, Education and Awareness (CREAW), about recent protests demanding justice for femicide victims and policy changes to combat gender-based violence (GBV) in Kenya.
Founded in 1999, CREAW is a national feminist women’s rights civil society organisation (CSO) dedicated to protecting and promoting women’s and girls’ rights and addressing systemic gender inequalities, oppression, exploitation and discrimination.
Why did protest recently erupt in Kenya?
On 27 January, thousands of women and men took the streets to protest against femicides. The protests were triggered by 14 cases in January alone, and their primary objective was to demand accountability from state agencies, particularly law enforcement and the judiciary, in prosecuting perpetrators of femicide and ensuring justice for the victims. The case of John Matara, accused of killing Starlet Wahu, highlighted the failures of the legal and judicial systems, because he had been previously reported for GBV multiple times but had remained free.
Femicide Count reported 48 cases in January and February 2024, compared to 152 cases during 2023, which itself was the highest number in the past five years. Data from Africa Data Hub indicates that over 500 women were killed in acts of femicide from January 2016 to December 2023. It also acknowledges the number is likely much higher, with many killings of women not properly categorised as femicide.
The protest also aimed to raise awareness about the issue, as many people, including those in public office, do not fully understand the severity of femicide as the most extreme form of GBV. A 2021 report by the United Nations (UN) Office on Drugs and Crime revealed that 56 per cent of all female homicides globally are committed by intimate partners or family members.
Protesters sought to educate the public on victim-blaming, which empowers perpetrators and deters survivors from reporting abuse. By addressing the victim-blaming and shaming associated with GBV, the protests challenged societal norms and encouraged survivors to seek support and justice.
What were protesters’ demands to the government?
We urged the president to issue a declaration recognising GBV and femicides as a national crisis requiring an emergency response. Such a declaration must be accompanied by annual reports provided during the State of the Nation address, outlining measures taken to combat the problem.
We also urge the government to establish a national public inquiry and official review of events or actions ordered by a government body for all femicide cases to track and ensure accountability.
Given the lack of integrated official data, we also demand the government improves data collection on femicides and GBV, aligning it with international frameworks. This data is crucial for evidence-based policymaking and effective criminal justice responses.
Additionally, we call for increased funding for GBV prevention programmes and demand an inclusive appointment process for all public positions, ensuring representation from grassroots feminist organisations and youth groups.
How big a problem is GBV in Kenya, and what are its root causes?
GBV is pervasive in Kenya, mirroring global trends. It exists in several forms, including physical, sexual, verbal, emotional and economic abuse. According to the 2022 Kenya Demographic and Health Survey, over 40 per cent of women have experienced physical or sexual violence from an intimate partner at some point in their lives. GBV also manifests in harmful practices such as female genital mutilation and child marriages. Femicides are a frequent occurrence and appear to be on the rise.
The roots of GBV are found in patriarchal underpinnings of our society, which promote harmful social and cultural practices often reinforced by religious beliefs. Power is concentrated in men’s hands and women have little to none. Such unequal dynamics cannot but foster violence.
Economic factors such as poverty help perpetuate GBV by pushing women to stay in abusive relationships due to lack of financial independence. They also push families in famine-hit areas to marry off young girls for economic gain, and specifically to be able to acquire livestock in return.
Conflict, crises and displacement leave women and girls especially vulnerable to violence. A recent example is the COVID-19 pandemic, which saw an 80 per cent increase in intimate partner violence in 2020.
How does civil society work to address GBV in Kenya?
Civil society plays key roles in addressing GBV. CREAW specifically has a workstream focused on ending violence against women and girls. Over the years, we have provided free legal aid and psychosocial support to over 20,857 GBV survivors. We are among the few CSOs that offer these services. We collaborate closely with state-sponsored legal aid programmes, such as the National Legal Aid Service, to ensure integrated, efficient and timely GBV service delivery. Our work is enhanced by strategic partnerships with various GBV working groups, Court User Committees, relevant health institutions, parts of criminal justice system and community dispute resolution mechanisms.
CREAW actively engages with legislators and policymakers at both national and county levels to advocate for the development and implementation of regulatory frameworks on GBV. Our advocacy contributed to the passage of the 2006 Sexual Offences Act, 2013 Matrimonial Property Act, 2014 Marriage Act and the 2015 Protection Against Domestic Violence Act.
The aim of the Sexual Offences Act is to set out what constitute sexual offences, provide ways to prevent illegal sexual acts and protect all people from them. The Matrimonial Property Act sought to provide clear rules for what belongs in a marriage’s matrimonial estate and provide a legal framework for the ownership, management and distribution of matrimonial property that would apply to all types of unions. This was a monumental achievement because it recognised rights women didn’t previously have, such as owning and buying land.
The Marriage Act consolidated various laws on marriage, provided procedures for separation and divorce and regulated the custody and maintenance of children in the event of separation or divorce. The Protection Against Domestic Violence Act provides avenues for victims and survivors of violence to report their circumstances to relevant authorities, seek legal redress and receive justice.
CREAW also supports the county governments of Kilifi and Meru, the Kenya Police Service and the Kenyan judiciary in strengthening their mechanisms for implementing existing GBV laws and policies.
CREAW’s commitment to supporting survivors extends to financial inclusion. Since 2020, we have implemented a programme, the Jasiri Fund (‘bold’ in Swahili) that provides GBV survivors with quality financial services to mitigate the effects of GBV and enable economic empowerment. To date, the project has supported around 1,000 survivors with a total of US$400,000, leading to the establishment of at least 878 women-owned enterprises. The Jasiri Fund offers complementary support, including access to justice, psychosocial support, shelters, business grants and case management grants, accompanied by financial training and business development support. Its success led to its scaling up to cover more counties and support more survivors.
We are also part of the National Gender Based Violence working group, coordinated by the National Gender and Equality Commission and the National Women’s Steering Committee, and of the National Council on the Administration of Justice Working Committee on GBV.
CREAW served as a co-convener of the Kenya Chapter of the Africa Unite campaign against GBV. We are also members of the Solidarity for African Women’s Rights and the Sustainable Development Goals Group. We contribute to various campaigns such as Gender is My Agenda and globally contribute to the Generation Equality Forum commitments.

LEBANON: ‘Abuses against women are the direct product of the gender imbalances of a patriarchal society’
CIVICUS speaks about the impacts of the COVID-19 pandemic on Iraqi women and girls and civil society’s role in combatting gender inequalities in Lebanon with Ghida Anani, founder and director of ABAAD – Resource Centre for Gender Equality.
ABAAD is a women-led civil society organisation (CSO) that strives for gender equality as a key condition for sustainable social and economic development in the Middle East and North Africa. Its work is organised around three pillars: providing direct services, building capacity and developing resources, and advocating for policy reform.
How has COVID-19 impacted on women and girls in Lebanon?
Even before the pandemic, women and girls in Lebanon suffered from a vicious cycle of gender-based violence (GBV) and discrimination that deprived them of the opportunity to participate meaningfully in social, economic and political life.
Most of the abuses and discriminatory acts experienced by women and girls in Lebanon are the direct product of imbalances between women and men in the patriarchal Lebanese society, which are codified into law. Domestic violence is a longstanding problem due to deeply engrained gender social norms that permeate the entire societal system, policies and legislation. So far the government has failed to recognise and therefore address the problem and has not allocated dedicated resources to tackle GBV.
COVID-19 lockdowns and the ensuing economic downturn did nothing but exacerbate already existing GBV risks both at home and in public spaces. Self-isolation, misuse of power, heightened tensions, financial uncertainties and the disruption of life-saving services were key factors that worsened the situation.
During the pandemic, ABAAD noticed an increase in the severity of the violence women were subjected to at home. Some women reached out to tell us they were struggling with mental health issues and suicidal thoughts. At least two women said they had received death threats from family members after showing flu-like symptoms consistent with COVID-19 infection.
How has civil society in general, and ABAAD in particular, responded to this situation?
Since the initial stages of the outbreak, we put together a response to ensure the continuity of life-saving services. We prioritised the best interests of rights-holders by putting them at the centre of the response.
We had to suspend some in-person activities, such as outreach, community events and awareness and training sessions. But on the positive side, our focus on maintaining life-saving services helped us develop new internal case management guidelines for crisis counselling and emergency support services by phone, along with face-to-face services for high-risk cases.
We also provided community-based awareness sessions on COVID-19 and psychosocial support sessions via conference calls and WhatsApp groups. Our helpline continued to function 24/7, including for services provided by ABAAD’s Emergency Temporary Safe Shelters across the country and its Men Centre. Moreover, as the three safe shelters operated by ABAAD were at full capacity, we worked to create additional capacity by renting new spaces.
We led several campaigns, such as #LockdownNotLockup and #TheRealTest, to fight the stigma surrounding COVID-19, show solidarity with women and let them know that they were not alone. We also worked closely with relevant ministries, United Nations (UN) agencies and CSOs to advocate for enhanced-quality coordinated response at a national level. In partnership with the Lebanese Ministry of Social Affairs, we recently launched a series of workshops about national mechanisms to report GBV and special units dedicated to supporting survivors.
On International Women’s Day, we held digital activism activities and sessions for women and girls through ABAAD’s Women and Girls Safe Spaces. There are 23 such centres across Lebanon, providing a safe, non-stigmatising environment for women and girl survivors of GBV and their children to receive comprehensive and holistic care services.
How is civil society working to bring women’s rights concerns into the policy agenda?
Civil society is working hard to bring gender equality to the top of the policy agenda. As Lebanon approaches its first parliamentary election following the popular uprising of late 2019, Lebanon’s Feminist Civil Society Platform, a group of 52 feminist CSOs and activists first convened by UN Women in the aftermath of the 2020 Beirut explosion, has launched a series of demands for candidates running for parliament to commit to achieving gender equality goals.
Our statement to future members of parliament details the laws that need to be reconsidered from a gendered perspective, including various laws to criminalise sexual violence in the Lebanese Penal Code. This is a demand that CSOs have long advocated for.

MALDIVES: ‘We have come a long way, but more needs to be done to further open up civic space’
CIVICUS speaks about the situation of women’s rights in Maldives with Safaath Ahmed Zahir, founder and president of Women & Democracy (W&D).
Founded in 2016, W&D is a civil society organisation (CSO) that promotes women’s economic and political participation and good democratic governance in the Maldives through research, advocacy and awareness-raising activities.What led you to become an activist and found a women’s rights CSO?Growing up in Maldives, a small island developing nation, the disparities between men and women became evident to me. I came from a majority-women family and witnessed the personal upheavals that my mother endured and how much my family battled for my education. Returning home after studying abroad was an eye-opener for me. In interviewing for a job, I experienced first-hand the deep-rooted patriarchal culture and the double standards women face on a daily basis. So I decided to put my education to good use: to push for women’s rights and empowerment in my country.I first played a role in creating Women on Boards, a CSO promoting gender diversity in the workplace. This inspired me to try to contribute further to building the organisational infrastructure and community to support women’s economic and political participation in Maldives. The organisation I founded, W&D, is now one of the most prominent in Maldives, with over 300 members, 200 of them aged between 18 and 29.
What are the main women’s rights challenges in Maldives?
Maldives ranked 106 out of 144 nations in the World Economic Forum’s 2017 Global Gender Gap Report. Women are marginalised in the political sphere due to institutional barriers, discriminatory cultural practices and social norms. Despite being roughly half of the population, having a 98 per cent literacy rate and actively participating in political parties, in 2009 only 6.5 of members of parliament were women. The proportion fell to 5.9 per cent in 2013, and again to 4.6 per cent in 2019. Currently, only four out of 87 parliamentarians are women, and few women hold senior public sector roles.
With the passing of the Decentralisation Act, which allocates 33 per cent of local council seats to women, there has been some progress in local governance. The Maldives’ women development committees are an important platform for women to enter into politics and to participate in the decision-making process at local and national levels. But many barriers still limit their fulfilment of their mandate. They should be empowered to achieve true decentralisation.
Women continue to take on the burden of childcare and domestic chores, which makes it difficult for women to engage in economic activities on a par with men. Female labour force participation in Maldives is higher than in other South Asian countries, but women tend to be clustered in low-growth sectors and in lower-paying positions, and they earn less than men. While tourism is the lifeblood of our economy, women make up only seven per cent of the tourism labour force.
Women’s entrepreneurship is generally underdeveloped, and women’s economic contribution tends to be rendered invisible, particularly in major sectors such as tourism, fisheries, construction and wholesale and retail trading. Gendered economic inequalities were exacerbated under the pandemic, reversing what little progress had been made over previous years.
Gender-based violence also remains an entrenched problem. One in three women aged between 15 and 49 have experienced physical or sexual violence at some point in their lives. There is a great need for more and better infrastructure to support survivors.
In sum, a clear female disadvantage persists. Regulatory institutions must be strengthened to solidify existing gender equality gains and mitigate gender inequalities.
How is civil society in general, and W&D in particular, working to address these challenges?
Women’s rights CSOs have been working to address these challenges for several years, through capacity development workshops, advocacy campaigns, movement-building and creating opportunities for women and girls.
Six years on from its founding, W&D has become a leading CSO working to protect the rights and improve the lives of women. We particularly advocate for women’s safety, economic and political leadership and for inclusive democratic governance.
Since 2018, we have conducted an annual capacity development programme to advance women’s leadership and political empowerment in partnership with the International Republican Institute. In three years, more than 680 women aspiring to public office and political leadership have taken part in our training activities. In the 2021 elections for local councils and women’s development committees, 83 women who successfully completed our training were elected.
During the pandemic, we launched a rapid response programme for vulnerable women and girls. In response to the dramatic increase in reports of domestic abuse, we established a domestic violence and mental wellness helpline to help women seek the assistance of the relevant authorities, undertake safety planning and connect them with wellbeing resources. We provided survivors with psychosocial counselling and referred the most urgent cases to emergency shelters or other safe spaces. With a grant from the Queen’s Commonwealth Trust (QCT) we were able to assist 130 women.
Also with QCT support, we worked to improve access to menstrual materials for vulnerable women and girls. Approximately 10,500 sanitary materials were distributed as part of our rapid response programme. We have just received additional support to continue our rapid response programme. We expect to assist at least 240 more women and girls within the next eight months.
Additionally, in partnership with the Commonwealth Foundation we have hosted multi-stakeholder discussions and consultations with vulnerable populations, relevant government bodies and CSOs to offer policy reforms to address the needs of the most vulnerable.
This year we implemented a project to help strengthen the capacity of CSOs and community-based organisations working towards women’s empowerment and social development in Maldives. We brought together more than 160 people from various organisations.
How has civil society in Maldives joined the recent global mobilisation wave against gender-based violence?
Over the past seven years there have been many street mobilisations, mainly condemning rape and demanding justice for sexual crimes against women and girls and children in Maldives. Protection gaps in rape laws and barriers to accessing justice have perpetuated the prevalence of sexual violence and the lack of justice for survivors. The dire state of women’s safety in Maldives was highlighted by the 2016 Demographic Health Survey conducted by the Ministry of Health, which showed that one in every four women in relationships had faced physical or sexual violence from an intimate partner in their lifetime. In recent years, the Maldivian community has become more outspoken on the issue, particularly amidst the #MeToo movement, where a lot of Maldivian women came forward with their experiences.
Throughout 2020 and 2021, there were multiple street mobilisations spurred by cases of sexual violence and injustice. In early 2020, following a case of sexual abuse of a two-year-old girl by her relatives, outraged citizens protested against rape and urged the government to protect children from predators. The authorities again came under criticism in mid-2020 after a foreign woman was sexually assaulted and the suspects were released from custody, with reports soon following that one of them was in a position of influence. People gathered outside parliament to protest against rape and impunity.
Following the exacerbating effects of the pandemic on violence and abuse against women and girls, protesters rallied again in 2021 The government has taken steps to address these problems. It ratified the First Amendment to the Sexual Offences Act to improve the definition of rape and strengthen investigations, including by removing burdensome evidence requirements. In 2021, it also criminalised marital rape, marking a significant milestone for the women’s rights movement. But there is still a lot of progress to be made in combating the violence and abuse faced by women and children.
How has the space for civil society action evolved over the past few years?
As a relatively new democracy, the Maldives has taken significant steps towards ensuring civic space freedoms, but there is still a lot of room for improvement.
Following the November 2018 elections, Maldives has experienced legislative reforms and a relative opening up of civic space. A commission was established to probe unresolved disappearances. Maldives drastically improved its position in the World Press Freedom Index, moving from 142 to 87 out of 180 countries. This was made possible by reforms such as the repeal of the 2016 defamation law.
While Maldives has come a long way since its first democratic election back in 2008, more needs to be done to further open up civic space. Over the years, human rights defenders have been targeted and subjected to verbal attacks, including hate speech and death threats, while women activists have faced online vilification and threats due to their work for women’s rights.
CSOs are also under pressure from extremists and hate groups, whose influence in limiting the social and cultural lives and roles of women has persisted. There have been instances of religious scholars advocating for girl child marriage and female genital mutilation, and attempts to suppress women advocates who speak out against these grave violations of women’s rights. Women human rights defenders are specifically targeted and face additional and gender-specific challenges, including threats of sexual violence and rape.
What kind of international support does the Maldives’ women’s rights movement need?
We need the continued support of international partners and collaborators to maintain and advance our work to empower women. As our movement is mainly composed of CSOs, we rely on the generosity of international organisations that identify with our mission to be able to continue to run the projects that are making a difference in Maldives.
We also need continued opportunities for dialogue and collaboration with the international community. The exchange of ideas and information among countries and cultures is inspiring and empowering for women and girls in Maldives, particularly in the areas of business and politics.
International support for Maldivian civic space also plays a significant role in furthering women’s empowerment. This is largely achieved by developing the skill sets of CSOs through workshops and programmes run by our international partners and collaborators.
Vocal support from the international community for the Maldives women’s rights movement is also crucial. While we have faced obstacles, CSOs in Maldives have persevered in promoting women’s rights and we will continue to do so alongside our international partners and supporters.

MEXICO: ‘Violence against women is a historical pandemic’
CIVICUS speaks with Wendy Figueroa, director of the Red Nacional de Refugios (National Network of Shelters), a Mexican civil society organisation (CSO) that has been active for more than 20 years. The National Network brings together 69 centres dedicated to the prevention, care and protection of victims of family and gender-based violence throughout Mexico. It carries out comprehensive, multidisciplinary and intersectoral work from a gender, human rights and multicultural perspective. It focuses on public policy advocacy, enhancing the visibility of the problem of family and gender-based violence through campaigns and a media presence, and providing free and specialised comprehensive care for women and their children who experience family and gender-based violence.
How has gender-based violence in Mexico been influenced by the COVID-19 pandemic?
In Mexico, violence against women is a historic pandemic. It did not just emerge with COVID-19; what the pandemic has done is make the situation more apparent and profound during lockdown. The ‘stay home’ measures to mitigate COVID-19 mean that hundreds of women are in a situation of greater risk and vulnerability. Gender-based violence is magnified under the pandemic precisely because within lockdown, women are overloaded with care tasks, domestic work and the responsibility to optimise the resources available in their home: all of this, of course, while under pressure from the aggressor who lives with them.
How has the National Network responded?
We have reinforced the activities and interventions that we have been conducting for many years. What characterises the work of the National Network is that, although our work has been constant, our experience in approaches to prevent, attend to and eliminate violence against women, boys and girls has adapted and been enriched with time. These approaches are updated according to the needs of women, boys and girls – and so our responses in this period of lockdown have also been enriched and strengthened in several ways.
First, the Network has a telephone helpline operating 24 hours a day throughout the year, and we also provide assistance through social media. We have strengthened these, increasing the number of professionals who provide care through these two communication spaces. We also implemented a WhatsApp number as we have seen that when more time is spent in lockdown, women in situations of abuse have fewer possibilities to make external contact. So, text or social media messages have become an extremely important vehicle for women to send us a message whenever they get the chance.
In several cases, these messages have resulted in rescue operations. During confinement, women have had to leave at the first opportunity when their aggressor is not at home, and as a result rescues have increased exponentially. In just two months we have carried out 19 rescues, compared with just around one per month during the equivalent months in 2019. To achieve this, we have had to be creative and have established alliances with some private companies such as Avon and Uber to arrange logistics and transportation.
Second, our information, awareness and prevention campaigns have focused on three moments that women who experience abuse go through, in order to share strategies of what to do before, during and after a violent event. We also share strategies to reduce risk situations with children at home and to establish safety plans. We have carried out an inclusive and multicultural campaign, with messages in sign language for deaf women, and messages for Indigenous women in three languages: Mayan, Náhuatl and Zapotec.
Given that COVID-19 makes pre-existing forms of discrimination and inequalities deeper and more visible, and that women are to a greater degree in this situation of vulnerability, we have also created material aimed at society at large. We promote among the public the establishment of solidarity support networks to make gender-based violence and violence against children more visible, so that people can denounce situations of violence and participate in the construction of a zero-tolerance culture.
Third, we have carried out the ‘isolation without violence’ campaign, aimed at the government, underscoring the urgency and necessity of creating cross-sectional, resourced public policies that address the consequences and impact of COVID-19 for women from gender, human rights and multicultural perspectives. As the quarantine is lifted, these polices must guarantee access to justice, health services and financial compensation, among other rights.
Fourth, we have carried out specific actions within the shelters, emergency centres, transition houses and external centres that make up the Network, implementing protocols to mitigate the risk of COVID-19 infection. We have used our creativity to provide assistance through various digital platforms to keep accompanying all the women who take part in our comprehensive programmes. Attention hours within these spaces have been staggered and quarantine rooms established so that we can continue to take in the women and children who require support without any obstacle or discrimination due to COVID-19, as for us it is extremely important to put human rights at the core of our actions.
We are seeking international and private sector funding to strengthen our network of emergency and transition houses. Emergency houses are the step prior to entering a shelter and we are currently using them to mitigate the risk of COVID-19 infection in shelters: instead of the usual three days, stays have been extended to last the 14 days of quarantine. As for transition houses, they are extremely important because they are the spaces available for women leaving shelters who lack a home or solid support networks. In these transitional spaces they put into practice the plans that they developed during their stay in the shelters and start moving towards independence. But as a result of the economic impacts of COVID-19, the employment agreements that we had for these women have been cancelled. In this context, transitional houses allow women to continue with their process and avoid frustration and re-victimisation.
Have you faced additional restrictions on the freedoms to organise, speak up and mobilise during the pandemic?
Generally speaking, of course there have been limitations on mobility as a result of the ‘stay home’ campaign. In response, we have channelled much of our assistance through social media and over the phone. But we have not neglected face-to-face care: there are some cities where we operate in which there is no alternative available to the external attention centre of the local CSO that belongs to the National Network, and in those cases we have continued to provide face-to-face assistance, while taking all necessary precautions to reduce the risk of contagion. We also continue operating and providing in-person care, where necessary, in all our protection spaces: emergency houses, shelters and transition houses. And we continue to mobilise when necessary.
The freedom of assembly is limited, but it is not forbidden for us to take action in the face of femicides and other rights violations. We continue operating according to our model and on the basis of our guiding principles, namely human rights and women’s lives. We have reorganised to follow social distancing when possible but, above all, focusing on the needs of the families we assist.
How has the feminist movement adapted when transitioning from mass protests to social isolation?
We have transformed our ways of protesting, our ways of raising our voices, of joining together in sisterhood to seek justice, substantive equality and respect of all the rights of women and children. We have used digital platforms and technology to keep communicating, networking and proposing actions. Feminist movements did not go silent as COVID-19 arrived: through all these digital media and platforms we have held talks, webinars, solidarity meetings, encounters to express our feelings and exercise solidarity. We have held feminist exchanges to support our sisters’ economy and offer our professional services as psychologists, doctors and lawyers over social media.
We have also continued making statements. We recently produced, along with 42 other feminist groups, a video that accompanies a letter that gathered over 6,000 signatures to demand that the Mexican federal government and the 32 state governments implement urgent and priority actions to guarantee the life and safety of all women, girls and boys in our country. In the face of the minimisation of violence against women, we launched the We Have Other Data campaign, which has had quite an impact. And we have also echoed the voices of the women who are victims of violence and have sought our help. So we are definitely and fully present and we will continue to be.
What needs to change after the pandemic, and how can we work together to bring about that change?
The COVID-19 pandemic has highlighted all of our country’s underlying problems: those of an extremely unequal access to health, education, information, justice and rights restitution. From my perspective, the post-pandemic era can be a great opportunity to reengineer our systems of care, protection and security to ensure that everyone has both legal guarantees and actual opportunities to lead a life free of violence – and particularly those groups in a situation of greater vulnerability, including women, girls and boys, older people, migrants and people with disabilities.
We need state policies that guarantee equal access to all rights for all people. These state policies need to have a designated budget. And they must be state-level policies rather than government policies because this is not a problem of the current administration – it is a historical problem. Government policies are typically dismantled every time the government changes, even in the case of affirmative action policies that are producing good results. This is why it is essential to move towards intersectoral state policy with a guaranteed budget. These must include gender, human rights and multicultural perspectives so that no one is left out. These policies must be the responsibility not just of the federal government, but also of our 32 states and of society itself, and of course of CSOs as well, so we can advance towards a society where sexist violence is not justified and normalised, as is unfortunately currently the case.
All people in all sectors have to work to achieve cultural change, starting with ourselves to identify our own discriminatory acts and violent actions, as well as how we reproduce social mandates and naturalise violence. This is why I believe that change needs to take place at all levels before it is really possible to speak of a true transformation.
What support does the National Network need from the international community?
We need the international community to know the human rights regression that our country is going through. It is important for information to reach international organisations because the state of Mexico has signed and ratified the Convention of Belém do Pará (the Inter-American Convention on the Prevention, Punishment, and Eradication of Violence against Women), the Convention on the Elimination of All Forms of Discrimination against Women and the Beijing Platform for Action, and it is in breach of all these conventions. Mexico has already received many international recommendations in this regard but is not addressing them with real actions.
On the contrary, the government is often complicit in the violence. When they ignore and even deny that women experience violence in their homes and that this problem has increased during lockdown, the authorities do nothing but re-victimise the victims. Likewise, austerity policies are affecting programmes and communities. Since 2019 shelters have been in a regrettable, constant struggle to defend their budget, showing the benefits and impact they have on Mexican families. So we also need support in the form of donations to strengthen our national network and establish more emergency houses and transition houses, which play an extremely important role in closing the cycle of violence and delivering true citizenship and protection of human rights.

NAMIBIA: ‘Protests against gender-based violence were triggered by collective hope’
CIVICUS speaks to Bertha Tobias about the recent protests against femicide and gender-based violence (GBV) in Namibia. Bertha is a youth leader and an international award-winning debater. A graduate of the United World College Changshu China, she is currently pursuing her post-secondary education at Claremont Mckenna College in California. She was the recipient of a Go Make A Difference award, which supports the implementation of community development projects, and has been an active participant in women´s rights protests in Namibia.
Can you tell us of how the #ShutItAllDown protests against GBV started and how you got involved?
I got involved in the fight against GBV after news emerged that human remains had been discovered in a coastal town in Namibia. The remains were suspected to be those of Shannon Wasserfall, a young woman in her 20s who had gone missing in April 2020. This particular incident set off mass reactions. The release of the headline on the Twitter account of one of the major national news outlets spurred a lot of young people to action, to mobilise and organise ourselves to take to the streets. It injected urgency into the conversation around GBV and femicide in Namibia.
This was not isolated case, as young Namibian women continuously go missing. But when this case emerged, it revived the national conversation. Somebody on Twitter rightfully stated that something needed to happen, something needed to change, and I responded to this and got involved from the beginning because this is something I care about deeply, as I strongly believe that women matter equally and fully.
Together with other young people, we sent out emails, garnered the support we needed, and organised ourselves within less than 24 hours, mostly and primarily through social media. We made a flyer which was circulated widely, and people showed up to the protest. Young people took ownership and that was how it started. This was an example of both the power of the internet and the power of young people.
If I remember correctly, on the first day of the protests, a newspaper reported that slightly over 800 people attended the protest, and all subsequent protests had hundreds of people. Both young women and men were involved: the protests were led predominantly by women, but young men were present in considerable numbers. What is important to note regarding the demographics of the protests is that it was mostly young people. It was young people attending meetings with officials, drafting petitions and speaking to the media. And it was young women who were at the forefront, with young men providing support.
We believe that if young women in Namibia cannot walk to the shops to buy a carton of milk without fearing for their lives, then something is terribly wrong with us as a nation. The philosophy of #ShutItAllDown is quite radical: it means that everything needs to be brought to a standstill until we can re-evaluate what it is about Namibian systems of safety that is not working for Namibian women. Until we have answers to those questions, we do not believe it is right, healthy or in the best interest of anyone to continue doing business as usual. We don’t want economic activity of any sort to continue as usual if young women do not feel safe.
From your perspective, what made #ShutItAllDown different from previous women’s rights protests in Namibia?
There have been other protests for women’s rights in the past. In fact, earlier in 2020 we had a pro-choice protest that focused specifically on women’s sexual and reproductive health rights and advocated for the legalisation of abortion and the recognition of women’s bodily agency and autonomy. Under Namibia’s Abortion and Sterilisation Act of 1975, abortions are illegal except in cases involving incest, rape, or where the mother’s or child’s life is in danger.
There are feminist movements in Namibia that are active and work consistently; however, something practical we had to acknowledge is that a lot of feminist movements are led by young people who also have other obligations, such as full-time jobs. Civil society organisations also face challenges, particularly in terms of resources and institutional support.
The previous protest that took place in early 2020 was significant in paving the way and establishing an important foundation for #ShutItAllDown to have the collective confidence to go forth. Feminist organisers were at hand and were active in amplifying the voice of #ShutItAllDown. They were very present in terms of disseminating information, and they were crucial in mobilising their people to show up to the protests and keep the momentum going. Feminist organisers in Namibia do a lot of work behind the scenes but their work can only get so far because of insufficient resources. Hence, a lot of our petition demands were aimed at government and other institutions that do have the resources that we need to institute the changes that we seek.
The difference between #ShutItAllDown and previous protests is the fact that now the young people of Namibia are becoming increasingly involved in political affairs and are becoming vocal about holding government and other institutions accountable to their mandate and fulfilling their work and obligations towards the citizenry.
Additionally, the movement was able to grow more organically because social media are increasingly being used as a tool to have exchanges and push for accountability. Namibia has a fairly young population with tremendous digital abilities. The flexibility and capacity for self-organisation of young people eventually pushed us all to do something.
What were the demands of the #ShutItAllDown movement? What response did they obtain?
The biggest demand we had for the government of Namibia was the declaration of a state of emergency in respect to femicide and sexual and gender-based violence (SGBV), simply because we believed the problem we are facing warranted this kind of action. We wanted this to be a message that femicide is a national crisis and that beyond the COVID-19 pandemic, women always, every single day, are fearful for their lives. We also demanded an immediate consultation with SGBV experts and for the Ministry of Justice to begin implementing a sexual offenders’ registry and sexual offences courts.
Several demands focused on accelerating existing methods to curb SGBV. New demands were also addressed to various ministries and other stakeholders, such as for 24/7 patrols around neighbourhoods, remote mobile GBV services and the implementation of school and university curricula to sensitise young people on SGBV.
Our petition recognised that there is violence both inside and outside the home. But it is our understanding that curbing violence inside the home is more difficult due to the years and generations of grassroots work that is necessary to undo normalised gendered abuse. We may not be alive to witness the fruits of this effort, simply due to how long it may take to transform a society and its culture, to overturn and collectively interrogate the traditional principles in which abusive norms are rooted.
Unfortunately, we did not obtain the declaration of the state of emergency for which we were hoping. But other demands, such as strengthening security through patrolling, implementing school curricula and establishing task forces or committees to revive efforts to curb SGBV were positively responded to. Another petition demand that was important and received a positive response was training for police officers to be more sympathetic and empathetic when dealing with cases and reports of GBV. We know that the reception that survivors get at police stations and the lack of attention and urgency with which their cases are handled is one of the major reasons why women do not report sexual violence.
Were other relevant issues brought to the forefront as a result of the #ShutItAllDown movement?
Yes, LGBTQI+ advocates and community members were consequential in mobilising people for the protest and amplifying the voices of the #ShutItAllDown movement. For me, it was important to see queer women and other LGBTQI+ individuals navigating a violently homophobic and transphobic society, protesting and highlighting the significance of intersectionality and collective advocacy. Out-Right Namibia, a leading LGBTQI+ human rights organisation in Namibia, used its momentum to propel #ShutItAllDown and create a strong, well-connected network for advocating for our collective rights as Black and/or queer women.
The #ShutItAllDown protests also brought to the forefront the illegality of abortion in Namibia and our reproductive health rights. We intensified our conversations about the issue of reproductive health rights of women in general. These were some of the vital issues that were highlighted by #ShutItAllDown, which made it apparent how much work still needs to be done so that the rights of all women are recognised and respected.
Is there room for intergenerational activism within the #ShutItAllDown movement?
Intergenerational activism has proved to be interesting territory, mostly because of the fiery and passionate nature of young people. A lot of the impact of the activism exhibited in the #ShutItAllDown protests relies on disruption and general inconvenience to spur the most indifferent of people to action. I believe that disruption creates important conversations. Our hope is for our actions to cause somebody who is unfamiliar with what we are doing to start asking themselves why we care so much about the safety of women, so much so that we are sitting in the middle of the road or shutting down a mall, and try to understand what is happening and what it is that we are doing. These questions would start a conversation and fuel important discussions on an urgent national ill in which women are dying.
But many older people tend to question the disruptive tactics used by younger people. And another limitation that we have experienced recognises that disruptive tactics imply personal liability. As young people, we put a lot less at risk in terms of employability and general respectability. Many older people do agree with the causes we are mobilising for, but they generally don’t take the risk of standing side by side with us, or at least not explicitly. There are political and practical factors that limit even the degree to which they can publicly voice their support.
How do you see the future of the #ShutItAllDown movement?
The beauty of organic and spontaneous movements, as well as with movements that do not have a leader, is that anyone can wake up and decide to start #ShutItAllDown in their respective town, because the movement is leaderless and faceless. Right now, there haven’t been any protests since October 2020, but that does not mean that there won’t be any more protests in the future. GBV is an ongoing issue and unfortunately, a case that reignites the protest can surface anywhere, anytime.

NIGERIA: ‘The global anti-racist protests renewed the call for police accountability’
CIVICUS speaks to Nelson Olanipekun, a human rights lawyer and the founder and team lead of Citizens’ Gavel, a Nigerian civic tech organisation that works to increase the pace of the delivery of justice by promoting access to justice, citizens’ engagement and the use of digital technologies. Citizens’ Gavel was founded in 2017 in reaction to the lack transparency and accountability in the justice sector.
What kind of work does Citizens’ Gavel do?
Citizens’ Gavel is a civil society organisation (CSO) based in Nigeria. It was established three years ago to tackle the slow pace of the delivery of justice, promote accountability, and provide legal support. Our main goal is to increase the effectiveness of the delivery of justice through tech, advocacy, and strategic lobbying, and to reduce human rights violations through policy and legal advocacy. At the moment we are working jointly with other CSOs on legal reform. In doing so, we are trying to become a major player in policy-making processes that affect the fundamental rights of Nigerians.
We work with cases involving issues that range from mass incarceration to the lack of digitised processes in the justice sector. The justice delivery process in Nigeria is one of the slowest in Africa and it results in a high percentage of people incarcerated while awaiting trial. About 70 percent of the people who are in prison are awaiting trial; only 30 percent have been convicted. In 2017 we filed a class action suit for more than 500 people who were awaiting trial in prison in Oyo State. These people had already spent several years in prison, although the law establishes that people can be held for a maximum of 28 days before being taken to court. We also digitised cause lists in over 30 courts across Nigeria, and focused on improving cooperation among stakeholders in the justice sector.
We provide pro bono legal representation for pre-trial detainees who can’t afford a lawyer. We have developed programmes and apps for human rights abuse victims and their families to reach out for legal help easily. One of them is Podus, a tech platform that enables victims of pre-trial detention to connect with the pro bono lawyer nearest to their location. This platform was created specifically for young people, who don’t have easy access to lawyers or justice programmes. We have over 160 lawyers across 24 states in Nigeria and a rapid response legal team of seven lawyers. So far we have resolved 1,500 cases. Another tech-for-justice app we developed is Justice Clock, a tech platform that helps calculate the amount of time inmates spend in detention and the number of days suspects spend on trial vis-a-vis the appropriate provisions of the Administration of Criminal Justice Act and other laws. The platform also offers a space where actors in the justice sector – the judiciary, the police, prosecutors and prison officials – can stand at par with international best practices, and in doing so can make their work easier. We have worked hand in hand with Ogun State to successfully deploy the Justice Clock so that the justice sector, specifically the Director of Public Prosecutions and the Commissioner for Justice of Ogun State, ensures that it respects the constitutional time limits for which inmates awaiting trial can be imprisoned.
We track cases that involve sexual and gender-based violence (SGBV), take cases of police brutality, monitor anti-corruption campaigns and anti-corruption cases to provide relevant information to the public, and advocate for people living in extreme poverty and connect them through tech. Our concern about this population originally arose from the growing number of poor people who are imprisoned while awaiting trial. If they don’t receive any help, poor defendants spend a long time in jail for minor offences, just because they cannot afford to either pay bail or bribe the police. They are also vulnerable and can be coerced into confessing to crimes they did not commit and end up spending even longer periods in prison.
Citizens’ Gavel also works on police brutality. What is the situation in Nigeria, and how did the global protests triggered by the death of George Floyd in the USA resonate locally?
Police brutality is a big issue in Nigeria and we have worked on it for some time. In April 2019, for instance, we challenged the Nigerian Police Force to conduct mental health assessments on officers who had committed abuses or killings, or otherwise face legal action.
The global protests triggered by the death of George Floyd renewed the call for police accountability in Nigeria and people started sharing stories of their encounters with police officers. Coupled with pre-existing local issues, the US incident that resonated globally enhanced the local voices who were speaking up against police brutality. We were able to contribute by addressing the complaints that citizens reported to us and continuing to work to ensure culpable officers are held accountable.
In what ways have human rights issues worsened during the COVID-19 pandemic?
As the pandemic started there was an increase in police brutality related to the enforcement of lockdown measures and compliance with sanitary protocols. Interactions between citizens and police officers increased and resulted in more complaints against police officers. By April 2020, it appeared that police officers had killed more people than COVID-19. Additionally, the brutalities committed by the Special Anti-Robbery Squad Unit of the Nigerian Police Force continued during the pandemic, and the authorities continued failing to prosecute officers who committed torture and violent crimes, mostly against young men from low-income backgrounds.
Another longstanding epidemic, that of SGBV, flourished under the pandemic. Before the pandemic, about 30 percent of women and girls between the ages of 15 and 49 had experienced sexual abuse. While preventing outbreaks of the virus, lockdown measures represented a heightened threat to the safety of girls and women, as victims of SGBV remained locked in with their abusers. Between March and April 2020, reports of SGBV increased by 149 percent. The lockdown also compromised the availability of and access to services, as many centres and shelters for victims of SGBV closed or reduced the range of services they provided. As a result, these essential services were lacking precisely when survivors needed them the most.
In response to this situation, Citizens’ Gavel increased the number of SGBV cases we manage. We are doing as much as we can, taking into account that physical meetings and legal interventions were suspended and our team members had to work remotely for several months. Fortunately, this was relatively easy to pivot to because we are a civic tech organisation and our staff had already been trained to use online tools.
What kind of support from international civil society would help your work?
We would appreciate training opportunities to enhance our skills to better serve the local communities we work with. We would also like to know about the strategies that work best to curb human rights abuses in other environments.
Citizens’ Gavel is big on using tech to solve some of the local justice issues and has been able to develop some tech tools; however, we would like to learn more about technologies that work in other contexts. Accessing international platforms through which we can hold the government accountable is also key to our strategy.

POLAND: ‘Abortion rights will inevitably be at the forefront of this year’s International Women’s Day’
CIVICUS speaks about the upcoming International Women’s Day and Polish civil society’s role in advancing women’s rights with the team of the Helsinki Foundation for Human Rights (HFHR).
Founded in 1989 by the members of the Helsinki Committee in Poland, the HFHR is a civil society organisation (CSO) that seeks to promote the development of a culture based on respect for freedom and human rights in Poland and abroad. Since 2007 it has had consultative status with the United Nations Economic and Social Council.
What role has Polish civil society played in advocating for abortion rights, both before and during the pandemic?
Polish civil society has advocated for abortion rights for almost 30 years. Jointly with other CSOs, HFHR has continuously monitored the implementation of the legal provisions of the Abortion Act and represented women who were denied access to abortions they were entitled to.
One such case was P. and S. v. Poland, which led to a decision by the European Court of Human Rights that declared Poland responsible for improperly hindering access to abortion by a 14-year-old girl. Polish laws allow abortion if the pregnancy is the consequence of a crime, and in 2008 P. was given a public attestation that authorised her to get an abortion due to her age, as sexual intercourse with minors under 15 is codified as a crime. But doctors in two hospitals refused to provide the abortion, and they even forced her to speak to a priest and disclosed her case to the media, as a result of which she was harassed by anti-abortion activists. They got the police involved and removed her from her mother’s custody. The European Court of Human Rights ruled that Poland had violated Article 3 of the European Convention on Human Rights, which bans ‘inhuman or degrading treatment’.
That was a landmark case and should have been the gateway to a growing recognition of abortion rights. However, the situation only got increasingly worse. Despite civil society opposition, further restrictions were imposed on access to legal abortion. In October 2020, while we were in the middle of the pandemic, a Constitutional Tribunal judgement made access to abortion almost impossible in practice.
Civil society played a crucial role in mobilising in protest against the judgement. And thanks to the engagement of CSOs such as the Federation for Women and Family Planning and Abortion Dream Team, women who required access to abortion received information, legal assistance and other forms of help.
But as a reaction to these protests and acts of resistance, the environment for women’s rights activism deteriorated. Shortly after the protests, at least seven women’s rights and human rights CSOs advocating for sexual and reproductive rights were harassed and threatened and their activists targeted with disinformation campaigns from the government and government-aligned media. Several activists who participated in protests were detained and some face politically motivated criminal charges, including for allegedly breaking pandemic rules.
How has the pandemic impacted on your work?
HFHR is the oldest and largest human rights CSO in Poland. We provide legal assistance to victims of human rights abuses, monitor legal changes affecting human rights and participate in public discussion about the protection of human rights. We focus on the situation in Poland, but also on some other countries in Central and Eastern Europe and Central Asia.
The COVID-19 pandemic heavily impacted on our work. For obvious reasons, many of our in-person meetings were cancelled and we could not get people together. To substitute for this, we shifted online and enhanced our presence on social media. We used it to get in touch directly with our supporters. This allowed us to broaden our audience.
The pandemic also brought new and serious challenges to human rights, including but not only in the area of healthcare. HFHR has monitored pandemic-related legal developments, including restrictions on the right to peaceful assembly. We analysed the impact of the pandemic on human rights protections and made recommendations about this, and intervened in a number of cases in which pandemic-related restrictions on fundamental rights were imposed that were disproportionate and unconstitutional, such as in cases involving restrictions on the rights of defendants in criminal proceedings.
How is civil society advocating for gender equality and how are the authorities responding?
The Polish government has not adopted a comprehensive strategy for promoting gender equality. Further, the state’s institutional system to protect equal treatment has been severely weakened. Not only is the state doing nothing – it is also not very welcoming of civil society initiatives on the matter.
CSOs continue working for gender equality through training activities, programmes and initiatives involving key stakeholders – for instance, by providing school training sessions on equal treatment. But instead of supporting these efforts, parliament recently adopted changes to the Education System Act that will significantly limit the access of CSOs to schools and educational facilities. The law has not come into force yet and has just been vetoed by the president.
The International Women’s Day theme for 2022 is #BreakTheBias. How are you organising around it in the communities you work with?
We think the fact that it is now almost impossible to access abortion is one of the key issues hindering women’s rights in Poland. Sexual and reproductive rights will inevitably be at the forefront of IWD in Poland this year, and this will surely remain one of the priority topics for HFHR in upcoming years.

POLAND: ‘If lots of tiny actions are performed by many people, we can achieve big things’
CIVICUS speaks with Magdalena Demczak, co-founder and director of Akcja Menstruacja (Menstrual Action), about the work her organisation is currently doing to help Ukrainian refugees.
Menstrual Action is the first Polish civil society organisation (CSO) aimed at supporting people experiencing menstrual poverty. It is estimated that limited access to menstrual products, most often for economic reasons but also due to lack of adequate hygiene conditions or education affects around 500,000 people in Poland.
What made you decide to start helping refugees?
What made us decide to start helping refugees was the fact that we felt so helpless when watching the news, that we felt the need to help in any way we could.
At the beginning it was very hard for us to plan our actions because we had no idea what would happen. We were all a bit in shock at such an extraordinary situation. But we took immediate action: we supported checkpoints, raised funds and collected products that were sent to Ukraine directly, and also to the Polish-Ukrainian border. We also supported local Polish families who are hosting Ukrainian families and sites across Poland where Ukrainian refugees can seek information and legal assistance. In these locations there are people who speak Ukrainian and provide translation services.
What are the key needs you are seeing among refugees?
People escaping war in Ukraine are arriving in Poland with their hands empty. Right now, refugees are mostly women and their children carrying small bags, since men aged 18 to 60 are banned from leaving: they must stay to defend their country. They are not bringing much – they are just trying to escape, so all they typically have is some clothes, documents and essential medicine.
They obviously need all kinds of things. First of all, they need shelter and transportation to get there. They also need food, clothing and baby products, among other things. As women make up a large proportion of refugees, there is also a lot of need for all kinds of feminine-care products. Women’s biological cycles – from periods to pregnancies – don’t stop because of a war. There is a massive need for period products, especially menstrual pads, because it’s very easy to forget all about pads when a war erupts and you must flee your country.
How is Polish civil society, and Menstrual Action more specifically, working to help refugees?
Polish civil society, and individual Polish citizens, are doing amazing things. There are lines after lines of cars at the border to pick anyone in need of transportation, willing to take them to any Polish city, free of charge of course. Hundreds of thousands are giving out rooms in their homes to Ukrainian refugees, for free and for as long as needed. There are so many amazing people and organisations out there helping refugees.
Unfortunately, we are aware that the war in Ukraine may last a long time and even after it ends, it will take time to rebuild cities so that people can come back. This means refugees may have to stay in Poland for quite a bit. So a more systemic approach is needed.
Since the early days, Menstrual Action has been shipping sanitary products to refugees; a few days ago, for instance, our volunteers brought 180 kilograms of sanitary pads to the Polish-Ukrainian border. Quite a few of our volunteers are now working directly at the border, not because we sent them but because they chose to go.
But we are now ready to undertake more long-term actions. We have talked to local manufacturers of period products to buy directly from them, and we will distribute these products in various locations and communities, as well as to CSOs working with refugees. While normally we would focus on period poverty, in such an extraordinary situation we are also supporting wider groups of refugees by providing adult diapers and other sanitary products such as toilet paper.
As an organisation, we have the capacity to provide sanitary and menstrual products. Our contribution saves other charities money that they can better spend on other humanitarian needs. Sending goods to the border can be a logistics nightmare, so if by shipping them ourselves we can save others a significant amount of money they can invest elsewhere, we feel that our work is done.
The actions of any specific organisation will always be too small to fulfil the needs of millions of people fleeing a war. But if lots of tiny actions are performed by many people, I believe we can achieve big things.
Have your existing capacities and resources from your ongoing work proved useful?
Our network has proved vital. We have intensively used our connections with menstrual product manufacturers, suppliers and other charities. We regularly support hundreds of Polish schools with menstrual products, but this year we were able to send out those packages earlier than usual to make room in our warehouses and gather menstrual products to be distributed among Ukrainian refuge centres around Poland.
Before the crisis, we started a project called Pad Sharing, which connects donors with people who need menstrual products. If you are poor and having your period, and you had to choose between food and pads, you would get food, right? So we partnered with Rossmann drugstore, put up a form for people in need to enter their name, an address to locate the closest Rossmann store, an email address and the required product and amount. We receive the form and forward it to a donor who gets the list of products needed and does the shopping. When they are done, the person in need gets a call that their order is ready for pick-up at the Rossmann drugstore of their choice. We are just intermediaries and the person who needs help remains anonymous during the whole process. We have so far supported 2,200 people this way.
This project became vital in the current situation. We translated the Pad Sharing form into Ukrainian and shared it online. We emphasised that, due to the extraordinary situation, people can request anything from the pharmacy, not just menstrual products. We don’t provide medicine but can refer them to other organisations that do. We are aware of refugees’ needs, and so are our donors.
Have you seen any evidence of non-white refugees being treated differently?
I’ve seen many clips of Black people waiting at the border and read several allegations that some were refused entry into Poland. But I’m a white woman who currently isn’t even living in Poland but in the UK, so I’m extra-privileged. I didn’t cross the border, I wasn’t there and I don’t pretend to speak for non-white people or to know about their personal experiences.
Some people have pointed out that the current attitude towards Ukrainian refugees differs from how other refugees have been treated, including Afghan refugees trying to cross to Poland from the Belarusian border. We are aware that the reaction may have been different, but Menstrual Action did help Afghan refugees at the time – we contacted and connected various organisations to help Afghan refugees.
There is a Polish organisation called Black Is Polish, established by Black Polish women from various backgrounds, which is helping Black people and other people of colour escape Ukraine. There’s been a lot of disinformation on social media. For instance, it has been said that only people with Ukrainian passports could cross the border. This is not correct: anyone can seek refuge in Poland. This disinformation was very harmful to people of colour trying to escape Ukraine.
I won’t deny we Eastern Europeans have many racism issues, but I wouldn’t want this to detract from the biggest issue we currently face: war in Ukraine and Vladimir Putin’s authoritarian regime. There is a disinformation war going on. The Russian Ministry of Foreign Relations has even said that Russia didn’t invade Ukraine. Russian-funded trolls are trying to instrumentalise racist incidents that have indeed happened on the border to put Ukraine on the ‘bad side’ and to justify the Putin regime and its war of aggression.
What could people internationally be doing to help?
The first thing they should do is follow the news through reputable sources. They must be aware of circulating disinformation and fake news. Before clicking ‘retweet’, ‘like’ or ‘subscribe’, you must think why you are getting this piece of news, where it is coming from, what the intentions are behind it and who would benefit if you spread it. Would it be beneficial for struggling people, or would it benefit the Putin regime? The international community must stay aware and cautious because it’s very easy to get lost in the news if you live far away from Ukraine.
If you have money to donate, you should support legitimate organisations helping people inside Ukraine who cannot escape and those who chose to remain there to fight for their country. We still have an international donations systems to receive donations from anywhere around the world.
People in other global regions are not taught a lot about the history of the Soviet Union, its beginnings and its end, and the establishment of countries such as Ukraine and Belarus. So if you can, try to learn this part of history and to understand why this part of the world looks the way it does. It’s very important to understand how the past influences the present and to make sure the worst of history does not repeat itself.

POLAND: ‘We invented new forms of protest because we had to’
CIVICUS speaks to Klementyna Suchanow, an activist, author and researcher based in Warsaw, Poland, about the recentannouncement by the Polish governmentthat it will begin the process to withdraw from the Istanbul Convention on Violence against Women. Klementyna is one of the founders of thePolish Women’s Strikeand the International Women’s Strike. The Polish Women’s Strike is a grassroots feminist movement founded in 2016 to defend women’s rights against the government's plan to ban and criminalise abortion. Under the COVID-19 pandemic, the movement has remained united and active via a Facebook group and continues to mobilise for women’s rights in Poland.
What has the situation of gender rights in Poland been over the past few years?
We are under a conservative government and while I would never say it was paradise five years ago, the situation for women’s and LGBTQI+ rights has recently worsened. Every day you witness more verbal and physical attacks against marginalised groups. Divisions have been created along political lines and the main targets of aggression have been immigrants and LGBTQI+ people. During the campaign for 2019’s European Parliament election and this year’s presidential election the main focus has been on hate against LGBTQI+ people. The wave of hatred is very intense and dealing with it is a challenge.
The situation of women and women’s rights movements is slightly different. Our new strand of popular feminism is very inclusive and pragmatic. This is why so many young people have joined us in recent months. We see younger generations become more politicised and aware. So the women’s movement is in a very strong position. It is the only movement that has succeeded in forcing the government to take a step back from its idea to ban abortion in 2016, and then later around other issues. It looks like our anger scares them, but they still keep doing things to worsen our situation.
In sum, women are experiencing setbacks in our legal situation but our power keeps growing. I am not sure if this is the case with the LGBTQI+ community, because they are a minority group and are more exposed. The situation of LGBTQI+ people is definitely getting worse on all fronts.
Have there been further regressions on gender rights during the COVID-19 pandemic?
Taking advantage of the pandemic, the government and other groups have made several attempts to roll back women’s sexual and reproductive rights. In May 2020, the Polish parliament proposed a bill that would remove the legal obligation for medical facilities to refer patients to other facilities if they refuse to provide abortion care based on their staff’s personal beliefs. Under current Polish law, a legal abortion can only be performed if the mother’s life is at risk, the pregnancy is a result of rape, or the foetus has a serious deformity. About 98 per cent of abortions fall under the latter category, but a bill was proposed in May to eliminate this clause. In June, new provisions in the Criminal Code imposed harsh prison sentences on those who support women by providing them with abortion care.
The amendments to abortion laws during the pandemic came about through a civic project submitted by a fundamentalist organisation. We organised protests, which was a slightly crazy thing to do, because how do you protest during a pandemic when you are not allowed to gather? That is why we got creative: we invented new forms of protest because we had to. We staged ‘queueing protests’, standing two metres apart in a queue outside a shop close to the parliament building, to comply with lockdown regulations, while holding signs and umbrellas. This happened in several cities, not just in the capital, Warsaw. As we were not allowed to walk freely, we also organised ‘car protests’. We interrupted traffic and blocked Warsaw’s main square for about an hour.
These protests were quite effective. The amendments did not proceed and are now ‘frozen’. They were sent to a parliamentary commission, but the commission is not working on them. They have been neither rejected nor approved. But this also means that they might come back suddenly at any point in the future, and we will have to deal with them again.
From the very beginning this government has been clear that it does not support women’s rights and does not care about violence against women. Since the government came into power, funding to centres that help women has been cut and these centres have had to resort to crowdfunding or are surviving on private donations, because they have no access to state funding anymore. However, some progress has also taken place, as with a recently passed law, which was proposed by a leftist party, that empowers police officers to issue an order to forbid perpetrators of violence from entering the household of the victim for 14 days. This has helped immediately separate victims from perpetrators.
On the other hand, over the past several months we have seen announcements from the authorities that they are thinking about pulling Poland out of the Council of Europe Convention on preventing and combating violence against women and domestic violence, known as the Istanbul Convention. In the beginning we didn’t take it too seriously. But it is always like this: first they test the waters to see how far they can go, and if they don’t find too much resistance they start pushing forward. During the presidential campaign and election, the topic was not raised, but only a week afterwards it became an issue. Many serious developments, such as arrests of activists, took place right after the election.
Now the situation is becoming serious. Announcements have been made by several ministers and the president has approved the idea to withdraw from the Istanbul Convention. There is also a lot of propaganda on state media to convince people that this Convention is about so-called ‘gender ideology’. However, surveys show that over 60 per cent of the population is against leaving the Convention compared to only 15 per cent who support the idea. Half of those who oppose leaving the Convention voted for the ruling party. It is weird that they are pushing this so far because it’s against the views of their own voters.
As someone who was at the forefront of the2016 women’s strike in Poland, how do you feel about the current situation?
We are so used to hearing bad news that we weren’t surprised with this latest announcement. The situation in Poland is such and so many bad things happen every day that you become immune to bad news.
During the pandemic everything has been highly political. Instead of focusing on taking care of people’s health, everything became politicised. The presidential election was supposed to be held in May, and there was a lot of discussion about whether it should be held; it was finally postponed to late June. The ruling party knew that it was losing popularity because the health system is not efficient enough and the minister of health himself made huge money by supplying masks and medical equipment. This is why the ruling party pushed to have the election as soon as possible, before it lost too many votes. And instead of taking care of our safety and lives, the ruling party focused on its own political agendas. The attempts to ban abortion were very upsetting and disappointing because you expect more responsibility from your government at such a critical time.
I knew people were tired of mobilising, so I was surprised to see so many come out to defend the Istanbul Convention, which became a national topic of discussion in the media and everywhere. A lot of positive energy has been created around this and is giving us the strength to try and stop it.
We have been protesting for five years now. Protest has its own dynamics: you have to feel the moment and decide how to react; sometimes you give it a try and it doesn’t work out. It’s always an experiment. But right now, we feel that there is real energy and a momentum we need to ride on. There is a lot of interest from foreign media, and this topic has become the focus of attention. This is slightly strange because every time we tried to do something on violence against women in the past, it was very hard to get people to mobilise on the streets. There is something about violence that makes it difficult to translate feelings into street action. While many people experience it or know somebody who has been a victim, they don’t like to react to it. Many times in the past we failed when organising things on the topic of violence, but this time people took it up. We might now have a chance to defend the right to a life free from violence and make this a problem for the government.
Do gender rights activists in Poland currently experience any restrictions on their right to organise, speak up and mobilise?
I am a writer and artist, and as a result of my activism I am cut off from state grants. There are no state institutions that want to work with me right now because if my name shows up on their list, it becomes a problem for them. You could also be arrested or be taken to court by a right-wing legal foundation such as Ordo Iuris. Of course, there is also hate speech: the government uses your name and your image for propaganda on state media, and you can also be attacked by trolls on social media. Police can hurt you, as happened to me at one protest in 2018. This situation came about gradually, but at this point there is a wide range of forms of repression that you can experience. For the time being, however, I haven’t heard of feminist activists facing physical attacks from civilians.
I am one of the activists who started taking direct action against the government, so there are a lot of things that I am being accused of. Ordo Iuris does not like me because I wrote a book exposing the international fundamentalist network that it is part of. I am on the list of their enemies, but so far, I have not been sued by them. They say they are working on their list of accusations against me, because there are so many. During our latest protest, members of Ordo Iuris approached a police officer and tried to convince him that I should be requested to show my identification. But the police in Warsaw know us, they know our faces, they knew that I had not done anything illegal during the protest and refused their request.
In which ways can civil society hold accountable an increasingly authoritarian government such as Poland’s, and what support from international civil society does it need to do so?
Regarding the Istanbul Convention, we are trying to convince the international community that European funds should be allocated bearing in mind the actual human rights compliance records of each member of the European Union (EU). A new instrument introduced in the EU established that funding should be linked to adherence to democratic principles and practices. We are trying to convince the Council of Europe, the source of the Istanbul Convention, to introduce similar measures towards the governments that are relinquishing their people’s rights. It’s all about linking funding to human rights compliance. Money is the only language governments will understand. Six Polish cities are currently not receiving European funds following their declaration of so-called ‘LGBTI-free zones’, which is considered an act against human rights. We would like to raise this question, together with Turkish women, who are facing a similar battle against their government’s initiative to withdraw from the Istanbul Convention. You cannot be destroying human rights, like Hungary and Russia are doing, and still be treated by the Council of Europe like anyone else, as a partner in the conversation. So, this is a new approach that we are trying to make people understand.
We want international civil society organisations to lobby local politicians so they become aware that the issues of human rights and funding need to be considered together. The Council of Europe also needs to understand this so we can set a precedent and in the future women here and in other countries will be protected. If we have an authoritarian government that does whatever it wants, even if citizens don’t agree, we need to have some protections from abroad. All we find in Poland is repression, so we need somebody from outside to be on our side and not leave us alone.
